RMKS/1. THIS NAVADMIN ANNOUNCES PROCEDURES FOR PROVIDING ELIGIBLE FAMILY
MEMBERS ASSISTANCE TO ATTEND A MEMORIAL SERVICE FOR DECEASED ACTIVE DUTY NAVY
PERSONNEL AT GOVERNMENT EXPENSE. COMMANDS SHOULD ENSURE THIS INFORMATION IS
AVAILABLE TO ALL HANDS. THIS ENTITLEMENT WILL BE COVERED IN A NEW MILPERSMAN
ARTICLE, ARTICLE 1770-271, MEMORIAL SERVICE TRAVEL.
2. NAVY WILL PROVIDE ROUND-TRIP TRAVEL AND TRANSPORTATION ALLOWANCES FOR
ELIGIBLE FAMILY MEMBERS TO ATTEND ONE COMMAND/NAVY SPONSORED MEMORIAL
SERVICE, AT A LOCATION OTHER THAN THE BURIAL LOCATION, FOR ANY SAILOR WHO
DIES WHILE ON ACTIVE-DUTY. FOR THE PURPOSE OF THIS ENTITLEMENT, A MEMORIAL
SERVICE MAY BE A COMMAND FUNCTION, DIVINE SERVICE, OR OTHER RELIGIOUS SERVICE
AS DEFINED IN REF
C. THE DECEASED SAILOR'S COMMAND OR DESIGNATED NAVY REPRESENTATIVE WILL
COORDINATE WITH THE PRIMARY NEXT OF KIN (PNOK) TO INVITE ALL AUTHORIZED
TRAVELERS TO ATTEND THE MEMORIAL SERVICE. ELIGIBLE FAMILY MEMBERS ARE NOT
AUTHORIZED TRAVEL INTO A THEATER OF COMBAT OPERATIONS FOR MEMORIAL SERVICES.
3. PER REFS A AND D, THE FOLLOWING INDIVIDUALS ARE ELIGIBLE FOR TRAVEL AND
TRANSPORTATION ALLOWANCES:
A. SURVIVING SPOUSE, INCLUDING A SURVIVING SPOUSE WHO HAS REMARRIED
SINCE THE SERVICEMEMBER'S DEATH;
B. CHILD OR CHILDREN OF THE DECEASED MEMBER (INCLUDING STEPCHILDREN,
ADOPTED CHILDREN, AND ILLEGITIMATE CHILDREN);
C. PARENT(S)(INCLUDING SPOUSE'S PARENTS);
D. SIBLING(S) OF THE DECEASED MEMBER; AND
E. PERSON AUTHORIZED TO DIRECT DISPOSITION (PADD) OF REMAINS.
4. TRAVEL AND TRANSPORTATION ALLOWANCES INCLUDE TRAVEL TO AND FROM, AND UP
TO TWO DAYS PER DIEM AT THE MEMORIAL SERVICE LOCATION. REF D CONTAINS
FURTHER GUIDANCE ON TRAVEL ENTITLEMENTS.
5. PER REFS C AND E, RELIGIOUS MINISTRY PROGRAMS ARE RESPONSIBLE FOR
ASSISTING WITH MEMORIAL SERVICES WHEN REQUESTED AND AS APPROPRIATE.
COMMANDER, NAVY INSTALLATION COMMAND (CNIC) WILL INCORPORATE THIS CHANGE IN
CASUALTY ASSISTANCE CALLS PROGRAM GUIDANCE TO ENSURE CASUALTY ASSISTANCE
CALLS OFFICERS (CACO) INFORM FAMILIES OF MEMORIAL SERVICE TRAVEL POLICY.
6. ALL COMMANDS SHOULD ENSURE SAILORS REVIEW AND UPDATE THEIR RECORDS
REGARDING EMERGENCY DATA AND MAKE CHANGES AS THEY OCCUR TO ENSURE ACCURACY OF
ALL NEXT OF KIN INFORMATION.
IN ADDITION, WITH THE END OF THE ENLISTED FIELD SERVICE RECORD AND FULL USE
OF THE ELECTRONIC SERVICE RECORD (ESR), ALL SAILORS MUST ENSURE THE ACCURACY
OF THE NAMES, ADDRESSES, PHONE NUMBERS, AND E-MAIL ADDRESSES OF THEIR NEXT OF
KIN, PADD AND BENEFICIARIES. UPDATING THE ESR ALLOWS NAVY CASUALTY TO VIEW
INFORMATION MORE RAPIDLY AFTER A CASUALTY OCCURS.
