RMKS/1. AN UPCOMING CHANGE TO REF A WILL REVISE E5 PROMOTION
RECOMMENDATION RULES IN AN EFFORT TO MORE CLEARLY DEFINE TOP PERFORMING
SAILORS. THIS REVISION WILL COMPLEMENT FORCE-SHAPING TOOLS (I.E., HIGH
YEAR TENURE AND PERFORM TO SERVE) IN RETAINING AND IDENTIFYING QUALITY
SAILORS TO MEET FUTURE REQUIREMENTS.
2. EFFECTIVE WITH THE 15 MARCH 2011 PERIODIC EVALUATIONS, E5 FORCE
DISTRIBUTION RULES WILL CHANGE TO THE FOLLOWING:
A. EARLY PROMOTE RECOMMENDATION LIMIT WILL REMAIN AT 20 PERCENT.
B. THE COMBINED EARLY PROMOTE AND MUST PROMOTE RECOMMENDATIONS
MUST NOT EXCEED 60 PERCENT. THE MUST PROMOTE RECOMMENDATION MAY BE
INCREASED BY ONE FOR EACH EARLY PROMOTE QUOTA NOT USED.
3. AN UPDATED RELEASE OF NAVFIT98A IS PROJECTED FOR JANUARY 2011 TO
INCORPORATE THIS POLICY CHANGE. FOR ADDITIONAL INFORMATION ON THIS
CHANGE ACCESS THE FREQUENTLY ASKED QUESTIONS AT
