SUBJ/ NAVY 248TH BIRTHDAY COMMEMORATION EXECUTION ORDER//
RMKS/1. This message is a Chief of Naval Operations (CNO) Execution Order
(EXORD) for events in support of the Navy's 248th Birthday celebration
(NAVYBDAY) on 13 October. EXORD is to be carried out in accordance with
references (a) and (b).
2. BACKGROUND. Beginning with our establishment in 1775 and continuing to
today's current modern fleet, the U.S. Navy has stood the watch. We continue
to deploy forward as our nation's vital maritime maneuver force; persistent,
versatile, capable of winning any fight and ready for the challenges of an
unpredictable future. Highlighting our Navy's enduring ability to remain
fully ready to respond and effectively deter emanating threats, the theme for
this year's Navy Birthday is "248 Years of Power, Presence, and Protection."
3. MISSION. As much as possible and within the bounds of personnel safety,
operational availability, and existing local, state, and federal restrictions
on gatherings and travel, commands are directed to find creative ways to
celebrate the Navy's 248th Birthday.
4. EXECUTION
a. Phase I (Planning and program development of the 248th NAVYBDAY)
Planning actions and the collection of a full listing of planned events are
ongoing.
b. This EXORD directs the shift to Phase II, which encompasses the final
preparations for the 248th NAVYBDAY celebration execution (13 OCT). Reference
(b) provides guidance in executing events in support of the 248th
NAVY BDAY celebration.
c. Tasking:
(1) All commands:
(a) Ensure Commanding Officers and Officers in Charge plan for and
commemorate the 248th NAVYBDAY to the best of their ability.
(b) Execute the 248th NAVYBDAY Communication Plan
(history.navy.mil/birthday) and participate in planned virtual outreach
events as operationally feasible.
(c) Report all commemorative events and lessons learned to Naval
History and Heritage Command (NHHC) Communication and Outreach Division NLT 3
November 2023 using the downloadable reporting spreadsheet in the birthday
toolkit.
d. Administrative:
(1) NAVYBDAY toolkit can be found at:

(2) The online toolkit features a wide variety of historical and
communication resources to aid in the development of local
commemorative activities, including documents, articles, downloadable photos
and art, logos, graphics, Plan of the Day notes, videos, blog posts, ceremony
scripts, ceremony program templates, speeches from previous celebrations, and
guidance including previous NAVADMINs establishing the celebrations.
(3) Development of some of these resources is ongoing. They will be
added as they are received - check back frequently.
