RMKS/1.  THOROUGH AND EFFECTIVE PLANNING FOR THE CARE OF A SAILOR?S 
FAMILY IS CRITICAL TO MISSION READINESS.  THE NAVY FAMILY CARE PLAN IS 
ONE TOOL TO IMPROVE A SAILOR?S READINESS.  THIS NAVADMIN ANNOUNCES 
CHANGES TO THE NAVY?S FAMILY CARE PLAN POLICY IN REFERENCE (A).  
2.  POLICY CHANGES EFFECTIVE 7 MAY 2007 INCLUDE: 
    A.  SAILORS WITH PRIMARY OR SHARED PHYSICAL CUSTODY OF A MINOR 
CHILD OR CHILDREN, AND WHO ARE NOT MARRIED TO THE OTHER NATURAL OR 
ADOPTIVE PARENT OF THE MINOR CHILD OR CHILDREN, SHALL SUBMIT A FAMILY 
CARE PLAN. 
    B.  BOTH MEMBERS OF A MARRIED DUAL MILITARY COUPLE WHERE ONE OR 
BOTH HAVE PRIMARY OR SHARED PHYSICAL CUSTODY OF A MINOR CHILD OR 
CHILDREN, SHALL SUBMIT A FAMILY CARE PLAN. 
    C.  EMERGENCY-ESSENTIAL CIVILIAN AND CONTRACTOR PERSONNEL MEETING 
THE SAME PARENTAL STATUS AS ACTIVE DUTY AND RESERVE PERSONNEL ARE 
ENCOURAGED TO DEVELOP A FAMILY CARE PLAN. 
    D.  FAMILY CARE PLANS SHOULD INCLUDE COURT ORDERS OR WRITTEN 
AGREEMENTS.  LEGAL ASSISTANCE OFFICES SHOULD BE CONTACTED FOR ADVICE 
AND ASSISTANCE IN EVALUATING THE EFFECTIVENESS OF A PROPOSED FAMILY 
CARE PLAN. 
3.  COMMANDING OFFICERS SHALL ENSURE ESTABLISHMENT OF A COLLATERAL DUTY 
FOR A FAMILY CARE PLAN COORDINATOR WITHIN THE UNIT AND THAT MEMBERS OF 
THEIR COMMAND ARE INFORMED OF THE REQUIREMENTS OF THIS INSTRUCTION.  
4.  SAILORS WHO ARE UNABLE TO OR REFUSE TO COMPLY WITH PROVIDING A 
WORKABLE FAMILY CARE PLAN MAY BE SEPARATED FROM THE NAVY.  REF (B) 
PROVIDES DETAILED PROCEDURES FOR SEPARATIONS DUE TO PARENTHOOD. 
SUBSEQUENTLY, ADMINISTRATIVE SEPARATION PACKAGES ARE REFERRED TO PERS-
83 OR PERS-91 FOR ACTION.  NOTE THE UPDATED PERS CODE FROM CURRENT 
OPNAVINST 1740.4C.

UNIT/COMMAND FAMILY CARE PLAN COORDINATOR.  FAMILY CARE PLAN
