PROFESSIONAL OF THE YEAR (LPOY), COMMAND LANGUAGE PROGRAM OF THE YEAR (CLPOY)
AND THE NAVY LINGUIST OF THE YEAR (LOY) PROGRAMS ANNOUNCED IN REFS A THROUGH

2. EACH YEAR, NAVY RECOGNIZES THE MOST OUTSTANDING COMMAND LANGUAGE PROGRAM
(CLP), MILITARY AND CIVILIAN LANGUAGE PROFESSIONALS AND NON-CAREER LINGUISTS
WHO HAVE CONTRIBUTED TO MISSION SUCCESS THROUGH THE USE FOREIGN LANGUAGE. THE
TOP NAVY CLP AND LPOY THEN GO ON TO COMPETE AT THE DOD LEVEL. THE DOD PROGRAM
IS RUN THROUGH THE DEFENSE LANGUAGE INSTITUTE FOREIGN LANGUAGE CENTER (DLIFLC)
AND RECOGNIZES THE MOST OUTSTANDING MILITARY LANGUAGE PROFESSIONALS (E6 AND
BELOW) AND COMMAND LANGUAGE PROGRAMS ACROSS THE MILITARY SERVICES.
3. PER REF C, THE NAVY MAY SUBMIT ONLY ONE NOMINATION TO DOD FOR LPOY AND ONE
NOMINATION TO DOD FOR CLPOY. THEREFORE, TYPE COMMANDERS (AND EQUIVALENT
COMMANDS) ARE REQUESTED TO SOLICIT NOMINATIONS FROM SUBORDINATE UNITS AND
SUBMIT THEIR BEST CANDIDATE LPOY AND CLPOY TO THE NAVY FOREIGN LANGUAGE OFFICE
(OPNAV N13F) FOR CONSIDERATION.
4. PERIOD OF CONSIDERATION FOR ALL PROGRAMS IS 1 OCTOBER 2010 TO 30 SEPTEMBER
2011.
5. CATEGORIES, NOMINATION CRITERIA AND PACKAGE REQUIREMENTS:
A. CATEGORIES:
(1) LPOY: THIS CATEGORY RECOGNIZES SAILORS IN THE CRYPTOLOGIC
TECHNICIAN - INTERPRETIVE (CTI) RATING AND FOREIGN AREA OFFICER (FAO)
COMMUNITY AND DON CIVILIANS SERVING IN POSITIONS DESIGNATED AS REQUIRING A
FOREIGN LANGUAGE.
(2) LOY: THIS CATEGORY RECOGNIZES SAILORS AND NAVY CIVILIANS IN
CAREER FIELDS IN WHICH THE PRIMARY DUTIES DO NOT REQUIRE LANGUAGE PROFICIENCY.
(3) LPOY AND LOY COMPETITIVE GROUPS ARE:
(A) LPOY/LOY (E6 AND BELOW), ACTIVE OR RESERVE
(B) SENIOR LPOY/LOY (E7-E9), ACTIVE OR RESERVE
(C) OFFICER LPOY/LOY (CWO2-O6), ACTIVE OR RESERVE

B. LPOY AND LOY NOMINATION CRITERIA AND PACKAGE REQUIREMENTS:

PROFICIENCY TEST (DLPT) OR LEVEL 2 ON AN ORAL PROFICIENCY INTERVIEW (OPI) IN
THEIR PRIMARY LANGUAGE.
(2) MILITARY MEMBERS MUST MEET PHYSICAL READINESS STANDARDS OF REF D.
(3) LPOY AND LOY NOMINATION PACKAGE REQUIREMENTS ARE DETAILED IN REF
A. THIS YEAR'S ESSAY TOPIC IS, "WHAT ROLE DOES INDIVIDUAL RESPONSIBILITY PLAY
IN IMPROVING LANGUAGE PROFICIENCY AND WHY IS IT IMPORTANT?"

C. CLPOY NOMINATION CRITERIA AND PACKAGE REQUIREMENTS:
(1) ANY NAVY COMMAND WITH AN ESTABLISHED COMMAND LANGUAGE PROGRAM MAY
SUBMIT A NOMINATION PACKAGE. PER REF C, JOINT LANGUAGE CENTERS ARE NOT
ELIGIBLE.
(2) NOMINATION PACKAGE REQUIREMENTS. CLPOY WILL BE EVALUATED USING
REF E.
PACKAGES ARE LIMITED TO 12 PAGES BASED ON THE FOLLOWING TOPICS:
(A) COMMANDER'S DESCRIPTION OF THE CLP. WRITE NO MORE THAN TWO
PAGES DESCRIBING YOUR PROGRAM, HIGHLIGHTING WHY THE UNIT SHOULD BE SELECTED
FOR THIS AWARD. INCLUDE IN YOUR ASSESSMENT THE PERSONNEL INVOLVED IN THE
PROGRAM, SIGNIFICANT ACCOMPLISHMENTS THROUGHOUT THE FISCAL YEAR, AWARDS
RECEIVED, THE IMPORTANCE OF LANGUAGE TO YOUR UNIT'S MISSION, HOW THE UNIT'S
LEADERSHIP SUPPORTS THE LANGUAGE TRAINING MISSION, ETC.
(B) COMMAND LANGUAGE COUNCIL. NO MORE THAN ONE PAGE DESCRIBING
HOW COMMAND LANGUAGE COUNCIL MEETINGS ENHANCE THE TRAINING EFFORT, AND HOW THE
COUNCIL'S ACTIONS IMPROVE THE TRAINING MISSION.
(C) REGULATORY GUIDANCE. NO MORE THAN ONE PAGE DESCRIBING HOW
