AFFECT OWN AND HOST'S PERCEPTIONS AND ACTIONS."  NAVY 
PERSONNEL NEED TO UNDERSTAND BASIC FACTS ABOUT RELATIONSHIPS 
BETWEEN THE UNITED STATES AND REGIONS/COUNTRIES TO WHICH 
THEY DEPLOY AND BE AWARE OF CULTURAL NORMS AND TABOOS.  THIS 
NAVADMIN INFORMS COMMANDERS OF LANGUAGE, CULTURAL TRAINING, 
AND REGIONAL AFFAIRS RESOURCES AND SERVICES AVAILABLE TO 
FLEET UNITS AND INDIVIDUALS.  IT DESCRIBES HOW TO REQUEST 
SUPPORT AND SCHEDULE TRAINING TO SATISFY LANGUAGE, REGIONAL 
EXPERTISE, AND CULTURE (LREC) REQUIREMENTS.  

2.  NAVY'S CENTER FOR LREC (CLREC) WAS ESTABLISHED TO ASSIST 
THE NAVY TOTAL FORCE IN COMPLYING WITH LANGUAGE AND CULTURAL 
PRE-DEPLOYMENT AND RELATED REQUIREMENTS BY PROVIDING TAILORED 
PRODUCTS AND TRAINING EVENTS AT NO COST TO COMMANDS.  CLREC 
MOBILE TRAINING TEAM (MTT) SERVICES CAN BE PROVIDED AT 
FACILITIES ASHORE OR UNDERWAY.  DEPENDING ON WHAT 
PRE-DEPLOYMENT SUPPORT IS REQUESTED, CLREC'S PRODUCTS AND 
SERVICES CAN SATISFY NAVY TACTICAL TASK (NTA) 4.8.5 (CULTURAL 
AWARENESS) AS WELL AS OTHER OFFICE OF THE SECRETARY OF DEFENSE 
AND COMBATANT COMMANDER THEATER ENTRY TRAINING REQUIREMENTS 
(E.G., COUNTER INSURGENCY TRAINING). 
    A.  CLREC TRAINING SOLUTIONS FOCUS ON THE UNIT'S OR 
INDIVIDUAL'S COUNTRY OR REGION OF ASSIGNMENT AND MAY INCLUDE 
THE FOLLOWING:  ONE-ON-ONE TUTORING (FOR FLAG OFFICERS, SENIOR 
OFFICERS, AND PERSONNEL ON SPECIALIZED ASSIGNMENTS), SELF-PACED 
TRAINING, FORMAL CLASSROOM TRAINING, COMMAND-FACILITATED 
TRAINING, AND MOBILE TRAINING TEAMS.  CLREC MTTS ARE ABLE TO 
PROVIDE TRAINING IN LANGUAGE SURVIVAL SKILLS (PROPER GREETINGS, 
COURTESIES, ETC.) AND CULTURE RELATED TOPICS (GEOGRAPHY, 
HISTORY, RELIGIOUS INFLUENCES, SOCIETY AND NORMS, BEHAVIOR AND 
ETIQUETTE, ETC.) AS REQUESTED BY THE COMMAND.  THE DEPLOYER'S 
SCHEDULE AND TIME AVAILABLE TO TRAIN ARE PRIMARY CONSIDERATIONS 
WHEN TAILORING THE TRAINING SOLUTION.

3.  THE REGIONAL SECURITY EDUCATION PROGRAM (RSEP) PROVIDES 
STAFF AND WARDROOM FOCUSED SEMINARS SOURCED VIA THE NAVAL 
POSTGRADUATE SCHOOL FOR INTERNATIONAL GRADUATE STUDIES (NPS 
SIGS).  RSEP PRIMARILY IS DESIGNED TO ASSIST IN PREPARING 
STRIKE GROUP STAFFS AND OTHER SENIOR PERSONNEL FOR OVERSEAS 
OPERATIONS THROUGH TAILORED SEMINARS KEYED TO A PARTICULAR 
REGION.  RSEP TEAMS, COMPRISED OF REGIONAL EXPERTS FROM NPS AND 
OTHER RESEARCH AND EDUCATION INSTITUTIONS, PROVIDE SEMINARS 
ASHORE OR UNDERWAY DEPENDING ON THE REQUIREMENTS OF THE 
REQUESTING STAFF OR COMMAND.  INSTRUCTION FALLS INTO TWO BROAD 
CATEGORIES:  GRADUATE-LEVEL LECTURES AND SEMINARS, AND REGIONAL 
INTRODUCTIONS AND OVERVIEWS.  TOPICS INCLUDE TERRORISM AND 
HOMELAND SECURITY, WEAPONS OF MASS DESTRUCTION STRATEGY AND 
PROLIFERATION, AND OTHER MISSION-RELEVANT TOPICS.  RSEP SERVICES 
ARE PROVIDED AT NO COST TO THE FLEET, HOWEVER, THE NUMBER AND 
SCOPE OF EVENTS MAY BE RESOURCE LIMITED.  COMMANDS WANTING TO 
SCHEDULE RSEP TRAINING SHOULD COORDINATE DIRECTLY WITH NPS.
