RMKS/1.  This NAVADMIN solicits nominations for the FY-13 Human Resources 
(HR) Community Junior Officer of the Year (JOOY) award.  Chief of Naval 
Personnel is the sponsor for the annual HR JOOY award.  

2.  Ref (a) provides background, discussion, and guidance for commanding 
officers and/or officers in charge to follow in nominating eligible officers.

3.  Nominations shall be submitted per ref (a) with the following additional 
information/modifications:
    a.  Nomination deadline is 1 October 2013.
    b.  Block 2 of OPNAV 1650/3, Personal Award Recommendation, should read 
Chief of Naval Personnel, 701 S. Courthouse Road, Arlington, VA 22204.  Block 
2a UIC should read 45997.
    c.  Completed nomination packages should be submitted in PDF format (with 
the Navy and Marine Corps Commendation Medal citation submitted in Microsoft 
Word format) to the Director, Human Resources Center of Excellence via the 
Safe Access File Exchange at 
https://safe.amrdec.army.mil/SAFE, noting gsbpphrcoe@nps.edu as the 
recipient address.  Do not send originals via regular mail.  

4.  The award winner will be announced via NAVADMIN.
