RMKS/1. THE CHIEF OF NAVAL OPERATIONS IS PLEASED TO ANNOUNCE CYBER 
FEDERAL EXECUTIVE FELLOWSHIP (CFEF) OPPORTUNITIES FOR ACADEMIC YEAR 11-
12.  THESE FELLOWSHIPS ARE LOCATED AT THE POTOMAC INSTITUTE FOR POLICY 
STUDIES WWW.POTOMACINSTITUTE.ORG IN ARLINGTON, VA, AND AT CARNEGIE 
MELLON UNIVERSITY WWW.CMU.EDU, IN PITTSBURGH, PA.  THESE FELLOWSHIPS 
WILL PROVIDE INFORMATION DOMINANCE CORPS OFFICERS (1600, 1610, 1630, 
AND 1800 DESIGNATORS) THE UNIQUE OPPORTUNITY TO INCREASE THEIR 
UNDERSTANDING OF INFORMATION TECHNOLOGY/CYBERSPACE POLICY DEVELOPMENT 
AND DECISION MAKING AT THE HIGHEST LEVELS OF GOVERNMENT WHILE 
INTEGRATING CONCERNS OF NATIONAL SECURITY, GOVERNANCE, AND INFORMATION 
TECHNOLOGY.

2. ELIGIBILITY FOR THE PROGRAM IS AS FOLLOWS: O4-O5 ACTIVE DUTY 
OFFICERS IN THE 1600, 1610, 1630, AND 1800 COMMUNITIES WITH BALANCED 
OPERATIONAL/STAFF EXPERIENCE AND EITHER A GRADUATE DEGREE OR 
SIGNIFICANT EXPERIENCE IN INFORMATION TECHNOLOGY, INFORMATION WARFARE, 
OR INTELLIGENCE.

3. APPLICATIONS ARE DUE TO NAVY PERSONNEL COMMAND (PERS-47) NO LATER 
THAN 24 SEPTEMBER 2010.  USE THE APPLICATION FORMAT IN REF A.  
APPLICATIONS SHOULD BE SENT TO: NAVY PERSONNEL COMMAND, ATTN: PERS-440C, 
5720 INTEGRITY DRIVE, MILLINGTON, TN 38055-4400.  REF A CAN BE OBTAINED 
ON THE DEPARTMENT OF THE NAVY ISSUANCES WEBSITE 
(HTTP://DONI.DAPS.DLA.MIL) OR FROM THE OPNAV N2/N6 PROGRAM POC (PARA 5). 
ADDITIONALLY, E-MAIL A COPY OF THE COMPLETED APPLICATION TO THE OPNAV 
N2/N6 POC IN PARA 5 BELOW AND YOUR DETAILER.

4. OFFICERS COMPLETING THE CFEF PROGRAM WILL SUBSEQUENTLY BE AVAILABLE 
TO FILL CYBER-RELATED BILLETS IN STRATEGY, PLANNING AND OPERATIONS TO 
LEVERAGE THEIR EXPERTISE.  OFFICERS WHO COMPLETE THIS PROGRAM CAN 
EXPECT TO BE DETAILED TO BILLETS AT ECHELON ONE/HEADQUARTERS STAFFS.  
ONE PRIMARY CANDIDATE FOR EACH CFEF OPPORTUNITY WILL BE CHOSEN.  UP TO 
THREE ALTERNATE CANDIDATES WILL BE CHOSEN TO FILL THE POSITION IF 
EITHER PRIMARY CANDIDATE IS UNABLE TO ATTEND.
