RMKS/1. THIS NAVADMIN PROMULGATES THE NAVY'S PANDEMIC INFLUENZA (PI) 
INSTRUCTION. PER REF A, ECHELON II COMMANDS WILL DEVELOP PI PLANS AND 
DIRECT THEIR COMPONENTS TO DEVELOP PI PLANS IN PREPARATIONS FOR THE 
UPCOMING FALL FLU SEASON.
2. IN AN EFFORT TO ENSURE THE NAVY PLANS, TRAINS, AND RESOURCES 
EFFECTIVELY FOR A PI EVENT, THE FOLLOWING PROCESSES ARE ESTABLISHED:
A. OPNAV (N31) WILL COORDINATE AND SYNCHRONIZE THE NAVY'S PI PLANS AND 
POLICY.
B. NAVY COMPONENT COMMANDERS (NCC) ARE SUPPORTED COMMANDERS FOR 
PLANNING AND EXECUTION OF PI RESPONSE WITHIN THEIR AREAS OF OPERATION. 
ALL OTHER NAVY ECHELON II COMMANDS, TO INCLUDE SHORE ACTIVITIES AND 
SYSTEMS COMMANDS, ARE SUPPORTING COMMANDERS.
C. COMMANDER, U.S. FLEET FORCES COMMAND (USFFC) AND COMMANDER, U.S. 
PACIFIC FLEET (PACFLT) RETAIN RESPONSIBILITY TO TRAIN AND EQUIP THE 
FORCE ON PROTECTIVE MEASURES AGAINST THE PANDEMIC PATHOGEN. USFFC IS 
THE SUPPORTED COMMANDER, AND PACFLT IS THE SUPPORTING COMMANDER FOR ALL 
UNITS UNDER ADMINISTRATIVE CONTROL TO PACFLT OPERATING IN THE COMMANDER, 
U.S. NORTHERN COMMAND AREA OF RESPONSIBILITY, WITH RESPECT TO 
ADDRESSING TRAINING AND EQUIPPING SHORTFALLS. PACFLT WILL KEEP USFFC 
INFORMED OF UNCORRECTED DEFICIENCIES.
3. DEPUTY CHIEF OF NAVAL OPERATIONS FOR OPERATIONS, PLANS, AND STRATEGY 
(CNO N3/N5) WILL ESTABLISH A PI WORKING GROUP CHAIRED BY OPNAV N31 WITH 
A REPRESENTATIVE FROM EACH ECHELON II COMMAND. THE WORKING GROUP WILL 
MEET SEMI-ANNUALLY, LOCATION TBD, TO DISCUSS ISSUES THAT MAY AFFECT THE 
NAVY'S PI POLICY WITH REGARD TO PREPAREDNESS, PREVENTION, RESPONSE, AND 
RECOVERY.  ADDITIONALLY, THE WORKING GROUP WILL CONCENTRATE ON BEST 
BUSINESS PRACTICES AND PANDEMIC INFLUENZA EMERGING TECHNOLOGIES AS THEY 
RELATE TO SURVEILLANCE, DETECTION AND ANALYSIS.
