RMKS/1. In line with reference (a), effective immediately, all Sailors in
receipt of permanent change of station (PCS) orders to Marine Corps Base
(MCB) Camp Lejeune North Carolina or Naval Support Activity (NSA) Panama
City, Florida may be approved for delayed dependent travel (DDT) until 1 May
2019.
2. Due to the effects of Hurricane Florence and Hurricane Michael and the
impact to available housing in and around the surrounding areas of MCB Camp
Lejeune and NSA Panama City, Sailors who are in receipt of PCS orders to
these two locations are permitted to request DDT. Sailors with an approved
DDT to MCB Camp Lejeune or NSA Panama City may request an extension to 1 May
2019.
3. For Sailors who are assigned to a permanent duty station outside the
continental United States (OCONUS) and request DDT, continued logistics
support, command sponsorship or protection under a status of forces agreement
must be received from the area commander.
Assignment to or authority to remain in family-type government quarters or
privatized housing is determined by the local housing office.
4. Contact your command administration office and/or local personnel support
detachment for assistance in submitting a DDT request. Commander, Navy
Personnel Command, Distribution Policy and Procedures Branch (PERS-451) is
the approval authority for situations where dependents are located within the
continental United States. Military Pay and Compensation Branch (OPNAV N130)
is the approval authority for situations where dependents are located OCONUS
and will serve as the ultimate authority for appeals.
5. Requests for DDT of dependents located within the continental United
States must be submitted via email to PERS-451 at pers451@navy.mil.
Requests for DDT of dependents located OCONUS must be submitted via email to
OPNAV N130 at nxag_n130c@navy.mil.
