RMKS/1.  This award recognizes both military and civilian logisticians who 
epitomize excellence in the realm of logistics planning and execution, 
ensuring our delivery of capability and sustainment to the Fleet is hand-in-
hand with timely provision of end-to-end logistics support, such that Navy 
Infrastructure and Logistics are best postured to provide persistent support 
in unpredictable environments.  It is with great pleasure that I announce the 
2021 Admiral Stan Arthur Award Winners: 
     a.  2021 Military Logistician of the Year is Captain John G. Montinola, 
SC, USN, Comptroller, NAVSUP Weapon System Support. 
     b.  2021 Civilian Logistician of the Year is Mr. Stephen A. Barrow, 
     Maintenance Repair and Overhaul Logistics Department Head, Fleet 
Readiness Center East. 
     c.  2021 Logistics Team of the Year is the Logistics Team at Commander, 
     Logistics Group Western Pacific / Commander Task Force 73. 
 
2.  These awardees exemplify the importance of logistics to achieving the 
Navy's mission and innovating across the DOTmLPF-P spectrum to advance our 
competitive edge over our adversaries. 
 
3.  2021 Admiral Stan Arthur Award Winner Runner-ups: 
     a.  2021 Military Logistician of the Year runner-up is LS1(SW) Joseph 
     Reboja, Tactical Network Readiness Branch Leading Material Manger, Naval 
     Information Warfare. 
     b.  2021 Civilian Logistician of the Year runner-up is Mr. Vince Barton, 
     Hardware Engineering Lead, Naval Information Warfare. 
     c.  2021 Logistics Team of the Year runner-up is the Reliability Control 
     Board team, Naval Air Systems Command. 
 
4.  Deputy Chief of Naval Operations, Fleet Readiness and Logistics (OPNAV 
N4) will contact winning commands to make arrangements for the presentation 
of plaques, cash awards and certificates.  Additionally, the winners will 
have their names engraved on permanent display in the OPNAV N4 spaces.

I would like to also extend my gratitude for the superlative innovative 
solutions that have resulted in quantifiable benefits to the United States
