RMKS/1. THIS NAVADMIN ANNOUNCES IMMEDIATE POLICY CHANGES TO REF A THAT WILL
BE INCORPORATED IN CHANGE 1, AND WILL BE APPLIED TO THE ACTIVE AND RESERVE FY-
14 LDO/CWO IN-SERVICE PROCUREMENT BOARDS SCHEDULED TO CONVENE IN JANUARY 2013.
AT THE DIRECTION OF THE CHIEF OF NAVAL OPERATIONS AND THE CHIEF OF NAVAL
PERSONNEL, THE LDO AND CWO COMMUNITY BEGAN A SUSTAINABILITY INITIATIVE IN
AUGUST 2010. A SIGNIFICANT PART OF THE LDO/CWO INITIATIVE INCLUDED A REVIEW
OF CAREER PATHS FOR INDIVIDUALS WHILE PROVIDING A MORE STABLE AND PREDICTABLE
OFFICER INVENTORY IN SUPPORT OF MISSION REQUIREMENTS.
2. NUCLEAR QUALIFIED APPLICANTS WILL BE SUBJECT TO THE POLICIES IN REF A ONLY
AND SHOULD FOLLOW THE APPLICATION REQUIREMENTS THEREIN.
FOR
ALL OTHER APPLICANTS, IF CONFLICTS ARE NOTED BETWEEN THIS NAVADMIN AND REF A,
THIS NAVADMIN TAKES PRECEDENCE. SPECIFICALLY, TIME IN SERVICE (TIS)
COMPUTATION, YEARS OF SERVICE ELIGIBILITY, CWO SERVICE OBLIGATION, DELETION OF
OBLIGATORY SERVICE STATEMENT AND CWO GRADE APPOINTMENT CHANGES FOR NON-NUCLEAR
QUALIFIED APPLICANTS ARE ADDRESSED IN THIS NAVADMIN.
3. COMMANDING OFFICER'S ENDORSEMENT MUST CONTAIN THE FOLLOWING STATEMENT.
"APPLICANT MEETS ALL REQUIREMENTS OUTLINED IN OPNAVINST 1420.1B, NAVADMIN
281/12, AND THE PHYSICAL FITNESS STANDARDS OF OPNAVINST 6110.1J."
4. LDO/CWO ELIGIBILITY YEARS OF SERVICE WILL BE CHANGED INCREMENTALLY OVER
THE NEXT 3 YEARS BEGINNING IN FY-14 AND STABILIZING IN FY-16. ADDITIONAL TIS
WAIVERS BEYOND THE ESTABLISHED GUIDANCE BELOW WILL BE CONSIDERED ON A CASE BY
CASE BASIS.
A. FOR FY-14, ELIGIBILITY WILL BE 8-15 YEARS FOR LDO AND 13-22 YEARS FOR
CWO. LDO TIS WAIVERS GREATER THAN 16 YEARS WILL NOT BE CONSIDERED.
CWO TIS
WAIVERS OF LESS THAN 12 YEARS WILL NOT BE CONSIDERED. CWO TIS WAIVERS UP TO
23 YEARS WILL BE CONSIDERED FOR ALL CWO APPLICANTS.
B. FOR FY-15, ELIGIBILITY WILL BE 8-14 YEARS FOR LDO AND 14-21 YEARS FOR
CWO. LDO TIS WAIVERS GREATER THAN 15 YEARS WILL NOT BE CONSIDERED. CWO TIS
WAIVERS OF LESS THAN 13 YEARS WILL NOT BE CONSIDERED. CWO TIS WAIVERS UP TO
22 YEARS WILL BE CONSIDERED FOR ALL CWO APPLICANTS.
C. FOR FY-16, ELIGIBILITY WILL BE 8-14 YEARS FOR LDO AND 14-20 YEARS FOR
CWO. LDO TIS WAIVERS GREATER THAN 14.5 YEARS WILL NOT BE CONSIDERED.
CWO TIS
WAIVERS LESS THAN 14 YEARS WILL NOT BE CONSIDERED. CWO TIS WAIVERS UP TO 22
YEARS WILL BE CONSIDERED FOR MASTER CHIEF PETTY OFFICERS ONLY.
5. THE INITIAL SERVICE OBLIGATION FOR CWO WILL INCREASE FROM 4 TO 6 YEARS IN
FY-14 AND BEYOND (NOT APPLICABLE TO NUCLEAR APPLICANTS).
6. APPLICANTS ARE NOT REQUIRED TO INCLUDE AN OBLIGATORY SERVICE STATEMENT TO
REMAIN ON ACTIVE DUTY AS PART OF THEIR PERSONAL STATEMENT. THIS REQUIREMENT
IS INCLUDED AS PART OF THE APPOINTMENT DOCUMENTATION SIGNED UPON
COMMISSIONING.
7. CHIEF AND SENIOR CHIEF PETTY OFFICER APPLICANTS SELECTED FOR COMMISSIONING
AS A CWO WILL BE APPOINTED TO THE PERMANENT GRADE OF CWO2. MASTER CHIEF PETTY
OFFICERS, REGARDLESS OF TIME IN GRADE, WILL BE APPOINTED TO THE PERMANENT
GRADE OF CWO3.
