RMKS/1.  PER REF A, THIS NAVADMIN PUBLISHES FY06 GMT REQUIREMENTS.
THE CURRICULUM IS DESIGNED TO BOOST THE READINESS OF ALL SAILORS TO
WIN IN COMBAT, AT-SEA, ASHORE, AND IN LIFE.  TO FACILITATE THE
ADMINISTRATION OF GMT, UNITS WILL RECEIVE STANDARDIZED TRAINING
MATERIALS (FACILITATOR GUIDES, POWER POINT PRESENTATIONS AND
VIDEOS).  FACILITATOR GUIDES AND POWER POINT PRESENTATIONS CAN ALSO
BE DOWNLOADED FROM THE NAVY KNOWLEDGE ONLINE (NKO) WEBSITE
(WWW.NKO.NAVY.MIL) CENTER FOR PERSONAL DEVELOPMENT GMT PAGE.  GMT
IS REQUIRED FOR ALL NAVY MILITARY PERSONNEL.  THE EFFECTIVENESS
OF GMT IS ENHANCED BY THE PRESENCE AND PARTICIPATION OF OFFICERS
AND CPOS.  AN APPROPRIATE SENIOR MEMBER SHOULD FACILITATE EACH
TOPIC.
2.  GMT TOPICS FALL UNDER ONE OF THE FOUR SUBJECT AREAS:  NAVY
HERITAGE (NH), PERSONAL GROWTH AND PROFESSIONAL RELATIONSHIPS
(PGPR), MANAGING RISK (MR), AND WELLNESS (W).  ALL TOPICS ARE
VALUES-BASED, EMPHASIZING COMMITMENT TO DOING THE RIGHT THING.
PERIODIC ALL HANDS TRAINING REQUIREMENTS ON TOPICS SUCH AS
OPERATIONAL RISK MANAGEMENT (ORM), SEXUAL ASSAULT AWARENESS
AND PREVENTION, HIV/AIDS, SEXUAL HARASSMENT, FRATERNIZATION,
EQUAL OPPORTUNITY (EO), AND HOMOSEXUAL POLICY ARE SATISFIED
WITHIN THIS FRAMEWORK.  THE FOLLOWING 12 TOPICS ARE THE FY06
GMT ALL HANDS REQUIREMENTS:
    A.  OPERATIONAL RISK MANAGEMENT (MR) + NH
    B.  SEXUAL HEALTH EDUCATION (W) + NH
    C.  DRUG AND ALCOHOL ABUSE (MR) + NH
    D.  SEXUAL ASSAULT (PGPR) + NH
    E.  PERSONAL FINANCIAL MANAGEMENT (PGPR) + NH
    F.  SUICIDE AWARENESS AND PREVENTION (W) + NH
    G.  FRATERNIZATION (PGPR) + NH
    H.  OPERATIONAL SECURITY (MR) + NH
    I.  PHYSICAL READINESS (W) + NH
    J.  EQUAL OPPORTUNITY, SEXUAL HARASSMENT, HAZING, HOMOSEXUAL
POLICY AND GRIEVANCE PROCEDURES (PGPR) + NH
    K.  CODE OF CONDUCT (PGPR) + NH
    L.  PRIDE AND PROFESSIONALISM (PGPR) + NH
3.  THE FIRST SIX TOPIC CURRICULUM MATERIALS WERE DISTRIBUTED
ON 30 SEP 05 WITH DISTRIBUTION PROMULGATED UNDER SEPCOR.  THE
MATERIALS FOR THE REMAINING SIX LESSONS WILL BE DELIVERED BY
MARCH 2006.
4.  GMT CURRICULUM PACKAGE IS SENT TO THE OFFICIAL COMMAND ADDRESS
ATTENTION ADMINISTRATIVE OFFICER WITH INSTRUCTIONS TO ENSURE
DELIVERY OF CURRICULUM MATERIALS TO THE APPROPRIATE TRAINING
OFFICER OR GMT COORDINATOR.
5.  GMT LESSONS WILL BE AVAILABLE ONLINE THROUGH NKO NAVY
E-LEARNING (NEL) ON 3 OCT 05.  A CD-ROM VERSION OF THE NEL GMT
LESSONS WILL BE INCLUDED IN THE CURRICULUM PACKAGE.  TESTS ARE IN
BOTH NEL AND CD-ROM VERSION AND PROVIDE A SAILOR THE
OPPORTUNITY TO SATISFY NAVY-WIDE GMT REQUIREMENTS FOR RECEIVING THE
FY06 TOPIC LESSONS OUTSIDE THE FORMAL COMMAND/CLASSROOM SETTING.
THE TESTS MAY BE TAKEN BEFORE OR AFTER ATTEMPTING A LESSON.  IF THE
SAILOR ACHIEVES AT LEAST AN 80 PERCENT ON A PARTICULAR GMT TOPIC,
THE INDIVIDUAL CAN PRINT OUT THE COMPLETION CERTIFICATE FOR THAT
TOPIC.  THE CERTIFICATE IS TO BE PRESENTED TO THE COMMAND TRAINING
OFFICER OR GMT COORDINATOR TO BE RECORDED AS PROOF OF FULFILLING
THE GMT TOPIC REQUIREMENT.  THE SAILOR IS THEN EXEMPT FROM
ATTENDING THE FORMAL COMMAND TRAINING FOR THAT TOPIC AT THE
DISCRETION OF EACH COMMAND.  IF THE SAILOR DOES NOT ACHIEVE AT
LEAST AN 80 PERCENT, OR HAS NOT RECEIVED THE FY06 TRAINING, HE OR
SHE IS REQUIRED TO ATTEND THE COMMAND TRAINING FOR THE TOPIC WHEN
SCHEDULED.
