PARTICIPANTS FOR THE FY-15 NAVY ACTIVE-DUTY AND RESERVE MASTER CHIEF, SENIOR
CHIEF, AND CHIEF PETTY OFFICER SELECTION BOARDS. THE BOARDS ARE SCHEDULED 3
THROUGH 14 MARCH
2014 FOR THE RESERVE E9/E8 (COMBINED), 31 MARCH THROUGH 11 APRIL 2014 FOR THE
ACTIVE DUTY E9, 21 APRIL THROUGH 9 MAY 2014 FOR THE ACTIVE DUTY E8, 19 MAY
THROUGH 6 JUNE 2014 FOR THE RESERVE E7, AND 23 JUNE THROUGH 18 JULY 2014 FOR
THE ACTIVE DUTY E7.
2. MEMBER AND RECORDER NOMINATIONS MUST BE RECEIVED BY PERS-815 BEFORE 6

DUTY E9 BOARD, 17 JANUARY 2014 FOR THE ACTIVE DUTY E8 BOARD, 21 FEBRUARY 2014
FOR THE RESERVE E7 BOARD, AND 28 MARCH 2014 FOR THE ACTIVE DUTY E7 BOARD.
3. THE EXPERIENCE GAINED FROM EXPOSURE TO THE SELECTION BOARD PROCESS IS
CRITICAL TO A MASTER CHIEF'S SUCCESS AS A LEADER. A MASTER CHIEF'S CAREER
SHOULD NOT BE CONSIDERED COMPLETE WITHOUT PARTICIPATING AS A MEMBER OF AN
ENLISTED SELECTION BOARD. ALTHOUGH OUR SENIOR LEADERS ARE BUSY MANAGING AND
LEADING AT THEIR RESPECTIVE COMMANDS, THEIR PARTICIPATION IN SELECTION BOARDS
IS PARAMOUNT TO SELECTING 21ST CENTURY LEADERS. EVERY MASTER CHIEF PETTY
OFFICER, NOT OTHERWISE RESTRICTED FROM PARTICIPATING IN AN ENLISTED SELECTION
BOARD, IS STRONGLY ENCOURAGED TO VOLUNTEER TO SERVE AS A MEMBER ON A FY-15
ENLISTED SELECTION BOARD.
4. PRIOR TO SUBMITTING AN APPLICATION, REVIEW REF (A) FOUND ON THE FOLLOWING

BOARD MEMBERS), NAVY PERSONNEL COMMAND MAY PROVIDE PERMANENT CHANGE OF
STATION (PCS) ORDER MODIFICATIONS IF ENLISTED BOARD MEMBERS WITH PCS ORDERS
ARE SELECTED TO PARTICIPATE IN A SELECTION BOARD. SELECTED BOARD MEMBERS

C. ACTIVE DUTY AND RESERVE COMPONENT MASTER CHIEFS ARE ENCOURAGED TO
APPLY FOR ANY OF THE ABOVE BOARDS. THERE ARE NO RESTRICTIONS PREVENTING
ACTIVE DUTY MEMBERS FROM SERVING ON RESERVE BOARDS OR RESERVE/FULL TIME
SUPPORT MEMBERS FROM SERVING ON ACTIVE DUTY BOARDS.
D. SENIOR CHIEF PETTY OFFICERS MAY SERVE ON THE ACTIVE DUTY AND RESERVE
E7 BOARDS AS EITHER A MEMBER OR RECORDER. THEY MAY ONLY SERVE AS RECORDERS
ON THE E9 (IF NOT ELIGIBLE) AND E8 BOARDS. CHIEF PETTY OFFICERS AND FROCKED
CHIEF PETTY OFFICERS MAY ONLY SERVE AS RECORDERS ON THE BOARDS. PETTY
OFFICERS (E6 AND BELOW) MAY NOT SERVE ON THE BOARDS AS RECORDERS, NO
EXCEPTIONS.

THE APPLICANT DOES NOT HAVE, OR IS ASSIGNED TO A JOINT COMMAND WITHOUT A
FORCM/FLTCM, THE APPLICATION SHOULD BE SENT TO MR. MARSHALL BY THE COMMAND'S
SENIOR ENLISTED LEADER (SEL), PROVIDED THE SEL IS NOT ELIGIBLE FOR
ADVANCEMENT BY A BOARD ON WHICH THE MEMBER IS APPLYING TO SERVE. IF YOU OR

ONCE YOU SUBMIT AN APPLICATION, COMMANDER, NAVY PERSONNEL COMMAND (CNPC) HAS
ORDERED A POLICY OF NON-DISCLOSURE. YOU ARE NOT TO DISCUSS QQQQ YOUR
APPLICATION, OR YOUR SELECTION IF CHOSEN TO SERVE ON A BOARD, WITH ANYONE
OTHER THAN YOUR COMMANDING OFFICER, REPORTING SENIOR, COMMAND MASTER CHIEF
(CHIEF OF THE BOAT IF SUBMARINE), COGNIZANT FORCM/FLTCM, OR BOARD SUPPORT
PERSONNEL AT NAVY PERSONNEL COMMAND. FAILURE TO ADHERE TO POLICY IS DIRECT
VIOLATION OF UNIFORM CODE OF MILITARY JUSTICE. IT WILL RESULT IN REMOVAL
FROM THE BOARD IF SELECTED TO SERVE AND POSSIBLE ADMINISTRATIVE OR
DISCIPLINARY ACTION BY CNPC.
10. CAREFUL CONSIDERATION SHOULD BE GIVEN TO A NOMINEE'S AVAILABILITY TO
SERVE AS A SELECTION BOARD MEMBER. COMMANDING OFFICER CONCURRENCE FOR THE
NOMINEE TO PARTICIPATE IN A BOARD IS REQUIRED. COMMANDING OFFICERS, COMMAND
MASTER CHIEFS, AND THE APPLICANT SHOULD UNDERSTAND THAT ONCE SELECTED, THE
MEMBER IS UNDER OFFICIAL ORDERS TO THE BOARD AND THAT REQUESTS FOR REMOVAL
FROM BOARD DUTIES WILL NOT BE GRANTED EXCEPT IN EXTREME CASES AS SPECIFIED IN
REF (A).
