GENTEXT/REMARKS/1. IN 1968, CONGRESS AUTHORIZED THE PRESIDENT TO
PROCLAIM NATIONAL HISPANIC HERITAGE WEEK. TWENTY YEARS LATER, THIS
OBSERVANCE WAS EXPANDED TO A MONTH-LONG CELEBRATION IN WHICH AMERICA
CELEBRATES THE TRADITIONS, ANCESTRY, AND UNIQUE EXPERIENCES OF THOSE
WHO TRACE THEIR ROOTS TO SPAIN, MEXICO, THE COUNTRIES OF CENTRAL AND
SOUTH AMERICA AND THE CARIBBEAN.
2. THIS YEAR NATIONAL HISPANIC HERITAGE MONTH WILL BE OBSERVED FROM
15 SEP TO 15 OCT 06. THE THEME IS "HISPANIC AMERICANS: OUR RICH
CULTURES CONTRIBUTING TO AMERICA'S FUTURE."
3. HISPANICS HAVE SERVED BRAVELY IN THE U.S. NAVY THROUGH EVERY WAR
AND CONFLICT SINCE THE AMERICAN REVOLUTION. WELL-KNOWN CIVIL WAR
HERO DAVID GLASGOW FARRAGUT WAS THE SON OF A SPANISH EMIGRANT. NAVY
PILOT COMMANDER EVERETT ALVAREZ WAS SHOT DOWN OVER VIETNAM AND
SUSTAINED OVER EIGHT YEARS OF TORTURE AND SOLITARY CONFINEMENT
BEFORE BEING RELEASED. IN 1964, HORACIO RIVERO, JR. BECAME THE
NAVY'S FIRST FOUR-STAR ADMIRAL.
4. EACH YEAR MORE HISPANICS PROUDLY VOLUNTEER TO SERVE. ACCORDING
TO THE MOST RECENT CENSUS REPORT, THERE ARE MORE THAN 42 MILLION
PEOPLE IN THE UNITED STATES WHO ARE OF HISPANIC ORIGIN. OF THESE,
OVER 43,000 ARE SAILORS AND CIVILIANS SERVING HONORABLY WITH THE
UNITED STATES NAVY.
5. ALL COMMANDS ARE STRONGLY ENCOURAGED TO INCREASE THEIR KNOWLEDGE
AND AWARENESS OF HISPANIC CULTURE AND CONTRIBUTIONS BY CELEBRATING
HISPANIC HERITAGE MONTH THROUGH PROGRAMS, EXHIBITS, PUBLICATIONS,
AND PARTICIPATION IN MILITARY AND COMMUNITY EVENTS RECOGNIZING THE
DIVERSITY OF OUR AMERICAN HERITAGE. COMMANDS ARE ENCOURAGED TO
SUPPORT THE ASSOCIATION OF NAVAL SERVICES OFFICERS (ANSO) WHICH
RECENTLY COMPLETED 25 YEARS OF SERVICE TO THE NAVY AND ITS HISPANIC
COMMUNITY OF OFFICERS, ENLISTED, AND CIVILIANS. ANSO IS ACTIVELY
SOLICITING NEW MEMBERS AND FORMING CHAPTERS IN MANY MAJOR FLEET
