RMKS/1.  This NAVADMIN announces Navy support for Fleet participation and 
attendance at Association of Naval Services Officers' (ANSO) Western Region 
Symposium (WRS) which will be held at the Royal Banquet, Miramar Landing 
Shopping Center, 8990 Miramar Road 200A, San Diego, CA 92126 from 5-7 
December 2023.  The theme for ANSO WRS is "Intentional Leadership for 
Maritime Excellence. Harnessing the Power of Mentoring and Coaching."  ANSO 
is a non-federal entity entirely independent of the Navy and more information 
can be found on their website at https://www.ansomil.org/. 
 
2.  Participation in affinity group outreach events such as symposiums and 
conferences is highly encouraged.  These events provide attendees the 
opportunity to learn from exceptional leaders at all levels, make 
connections, and develop mentoring relationships.  One need not be from a 
particular background to participate in an affinity group outreach 
event.  Diverse attendance is encouraged as a way to broaden conversations 
and enhance learning. 
 
3.  Navy Office of Culture and Force Resilience (OPNAV N17), through Navy 
People and Culture (OPNAV N174) will sponsor 100 local (symposium fee only) 
and 50 remote (Temporary duty (TDY) and symposium fee) attendees for this 
event.  TDY funding will be for five days, with 4 and 8 December 2023 as 
authorized travel days. 
Lodging reimbursement is limited to the government rate and the traveler must 
utilize the integrated lodging program as applicable. Commands may authorize 
rental cars using unit funds; rental cars will not be centrally funded 
through OPNAV N17.  Sailors and Civilians must go through their chain of 
command for authorization to participate. 
 
4.  Attendees require authorization from their immediate supervisor to be 
considered for OPNAV N174 participation approval. 
 
5.  Requests to attend this event should be sent via encrypted email to the 
OPNAV N174 mailbox wendy.d.boler.civ@us.navy.mil via the individual's 
officer-in-charge and must include the following information:  name, rank, 
Department of Defense identification number, email, and duty 
station.  Requests must be submitted no later than 15 November 
2023.  Requests received after 15 November 2023 will not be considered.   
Attendees must have a valid, active government travel charge card in their 
possession and a Defense Travel System profile joined to their respective 
unit. 
 
6.  Uniform of the day for this event is Service Khaki, Service Uniform, and 
business casual for Civilians.
