RMKS/1.  THIS NAVADMIN HIGHLIGHTS RECENT CHANGES TO THE NAVAL MILITARY 
PERSONNEL MANUAL (MILPERSMAN), SPECIFICALLY RELATED TO ARTICLES 1910-
156, 1616-010, AND 1616-040, REGARDING ENLISTED PERFORMANCE, CONDUCT, 
DETACHMENT FOR CAUSE (DFC) AND SEPARATIONS.  COMMANDERS AND COMMANDING 
OFFICERS SHOULD THOROUGHLY REVIEW EACH ARTICLE AND ENSURE LEGAL AND 
ADMINISTRATIVE SUPPORT PERSONNEL RECEIVE TRAINING ON THESE CHANGES. 

2.  BASED ON INPUTS FROM COMMANDERS AND COMMANDING OFFICERS REGARDING 
STANDARDS OF PERFORMANCE FOR OUR NAVY'S BEST AND BRIGHTEST SAILORS, THE 
REASONS FOR SEPARATION UNDER REF A HAVE BEEN MODIFIED TO DEFINE 
CATEGORIES OF UNSATISFACTORY PERFORMANCE OR SITUATIONS IN WHICH AN 
INDIVIDUAL IS UNABLE TO CARRY OUT THEIR ASSIGNED DUTIES.   COMMANDERS 
AND COMMANDING OFFICERS MUST ENSURE THEY PROPERLY PROVIDE AND DOCUMENT 
REQUIRED COUNSELING/WARNING ON A MILPERSMAN 1070/613 PRIOR TO 
SEPARATION OF MEMBERS UNDER THESE CATEGORIES.  ADDITIONAL REASONS FOR 
SEPARATION INCLUDE:

    A.  AN OVERALL 2.49 CUMULATIVE PERFORMANCE MARK AVERAGE FOR TWO 
CONSECUTIVE EVALUATIONS. 
    B.  PROMOTION RECOMMENDATION LESS THAN PROMOTABLE WITH NO 
IMPROVEMENT IN TWO CONSECUTIVE CYCLES.  
    C.  PERFORMANCE-RELATED LOSS OF NAVY ENLISTED CLASSIFICATION (NEC) 
CODE, NOT RELATED TO MEDICAL REASONS.  
    D.  SAILORS WHO EXECUTE ORDERS FOR RATING CONVERSION AND FAIL TO 
COMPLETE FORMAL TRAINING REQUIRED VIA PERFORM TO SERVE (PTS) PROGRAM.  
    E.  SAILORS WHO LOSE ABILITY TO CARRY OR HANDLE WEAPONS IN 
PERFORMANCE OF DUTIES DUE TO LAUTENBERG AMENDMENT INVOLVING DOMESTIC 
VIOLENCE.  

3.  ARTICLE 1616-010 OF REF A, DFC OF ENLISTED PERSONNEL, HAS BEEN 
CHANGED TO ALIGN THE PROCEDURES FOR DFC FOR ENLISTED PERSONNEL WITH 
PROCEDURES APPLICABLE TO OFFICERS.  APPROVAL AUTHORITY NOW RESIDES WITH 
COMMANDER, NAVY PERSONNEL COMMAND (NAVPERSCOM).

4.  ARTICLE 1616-040 OF REF A, ENLISTED PERFORMANCE (E-6/7/8/9), NOW 
ADDRESSES REQUIRES COMMANDERS AND COMMANDING OFFICERS TO INFORM 
NAVPERSCOM (PERS-832) OF ANY MILITARY OR CIVILIAN DISCIPLINARY ACTION 
AND INCIDENTS INVOLVING PERFORMANCE OR CONDUCT WHICH MAY BE OF 
WIDESPREAD PUBLIC INTEREST, OR WHICH WILL REQUIRE ACTION BY NAVPERSCOM 
CONCERNING A MEMBER'S STATUS THAT INVOLVE E-6/7/8/9.
5.  REFER TO ARTICLES 1910-156, 1616-010, AND 1616-040 FOR REQUIRED 
COUNSELING, POLICY, PROCEDURES, AND REPORTING REQUIREMENTS.

6.  THE EFFECTIVENESS OF THESE TOOLS IS CONTINGENT ON PROACTIVE 
MENTORING, COUNSELING, AND SERVICE RECORD DOCUMENTATION VIA PAGE 13 IN 
THE MEMBER'S SERVICE RECORD.
