This NAVADMIN announces the functional transfer of the Pay and Personnel Administrative Support System (PASS) Program from Commander, Navy Installations Command to Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education) (DCNO) (N1), effective 1 October 2013. The transfer will unify policy, process, and execution under DCNO (N1) as the Navy's end-to-end business process owner for pay and personnel matters per ref (a). 2. Management and execution of the Navy's Pay and Personnel Service delivery is being aligned under the cognizance of Navy Personnel Command (NAVPERSCOM). The mission of NAVPERSCOM Pay and Personnel Management Department (PERS-2) is to deliver pay and personnel services to our uniformed personnel. Personnel Support Detachments (PERSUPPDETs) will be aligned under NAVPERSCOM with a primary duty to Commanding Officer, Navy Pay and Personnel Support Center (NPPSC) and additional duty to their respective installation commanding officers. 3. Delivery of pay and personnel services will not be impacted by the transition to NAVPERSCOM. PERSUPPDETs will continue to ensure timely and accurate pay, personnel, and passenger transportation services to our active and reserve Sailors and their families. 4. Points of contact.
