RMKS/1. PURPOSE. THE TALON MESSAGE FORMAT AND REPORTING CRITERIA WERE 
ORIGINALLY ESTABLISHED TO REPORT TERRORIST THREAT INFORMATION INTO THE 
DEPARTMENT OF DEFENSE?S TERRORISM THREAT WARNING PROCESS. THIS 
TERRORIST THREAT DATA COLLECTION PROCESS IS NOW BEING ACCOMPLISHED BY 
LAW ENFORCEMENT CHANNELS, SPECIFICALLY THE NAVAL CRIMINAL INVESTIGATIVE 
SERVICE (NCIS) FOR THE NAVY AND MARINE CORPS.
2. ACTION. USE THE GENERAL OPREP-3 NAVY BLUE FORMAT (CHAPTER 4, SECTION 
1) OR NAVY UNIT SITREP FORMAT (CHAPTER 5, SECTION 1) OF REF A TO REPORT 
ALL EVENTS LISTED IN TALON SECTIONS (CHAPTER 4, SECTION 2 AND CHAPTER 5, 
SECTION 2). WHEN REPORTING AN EVENT LISTED IN THE TALON SECTION OF REF 
A., DO NOT PROVIDE PERSONAL DATA ON U.S. CITIZENS, SPECIFICALLY FULL 
NAME, PLACE OF BIRTH, DATE OF BIRTH, SOCIAL SECURITY NUMBER, OR 
DRIVER'S LICENSE INFORMATION.
3. CANCELLATION.  EFFECTIVE IMMEDIATELY, PER REF A, THE OPREP-3 
FLAGWORD TALON IS CANCELLED.  PER REF B, RETAIN THIS MESSAGE WITH THE 
ORIGINAL INSTRUCTION UNTIL CHANGES HAVE BEEN INCORPORATED INTO REF A.
