RMKS/1. This NAVADMIN solicits applications for the FY-20 Command Master
Chief (CMDCM) and Command Senior Chief (CMDCS) Lateral Selection Board. The
duties and responsibilities of the CMDCM and CMDCS are contained in reference
(a). The FY-20 CMDCM/CMDCS Lateral Selection Board is scheduled to be held
28 January - 1 February 2019. The deadline to apply is 16 November 2018.
Packages emailed or postmarked on or after 17 November 2018 will not be
considered.
2. Reference (a) is currently under revision. The following eligibility
requirements apply for this years lateral selection board:
a. Eligible master chiefs for CMDCM will not have greater than
26 years of service (YOS) and no less than 17 YOS as of 31 December 2018.
b. Eligible senior chiefs for CMDCS will not have greater than
22 YOS and no less than 17 YOS as of 31 December 2018.
c. No YOS waivers will be granted.
d. Senior chiefs who are frocked as of 31 December 2018 are not eligible
to apply for the program. Frocked master chiefs are eligible to apply for
CMDCM program.
3. Packages are to be completed and submitted per reference (a).
Full social security number and name must be on all pages of the package.
Forms are available for download from naval forms online
at: http://www.public.navy.mil/bupers-
npc/reference/forms/NAVPERS/Pages/default.aspx. In addition to requirements
contained in reference (a), packages will include:
a. Cover letter to include members full name, full social security
number, work phone number, personal phone number, work email address, and
personal email address.
b. Letter of endorsement signed by the members current commanding
officer (CO), which cannot be delegated.
c. Letter of recommendation signed by the members CMDCM.
d. Letter of recommendation signed by the members FORCM. All full-time
support (FTS) and selected reserve (SELRES) candidates will route
applications via the Reserve Forces FORCM.
e. Command Master Chief Selection Nomination (NAVPERS 1306/95).
This form will be used to document the completion of the CMDCM/Chief of the
Boat/CMDCS charge book (OPNAV 1306/1), and to document the endorsement and
recommendations of the local screening board. The board will consist of the
following:
(1) Immediate Superior-in-Command (ISIC) CMDCM as chair (8CMC)
(2) Post-tour CMDCM (8CMC)
(3) Serving CMDCM (8CMC, 8COB, 8CSC)
f. Enlisted Personnel Action Request NAVPERS 1306/7, signed by the
commanding officer (cannot be delegated) requesting assignment into the CSEL
program. In the Reason for Submission/Requested Action block, the following
statement shall be included (verbatim):
Respectfully request assignment to the Command Senior Enlisted Leader (CSEL)
Program. I understand that if selected, I will be made eligible for transfer
into a CSEL position as early as 1 October 2019.
g. Legible copies of the last five years chief evaluations.
h. Copy of graduation certificate from Senior Enlisted Academy or
equivalent course if member has attended.
i. Physical health assessment data contained in PRIMS, from the PFA
Listing All Cycles selection under the Reports tab, documenting Physical
Readiness Test (PRT) and Body Composition Assessment (BCA), to include up to
Cycle 2-2018.
j. Official 5x7 photographs in Service Khaki Uniform, taken no more than
90 days from package submission (one full front picture and one side view
picture, with date of photo on lower right corner).
4. All active-duty CMDCM/CMDCS packages will be collected by the candidates
respective FORCM or ISIC CMDCM and emailed to shawn.isbell@navy.mil and
katherine.zamora@navy.mil (active) via encrypted NMCI email.
5. All FTS/SELRES CMDCM/CMDCS packages will be submitted to
jeffrey.sliker@navy.mil via encrypted NMCI email or using AMRDEC SAFE.
6. All active-duty and FTS/SELRES packages may also be mailed to the
