BUSINESS RULES//
RMKS/1. This NAVADMIN announces guidance for the administration of the
January 2023 (Cycle 258) E-7 Navy-wide advancement examination for Active
Component and Training and Administration of the Reserves Sailors.
2. Timeline:
a. 30 November 2022: Professional Military Knowledge - Eligibility Exam
(PMK-EE) completion deadline.
b. 19 January 2023: Exam date - Enlisted advancement worksheets (EAW)
will close one week after the exam date on the worksheet.
c. In the event of a requirement to deviate from the single-day
administration date, a single-day administration waiver may be requested (up
to 31 January 2023) from Navy Personnel Command (PERS-8) in line with
reference (a). Refer to reference (b) for additional details on capacity
limits, safety, and mitigation measures in the conduct of exams.
3. Eligibility requirements are in line with reference (a), and the
following information applies for cycle 258:
a. Terminal eligibility date: 1 January 2024.
b. Time-in-Rate (TIR) date: On or before 1 January 2021.
c. Early Promote (EP) TIR waiver date: on or before 1 January 2022.
d. High-year tenure (HYT) date: 1 September 2023 or later, E-6 HYT
waivers must be approved prior to 19 January 2023.
e. Security/Interim security clearance (if required): Refer to chapter
2 of reference (a). All advancement eligible Sailors must have favorable
adjudication or update prior to 1 January 2023.
f. Reporting Senior Cumulative Average Performance Mark Average (RSCA
PMA). In line with reference (c), compute RSCA PMA for E-6 evaluations dated
from 1 January 2020 to 31 December 2022.
g. Use of EAW is mandatory, in line with reference (d).
h. E-7 PMK-EE remains a general eligibility requirement for all Sailors
(regardless of EP TIR waiver status) in line with reference (e), waivers are
normally not approved without extraordinary circumstances.
4. Exam Ordering:
a. Ordering dates and TIR listings for both Sensitive Compartmented
Information (SCI) and non-SCI exams can be found on the Navy Enlisted
Advancement System (NEAS) website at https://neas.ncdc.navy.mil/. Select
Exam and Ordering Date Chart.
b. Additional SCI exams may be ordered from
sfly_cryptologic.products@navy.mil. Order exams in line with reference
(a).
c. Non-SCI exams for Sailors not included on the initial TIR list, must
be ordered in NEAS Web using a Department of Defense Identification Number.
Orders submitted after supplemental TIR list closure will result in a
substitute exam being sent.
d. Substitute Exams. The deadline for ordering SCI and non-SCI
substitute exams is 31 January 2023. Naval Education and Training
Professional Development Center, Fleet Services Branch (NETPDC N321) is the
approval authority.
e. Educational Services Officers (ESOs) should verify placing exam
orders within 7-10 days of ordering at *View Previous Exam Orders* link via
the NEAS website, and should contact NETPDC N321 as needed for discrepancies.
f. Rating Group separations (change from previous cycles):
(1) CTI: Middle East/North Africa (Group 1), East/Far East (Group
2), Latin/South America (Group 3), Eastern Europe (Group 4).
(2) EMN, ETN and MMN: Submarine (Group 1), Surface (Group 2).
(3) MU: Premier Band (Group 1), Fleet Band (Group 2).
5. Exam Administration and Answer Sheet Returns. Conduct and return in line
with chapter 6 of reference (a). The NEAS website contains an exam tote
board that displays status of receiving answer sheets.
6. Discrepancy Correction:
a. Utilize the Enlisted Advancement Worksheet-Post Examination
Administrative Comments (EAW-PAC) process, refer to reference (d).
b. A detailed discrepancy list can be found on the NEAS website.
7. Any additional information (exam verbatim, exam dates, and other related
documents) regarding this cycle will be posted on the MyNavy HR advancements
site, located at *https://www.mynavyhr.navy.mil/Career-Management/Community-
Management/Enlisted-Career-Admin/Advancement/* and NEAS websites.
