REGULATIONS(JFTR) AUTHORIZING ESCORT ENTITLEMENT IN SPECIFIC CASES.

RMKS/1. THIS NAVADMIN ANNOUNCES THE DOD APPROVAL TO ADD AN ENTITLEMENT
FOR SERVICE MEMBERS ASSIGNED ON ITDY ORDERS TO ESCORT THEIR DEPENDENTS
TO AND FROM AN ALTERNATE PLACE. ADDITIONALLY, THIS NAVADMIN EXPLAINS
THE APPROVAL PROCESS REQUIRED TO REQUEST TRAVEL AT GOVERNMENT EXPENSE.
THIS REQUEST ONLY APPLIES TO THE PORTION OF TRAVEL RELATED TO THE
ESCORT OF DEPENDENTS; ALL OTHER TRAVEL IS NOT AFFECTED BY THIS CHANGE.
2. ELIGIBILITY.
THIS ENTITLEMENT ONLY APPLIES TO THOSE SERVICE MEMBERS WITH ITDY ORDERS
ISSUED, AMENDED, OR MODIFIED ON OR AFTER 15 MARCH 2010. THIS
ENTITLEMENT IS NOT RETROACTIVE AND THE MEMBER WILL NOT BE REIMBURSED
FOR TRAVEL PRIOR TO
15 MARCH 2010 OR PRIOR TO THE DATE OF ITDY ORDERS, WHICHEVER IS LATER.
3. ITINERARY.
THE ROUTE OF TRAVEL AUTHORIZED BY THIS CHANGE IS VERY SPECIFIC, PER REF
A. AS PART OF THE APPROVAL PROCESS, MEMBERS MUST PROVIDE THE INTENDED
ITINERARY, AND IT IS THIS ITINERARY THAT WILL BE APPROVED. AFTER
APPROVAL, ANY CHANGES BY THE MEMBER THAT DO NOT MEET THE REQUIREMENTS
OF REF A MAY PUT THE MEMBER IN AN OVERPAID STATUS, RESULTING IN EITHER
REIMBURSEMENT FROM THE MEMBER OR LACK OF PAYMENT BY THE GOVERNMENT FOR
TRAVEL.
4. REQUEST PROCESS.
TO REQUEST THE ESCORT ENTITLEMENT, THE MEMBER MUST COMPLETE THE
FOLLOWING:
A. WRITE/E-MAIL REQUEST TO PERS-451H, pers451@navy.mil, WITH
SUBJECT
LINE: ESCORT ENTITLEMENT REQUEST. MEMBERS SHOULD STATE THEY WILL BE
ACCOMPANYING DEPENDENTS FROM (LOCATION) TO (LOCATION). (NOTE: ONE
LOCATION MUST BE THE ALTERNATE AND THE OTHER MUST BE EITHER OLD OR NEW
PERMANENT DUTY STATION (PDS) DEPENDING ON MEMBER'S ORDERS)
B. ATTACH A COPY OF THE PAGE 2, ITDY ORDERS, MEMBER'S PLANNED
ITINERARY, AND, IF APPLICABLE, FOLLOW-ON PCS ORDERS.
5. POST-APPROVAL PROCESS.
TEXT WILL BE ADDED TO ORDERS TO AUTHORIZE SERVICING PERSONNEL SUPPORT
DETACHMENTS (PSDS) TO FURNISH MEMBER WITH TRAVEL DOCUMENTS TO
DEPENDENTS' ALTERNATE LOCATION AND THEN TO THE NEXT PDS. FOR MEMBERS
WITH A TRAINING TRACK IN CONJUNCTION WITH PCS ORDERS, THE MEMBER CAN
DECIDE WHEN TO ACCOMPANY DEPENDENTS AS LONG AS IT IS DONE EN ROUTE AND
NOT AFTER MEMBER HAS REACHED THE NEW PDS.
6. PSDS WILL ENSURE THE AUTHORIZATION FOR ESCORTING DEPENDENTS EXISTS
PRIOR TO RELEASING TRAVEL DOCUMENTS FOR THAT PORTION OF TRAVEL.
7. FOR REVIEW PURPOSES, REF A IS POSTED AT THE WEBSITE
HTTP://WWW.IA.NAVY.MIL/NEW.HTM. CHANGES TO REF B WERE MADE ON 1 MAY
2010.
