HOMEOWNERS ASSISTANCE PROGRAM, AS MANDATED IN THE 
AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 
FEBRUARY 2009//
RMKS/1.  THE HOMEOWNERS ASSISTANCE PROGRAM (HAP) 
HAS BEEN IN EXISTENCE SINCE 1966 PROVIDING FINANCIAL 
ASSISTANCE TO MILITARY PERSONNEL AND DOD CIVILIANS 
WHEN BASE REALIGNMENT AND CLOSURE (BRAC) DECISIONS 
HAVE CAUSED A DECREASE IN HOME VALUES.  RECENTLY, AS 
PART OF THE ARRA, CONGRESS PROVIDED $555 MILLION TO 
TEMPORARILY EXPAND ELIGIBILITY TO ADDRESS THE UNIQUE 
ECONOMIC PRESSURES FACED BY MILITARY PERSONNEL WHO 
ARE FORCED TO RELOCATE DURING CURRENT ADVERSE HOUSING 
MARKET CONDITIONS.
2.  HAP ELIGIBILITY HAS BEEN EXPANDED TO PARTIALLY 
REIMBURSE PERSONNEL FOR LOSSES FROM THE SALE OF A 
PRIMARY RESIDENCE IN THE FOLLOWING PRIORITY ORDER:
    A.  HOMEOWNERS WOUNDED, ILL, OR INJURED IN THE 
LINE OF DUTY WHILE DEPLOYED SINCE SEPTEMBER 11, 2001, 
WHO ARE RELOCATING FOR ADDITIONAL MEDICAL TREATMENT;
    B.  SURVIVING SPOUSE HOMEOWNERS RELOCATING WITHIN 
TWO YEARS AFTER THE DEATH OF THEIR SPOUSE;
    C.  HOMEOWNERS AFFECTED BY THE 2005 BRAC ROUND, 
WITHOUT THE NEED TO PROVE THAT A LOCAL HOUSING MARKET 
DECLINE RESULTED FROM BRAC ACTION, AND;
    D.  SERVICE MEMBER HOMEOWNERS WHO RECEIVED PERMANENT 
CHANGE OF STATION (PCS) ORDERS DATED ON OR AFTER 
FEBRUARY 1, 2006 THROUGH DECEMBER 31, 2009, FOR A PCS 
WITH A REPORT-NO-LATER-THAN DATE ON OR BEFORE 
FEBRUARY 28, 2010.  THE NEW DUTY STATION MUST BE OUTSIDE 
A 50-MILE RADIUS OF THE FORMER DUTY STATION.  THESE PCS 
ORDER ELIGIBILITY DATES MAY BE EXTENDED TO 
SEPTEMBER 30, 2012, BASED ON FUTURE AVAILABILITY OF FUNDS.
3.  EACH OF THE FOUR CATEGORIES OF PERSONNEL IDENTIFIED 
ABOVE HAS MORE SPECIFIC ELIGIBILITY REQUIREMENTS, WHICH 
CAN BE REVIEWED AT THE DOD HAP WEB SITE:  
HTTP://HAP.USACE.ARMY.MIL.  THE U.S. ARMY CORPS OF 
ENGINEERS EXECUTES THE HAP PROGRAM FOR ALL MILITARY 
BRANCHES AND HAP ADMINISTRATORS WILL IMMEDIATELY BEGIN 
TO ACCEPT AND PROCESS APPLICATIONS IN THE PRIORITY 
ORDER IDENTIFIED ABOVE.  ALL QUESTIONS RELATED TO 
THE HAP PROGRAM AND ELIGIBILITY SHOULD BE REFERRED 
TO THE APPROPRIATE HAP FIELD OFFICES, AS INDICATED 
ON THE HAP WEB SITE.
