RMKS/1. The Surface Navy Association (SNA) will hold its 32nd Annual National
Symposium in Arlington, VA, at the Hyatt Regency, Crystal City from 14-16
January 2020. This year’s theme is Owning Tomorrow’s Fight, Today.
2. The SNA Annual National Symposium provides an opportunity for discussions
on a broad range of professional and career issues. This is a forum where
personnel can discuss innovative solutions to current and future Surface
Warfare challenges.
3. Reference (a), designates SNA as a Tier 1 level NON-DOD hosted conference-
requiring SECNAV, or his designated agent, approval authority if the
conference cost does not exceed $250,000, ref (b) refers. SNA 2020 meets this
threshold. Reference (c) approves Department of the Navy attendance at this
conference.
a. SNA has five meal events as part of the symposium.
(1) Program Manager/Corp VP Breakfast (Invitation only)
(2) Flag Officer/CEO Luncheon (Invitation only)
* If invited, attendees should consult with their ethics counselor for
assistance in determining whether attendance is permissible.
(3) Annual Banquet-Free to all Active Duty Service personnel and Dept of Navy
Government Civilians-Legal Counsel, OPNAV N9 determined that free attendance
and acceptance of meals offered to all military personnel and Navy Government
civilians may be accepted.
-Attendees are required to pre-register as limited seats are available.
(4) Awards Luncheon (Invitation only) is a pay event, pricing is per the SNA
website at www.navysna.org or consult via email at
communications@navysna.org.
(5) International Luncheon is a pay event, pricing is per the SNA website at
www.navysna.org or consult via email at communications@navysna.org.
b. All Navy participation in SNA 2020 shall be consistent with the Joint
Ethics regulations found at reference (f).
4. Registration information is available on the SNA website at
www.navysna.org. There is no charge to attend the SNA Seminar Sessions for
Active Duty in Uniform and Government Civilians. All others will be charged
in accordance with their status as determined when registering.
5. TAD Travel. The estimated cost allocations for Temporary Additional Duty
(TAD) travel are provided below. Reference (c) limits TAD attendance to 175
individuals and attendance is controlled by OPNAV N96. Commands below are
provided designated TAD quotas and must ensure both attendee and cost
thresholds are not exceeded without prior approval from OPNAV N96. Additional
TAD funds will not be provided.

Note: OPNAV N96 will assign the remaining 17 attendee allocations on a case-
by-case basis.
Naval Surface Forces (SURFOR) commands should provide attendee information
directly to SURFOR POC LCDR Christopher Ivey, (DEA SURFOR) at
christoper.d.ivey@navy.mil or (619) 437-2942) for consolidation. OPNAV N96,
CAPT Bob Heely at robert.a.heely1@navy.mil, (703)614-1957, or Mr. Bernie
Carter at evon.carter.ctr@navy.mil, (571)256-7911, will manage overall
participation to ensure attendee and cost thresholds are not exceeded without
prior approval.
6. Attendees and travel authorizing officials and certifying officers are
directed to follow the guidance in references (a through f) when authorizing
travel and are responsible for protecting taxpayer funds from fraud, waste,
abuse, and mismanagement. Attendees must be good stewards of taxpayer
dollars in attending this event and, if applicable, are required to file tax
extension forms to reduce lodging costs. Meals and lodging are reimbursed to
attendees in a TAD status only at the authorized per diem rate. If the
conference host provides meals, attendees must annotate on their travel
voucher. Local attendees who are able to attend at no cost to the government
are authorized to file Local Defense Travel System claims. High quality
government/military lodging options such as Bachelor Officer Quarters, Navy
Lodges, and Transient Lodging Facilities are available at www.dodlodging.net.
7. SNA will provide round trip bus transportation from Naval Station Norfolk.
Bus will depart Naval Station Norfolk Navy Exchange Movie Theater at 0600 on
14 January 2020 and return from the Hyatt Regency Crystal City at 1830.
Transportation cost is $10 per person and you must preregister via the SNA
website.
8. Rental cars are not authorized unless they are mission required or
considered the most cost efficient means of transportation, and specifically
approved and documented by the TAD authorizing official.
