RMKS/1.  This NAVADMIN announces eligibility requirements and application 
procedures for the FY-14 Massachusetts Institute of Technology (MIT)/Woods 
Hole Oceanographic Institution (WHOI) Oceanography, applied Ocean Science and 
Engineering Master's degree program as outlined in ref (a).  Two quotas are 
available for June
2014 program starts.  This program requires 27 months to complete.  
Applications are due NLT 15 December 2013 and selections will be made by 
March 2014.  Additional information on the program and requirements can be 
obtained online at http://mit.whoi.edu or from the points of contact (POC) 
listed in paragraph 8.

2.  Eligibility and program requirements for active-duty officers in FY-14 
include:
    a.  LT/LCDR Unrestricted Line Officers, 112X.
    b.  LT/LCDR Restricted Line Oceanography Officers, 1800.
    c.  Applicants must meet the academic eligibility requirements of 
MIT/WHOI.  Academic Profile Code of 012 or better is recommended.  
A Graduate Record Examination (GRE) within the last five years is also 
required.  GRE scores of successful applicants have generally exceeded verbal 
650, quantitative 650, and analytical writing 4.0.
    d.  Applicants must be available to report to MIT/WHOI in mid-June 2014.

3.  The program is executed under a Naval Postgraduate School (NPS) approved 
education plan (EP) that meets the educational skill requirements for the 
6402P subspecialty code.  No changes may be made to the approved EP without 
prior consent of NPS.

4.  Application and GRE results must be received by MIT/WHOI NLT than
15 December 2013.  Application must be submitted electronically.

5.  Applicants must contact their detailers for counseling on the career 
impact of participation in the MIT/WHOI program and opportunities for future 
assignments.  For consideration, detailer endorsement must be included in the 
application package.  Sample statement is as follows:  "I, (detailer rank, 
name, and title), have advised (applicant rank, name) of the potential career 
impact of participating in this program as well as community requirements 
with respect to utilization of the 6402P subspecialty code."

6.  A copy of the application, and commanding officer and detailer 
endorsements must be sent to OPNAV N2N6E NLT 15 December 2013.  This copy may
