RMKS/1. THIS NAVADMIN ANNOUNCES THE ESTABLISHMENT OF A NAVY HUMAN
RESOURCES CENTER OF EXCELLENCE (HRCOE) IN THE GRADUATE SCHOOL OF
BUSINESS AND PUBLIC POLICY (GSBPP) AT THE NAVAL POSTGRADUATE SCHOOL
(NPS) IN MONTEREY, CA.
2. THE HRCOE IS RESPONSIBLE FOR THE DEVELOPMENT AND EXECUTION OF THE
LEARNING CONTINUUM FOR ALL ACTIVE DUTY AND RESERVE HR OFFICERS.
INITIAL EFFORTS INCLUDE CREATION OF AN ON-SITE, INTRODUCTORY COURSE FOR
OFFICERS NEWLY SELECTED FOR THE HR COMMUNITY, AND ESTABLISHMENT OF A
FORMAL MENTORING PROGRAM FOR HR OFFICERS, BEGINNING WITH HR OFFICERS AT
NPS. INFORMATION ON THE COURSE CAN BE FOUND AT
HTTP://WWW.NPC.NAVY.MIL/OFFICER/PERS44/HUMANRESOURCES, AND WILL INCLUDE
PREREQUISITE READINGS AND DISTANCE SUPPORT COURSES. A MID- CAREER AND
EXECUTIVE COURSE WILL BE DEVELOPED IN THE NEAR FUTURE, AS WELL AS AN
HR-FOCUSED MASTERS DEGREE PROGRAM.
3. N1 IS THE COMMUNITY SPONSOR FOR THE HR COMMUNITY AND FOR THE HRCOE.
THE HRCOE DIRECTLY SUPPORTS THE MPTE MISSION TO ANTICIPATE WARFIGHTING
NEEDS, IDENTIFY ASSOCIATED PERSONNEL CAPABILITIES, AND RECRUIT, DEVELOP,
MANAGE AND APPLY THOSE CAPABILITIES IN AN AGILE, COST EFFICIENT MANNER.
INITIAL FOCUS OF THE HRCOE IS ON THE GROWTH AND DEVELOPMENT OF HR
OFFICERS WHO WILL FILL POSITIONS IN SUPPORT OF THE MPTE MISSION.
FUTURE FOCUS WILL INCLUDE PROVIDING A REPOSITORY OF HR EXPERTISE TO
ASSIST OFFICERS OF OTHER DESIGNATORS RESPONSIBLE FOR PERFORMING JOBS
WITHIN HR-ORIENTED COMPETENCY AREAS, AS WELL AS CIVILIAN AND ENLISTED
HR SPECIALISTS.
