GENTEXT/REMARKS/1. I HAVE APPROVED THE SPECIAL OPERATIONS CRITICAL
SKILLS RETENTION BONUS (SPECOPS CSRB) FOR QUALIFIED SPECIAL
OPERATIONS (SPECOPS) OFFICERS.
2. PROGRAM OVERVIEW. THE SPECOPS CSRB IS TARGETED TO SPECIAL
OPERATIONS DESIGNATED OFFICERS PERMANENTLY APPOINTED TO THE RANK OF
LIEUTENANT ON THE ACTIVE DUTY LIST (ADL) WHO HAVE COMPLETED THEIR
MINIMUM SERVICE REQUIREMENT (MSR) FROM BOTH COMMISSIONING AND
GRADUATION FROM NAVAL EXPLOSIVE ORDNANCE DISPOSAL (NAVSCOLEOD)
SCHOOL. OFFICERS MUST AGREE TO REMAIN ON ACTIVE DUTY AS SPECIAL
OPERATIONS OFFICERS FOR A SPECIFIED PERIOD.
A. QUALIFIED SPECOPS OFFICERS WILL RECEIVE UP TO
$75,000 TO SERVE IN POST-EOD OFFICER IN CHARGE (OIC) DETACHMENT
BILLETS THROUGH THE TENTH YEAR OF COMMISSIONED SERVICE.
B. SPECOPS OFFICERS (DESIGNATOR 114X) WILL RECEIVE PAYMENT OF
UP TO $25,000 PER YEAR FOR 3-YEAR AGREEMENTS AND UP TO $20,000 PER
YEAR FOR 2-YEAR AGREEMENTS. IN FY06, OFFICERS SERVING ON THEIR
SECOND DEPARTMENT HEAD ASSIGNMENT WHO HAVE NOT YET REACHED THE NINTH
ANNIVERSARY OF COMMISSIONING (I.E., HAVE NOT STARTED THEIR TENTH
YEAR OF COMMISSIONED SERVICE) WILL HAVE THE OPTION TO RECEIVE A
ONE-TIME PAYMENT OF $20,000 TO REMAIN ON ACTIVE DUTY THROUGH THE
TENTH ANNIVERSARY OF COMMISSIONING.
3. QUOTA LIMITATIONS, COMMANDING OFFICER S (CO S) ENDORSEMENT, AND
PROGRAM DELEGATION.
A. ANNUAL CSRB CONTRACT QUOTAS WILL BE BASED ON THE SECOND AND
THIRD TOUR DEPARTMENT HEAD REQUIREMENTS FOR THE SPECOPS OFFICER
COMMUNITY.
B. ALL CO S SHALL ENCOURAGE QUALIFIED OFFICERS TO SUBMIT
APPLICATIONS FOR SPECOPS CSRB AND MUST ENDORSE ALL REQUESTS IN
WRITING. COMMANDS MUST ENSURE APPLICATIONS ARE ACCURATE AND VERIFY
APPLICANTS MEET THE ELIGIBILITY REQUIREMENTS, INCLUDING NO PENDING
ACTIONS WHICH MAY RENDER AN APPLICANT INELIGIBLE FOR SPECOPS CSRB.
APPLICATION DELAYS INCREASE THE LIKELIHOOD THAT COMMUNITY QUOTAS
WILL BE MET BEFORE AN OFFICER S APPLICATION IS RECEIVED.
C. PERS-416M IS DESIGNATED AS THE SPECOPS CSRB PROGRAM MANAGER
AND IS DELEGATED THE AUTHORITY TO: EVALUATE THE ELIGIBILITY OF
SPECOPS OFFICERS APPLYING FOR SPECOPS CSRB; ACCEPT SPECOPS OFFICER
AGREEMENTS TO REMAIN ON ACTIVE DUTY FOR THE STATED PERIOD IN
EXCHANGE FOR A SPECOPS CSRB; AND ADMINISTER THE SPECOPS CSRB PROGRAM
PER APPLICABLE LAWS, DOD DIRECTIVES/INSTRUCTIONS, AND THIS NAVADMIN.
4. ELIGIBILITY. APPLICANTS MUST BE REGULAR OR RESERVE COMPONENT
NAVY OFFICERS ON THE ADL MEETING THE FOLLOWING CRITERIA:
A. QUALIFIED AND SERVING AS A SPECOPS OFFICER (DESIGNATOR 114X).
B. FREE OF ACTIVE OBLIGATED SERVICE INCURRED THROUGH
ORIGINAL COMMISSIONING PROGRAMS AND NAVSCOLEOD PRIOR TO COMPLETION
OF THE SEVENTH OR EIGHTH YEAR OF COMMISSIONED SERVICE (NOTE:
OTHERWISE ELIGIBLE OFFICERS WITH LESS THAN TEN YEARS OF SERVICE MAY
SUBMIT AN APPLICATION FOR SPECOPS CSRB, BUT PAYMENT WILL NOT
COMMENCE UNTIL COMPLETION OF MSR).
C. PERMANENTLY APPOINTED TO THE RANK OF LIEUTENANT.
D. DESIGNATED AS A SENIOR EOD TECHNICIAN.
E. MEDICALLY AND PHYSICALLY QUALIFIED FOR ASSIGNMENT TO SEA OR
FIELD DUTY.
F. ABLE TO COMPLETE THE CSRB CONTRACT WITHOUT EXCEEDING 25
YEARS OF ACTIVE SERVICE.
G. ABLE TO COMPLETE THE FULL PERIOD OF SPECOPS CSRB OBLIGATION
IN A SPECOPS OFFICER COMMUNITY CAREER FIELD ASSIGNMENT.
APPLICATIONS ACCEPTED FOR SPECOPS CSRB ARE CONTRACTUAL AGREEMENTS
AND REQUIRE SPECOPS OFFICERS TO FULFILL THE FULL TERM OF THE STATED
SERVICE OBLIGATION.
H. HAVE THE COMMANDING OFFICER S RECOMMENDATION FOR RECEIPT OF
SPECOPS CSRB.
5. APPLICATION PROCESS.
A. ELIGIBLE OFFICERS MAY APPLY FOR SPECOPS CSRB VIA THEIR

D. GENERAL NOTES:
(1) APPLICATIONS WILL BE HELD UNTIL PAYMENT ELIGIBILITY DATE.
(2) APPLICATIONS WILL BE BINDING UPON THE DATE OF APPROVAL.
(3) SPECOPS CSRB AGREEMENTS WILL BE EFFECTIVE THE DATE THE
APPLICATION IS APPROVED, OR AS SOON AS THE OFFICER COMPLETES HIS/HER
MSR, WHICHEVER IS LATER. AFTER COMPLETING NAVSCOLEOD GRADUATION
MSR, OFFICERS WILL BE ELIGIBLE TO RECEIVE CSRB INSTALLMENTS
BEGINNING ON THE SEVENTH OR EIGHTH ANNIVERSARY OF COMMISSIONING.
ALL CONTRACTS TERMINATE AFTER COMPLETION OF THE YEARS OF OBLIGATED
SERVICE INCURRED BY ACCEPTANCE OF THE SPECIFIC SPECOPS CSRB
AGREEMENT, BUT NO EARLIER THAN THE TENTH YEAR OF COMMISSIONED
SERVICE (YCS).
(4) SPECOPS CSRB AGREEMENT OBLIGATIONS WILL RUN CONCURRENTLY
WITH ANY OBLIGATED SERVICE THE OFFICER HAS INCURRED (OTHER THAN
OBLIGATION REMAINING FROM THE OFFICER S ORIGINAL COMMISSIONING
PROGRAM AND NAVSCOLEOD).
6. PAYMENT. THE FIRST BONUS INSTALLMENT IS PAYABLE ON THE DAY
FOLLOWING THE SEVENTH ANNIVERSARY OF COMMISSIONING (BEGINNING OF YCS
EIGHT) FOR OFFICERS ACCEPTED INTO A THREE-YEAR SPECOPS CSRB
CONTRACT. REMAINING INSTALLMENTS ARE PAYABLE ON THE EIGHTH AND
NINTH ANNIVERSARIES OF COMMISSIONING (BEGINNING OF YCS NINE AND TEN
RESPECTIVELY). OFFICERS APPROVED FOR SPECOPS CSRB BUT WHO WILL NOT
FULFILL THEIR MSR UNTIL AFTER THE SEVENTH ANNIVERSARY OF
COMMISSIONING (DURING YCS EIGHT), ARE ELIGIBLE FOR FULL AMOUNT
CONTRACTS. THESE OFFICERS WILL RECEIVE IDENTICAL ANNUAL INSTALLMENT
AMOUNTS, BUT ON A TIMELINE BEGINNING AFTER COMPLETION OF THEIR MSR.
OFFICERS ACCEPTED INTO A TWO-YEAR SPECOPS CSRB CONTRACT WILL RECEIVE
THE FIRST INSTALLMENT ON THE EIGHTH ANNIVERSARY OF COMMISSIONING
(BEGINNING OF YCS NINE). ONE REMAINING INSTALLMENT WILL BE PAID ON
THE NINTH ANNIVERSARY OF COMMISSIONING (BEGINNING OF YCS TEN).
A. INITIAL PROGRAM YEAR (FY-06). APPROVED OFFICERS IN
COMMISSIONING YEAR GROUPS 1997, 1998, AND 1999 WHO MEET SPECOPS CSRB
PROGRAM REQUIREMENTS AND ARE SERVING IN APPROVED DEPARTMENT HEAD
SEQUENCE BILLETS AS DETERMINED BY PERS-416, ARE ELIGIBLE FOR ONE,
TWO, OR THREE YEAR CONTRACTS RESPECTIVELY. PAYMENT SCHEMES FOR

B. SUBSEQUENT PROGRAM YEARS. AFTER THE PROGRAM S INITIAL YEAR,

COMMISSIONING ARE ELIGIBLE TO APPLY FOR SPECOPS CSRB. CONTRACT
LENGTHS WILL BE LIMITED TO TWO OR THREE YEARS. OFFICERS IN YCS TEN
(YEAR GROUP 1998) NOT ALREADY UNDER A SPECOPS CSRB CONTRACT ARE
INELIGIBLE.
7. RECOUPMENT AND REPAYMENT POLICY.
A. SPECOPS CSRB PAYMENTS WILL BE STOPPED FOR OFFICERS WHO
BECOME INELIGIBLE FOR THIS INCENTIVE OR FAIL TO COMPLETE THE FULL
PERIOD OF ADDITIONAL OBLIGATED SERVICE. OFFICERS WILL BE REQUIRED
TO REPAY THE UNITED STATES THE PERCENTAGE OF THE BONUS REPRESENTING
THE UNEXPIRED PORTION OF THE OBLIGATED SERVICE UNDER THE SPECOPS
CSRB. SITUATIONS REQUIRING RECOUPMENT INCLUDE, BUT ARE NOT LIMITED
TO:
(1) APPROVED REQUEST FOR VOLUNTARY RELEASE FROM WRITTEN
AGREEMENT IF, DUE TO UNUSUAL CIRCUMSTANCES, IT IS DETERMINED BY
COMNAVPERSCOM (PERS-416) SUCH RELEASE WOULD BE CLEARLY IN THE BEST
INTERESTS OF BOTH THE NAVY AND OFFICER CONCERNED;
(2) APPROVED VOLUNTARY REQUEST FOR RELIEF FROM AN ASSIGNMENT;
(3) REFUSAL TO ACCEPT ORDERS TO A POST-OIC SPECOPS BILLET;
(4) DISABILITY RESULTING FROM MISCONDUCT, WILLFUL NEGLECT,
OR INCURRED DURING A PERIOD OF UNAUTHORIZED ABSENCES;
(5) SEPARATION FOR CAUSE, INCLUDING MISCONDUCT;
(6) APPROVED DETACHMENT FOR CAUSE; AND
(7) SEPARATION BY REASON OF WEIGHT CONTROL AND/OR PHYSICAL
READINESS TEST FAILURE.
B. IF AN OFFICER BECOMES INELIGIBLE FOR SPECOPS CSRB FOR ANY OF
THE REASONS BELOW, PAYMENTS WILL STOP, BUT RECOUPMENT OF PAYMENTS
ALREADY RECEIVED WILL NOT BE REQUIRED:
(1) DISABILITY, INJURY, OR ILLNESS NOT THE RESULT OF
MISCONDUCT OR WILLFUL NEGLECT, OR NOT INCURRED DURING A PERIOD OF
UNAUTHORIZED ABSENCE.
(2) SEPARATION FROM NAVAL SERVICE BY OPERATION OF LAWS OR
REGULATIONS INDEPENDENT OF MISCONDUCT.
(3) DEATH (SEE SUBPARAGRAPH C BELOW).
(4) WHERE SECNAV DETERMINES REPAYMENT WOULD BE AGAINST
EQUITY AND GOOD CONSCIENCE, OR WOULD BE CONTRARY TO THE BEST
INTERESTS OF THE UNITED STATES.
C. FOR OFFICERS WHO DIE WHILE SERVING UNDER A SPECOPS CSRB
SERVICE AGREEMENT, THE REMAINING SPECOPS CSRB BALANCE WILL BE PAID
AS A LUMP SUM AS PART OF THE SETTLEMENT OF THE OFFICER S FINAL
MILITARY PAY ACCOUNT.
8. LATERAL TRANSFER FROM SPECIAL OPERATIONS. OFFICERS RECEIVING
SPECOPS ARE NOT ELIGIBLE TO TRANSFER FROM THE SPECOPS COMMUNITY TO
ANOTHER UNRESTRICTED LINE OR RESTRICTED LINE COMMUNITY (INCLUDING
FTS) UNTIL THE ENTIRE OBLIGATED SERVICE INCURRED UNDER THE SPECIFIC
SPECOPS CSRB CONTRACT IS COMPLETED. HOWEVER, AN OFFICER MAY APPLY
AND BE ACCEPTED FOR LATERAL TRANSFER WHEN WITHIN TWELVE MONTHS OF
FULFILLING THE CSRB CONTRACT REQUIREMENTS. LATERAL TRANSFER WILL
NOT TAKE EFFECT UNTIL COMPLETION OF THE CSRB CONTRACTUAL OBLIGATION.
