INCENTIVE PAY PROGRAM.//
RMKS/1. IN DEVELOPING OUR TOTAL FORCE STRATEGY, IT IS ESSENTIAL THAT
WE RETAIN SKILLED PERSONNEL FOR CRITICAL SUBMARINE SUPPORT BILLETS.
SINCE 2003, SUBMARINE SUPPORT INCENTIVE PAY (SSIP) HAS BEEN EFFECTIVE
IN ENSURING SUBMARINE OFFICERS ARE AVAILABLE TO FILL IMPORTANT SUPPORT
POSITIONS BOTH AT SEA AND ASHORE. DUE TO OUR POSITIVE CURRENT
RETENTION LEVELS AND AFTER ANALYZING SSIP PERFORMANCE OVER THE LAST
SEVEN YEARS, THE SSIP PROGRAM IS BEING ADJUSTED. THE INTENT OF THIS
ADJUSTMENT IS TO INCREASE THE EFFECTIVENESS OF SSIP IN RETAINING
SUBMARINE SUPPORT OFFICERS AT CERTAIN KEY CAREER MILESTONES.
2. REF A IS CANCELLED. THIS NAVADMIN PROVIDES UPDATED GUIDANCE FOR
THE SSIP PROGRAM.
EXISTING SSIP AGREEMENTS EXECUTED UNDER REF A WILL BE HONORED. NEW
SSIP CONTRACTS WILL MEET THE REQUIREMENTS SPECIFIED BELOW.
3. AUTHORITY: COMMANDER NAVY PERSONNEL COMMAND (NAVPERSCOM) (PERS-
42), ACTING FOR THE CHIEF OF NAVAL PERSONNEL, WILL:
A. DETERMINE THE ELIGIBILITY OF CANDIDATES FOR SSIP;
B. ACCEPT WRITTEN AGREEMENTS ON BEHALF OF THE SECRETARY OF THE
NAVY FROM ELIGIBLE OFFICERS WHO AGREE TO REMAIN ON ACTIVE DUTY FOR THE
SPECIFIED TIME PERIOD; AND
C. ADMINISTER THE SSIP PROGRAM PURSUANT TO THIS NAVADMIN.
4. SSIP ELIGIBILITY CRITERIA:
A. OFFICERS APPLYING MUST BE ON ACTIVE DUTY AND ENTITLED TO
RECEIVE BASIC PAY.
B. HAVE COMPLETED AT LEAST 20 YEARS OF ACTIVE SERVICE (INCLUDING
PREVIOUS ENLISTED SERVICE).
C. WILL NOT HAVE COMPLETED MORE THAN 25 YEARS OF COMMISSIONED
SERVICE BY THE END OF THE TERM OF THE CONTRACT.
D. PREVIOUSLY NUCLEAR TRAINED AS AN OFFICER AND POSSESSING THE
1120 DESIGNATOR.
E. CURRENTLY SERVING IN PAYGRADES O-5 OR O-6 (NOT ELIGIBLE UNTIL
DATE OF PROMOTION TO O-5).
F. SCREENED FOR COMMANDING OFFICER SUBMARINE SUPPORT (COSS).
G. NO PENDING OR APPROVED RESIGNATION REQUESTS, LATERAL TRANSFER
REQUESTS, OR APPLICATIONS TO PROGRAMS WHICH WILL RESULT IN A CHANGE OF
DESIGNATOR, SUCH AS THE PERMANENT MILITARY PROFESSOR (PMP) PROGRAM.
H. MEDICALLY QUALIFIED FOR ASSIGNMENT TO SUBMARINE COMMUNITY
COGNIZANT BILLETS (1120 AND 1000/1050 CODED) WORLDWIDE.
I. NO INVESTIGATIONS, PUNITIVE ADMINISTRATIVE ACTIONS, DETACHMENT
FOR CAUSE PROCEEDINGS OR LEGAL ACTIONS IN PROGRESS OR COMPLETED.
J. NOT CURRENTLY QUALIFIED FOR THE SUPERVISION, OPERATION, OR
MAINTENANCE OF NUCLEAR PROPULSION PLANTS (I.E. DOES NOT HOLD NUCLEAR
AQDS AND IS NOT ELIGIBLE FOR NUCLEAR OFFICER INCENTIVE PAY).
K. OFFICERS WHO HAVE LOST NUCLEAR ADDITIONAL QUALIFICATION

SUBMARINE COMMANDING OFFICER) ARE NOT ELIGIBLE.
L. NOT CURRENTLY UNDER ANY EDUCATION OR TRAINING ASSOCIATED
SERVICE OBLIGATION.
OFFICERS WITHIN ONE YEAR OF COMPLETION OF AN EXISTING OBLIGATION MAY
APPLY FOR SSIP TO BEGIN AT THE END OF THEIR CURRENT OBLIGATION.
5. APPLICATIONS SHALL BE A WRITTEN AGREEMENT, CONDITIONAL UPON
ACCEPTANCE BY NAVPERSCOM
(PERS-42) TO REMAIN ON ACTIVE DUTY AS AN OFFICER FOR A PERIOD OF ONE,
TWO, OR THREE YEARS BEYOND THE DATE OF ACCEPTANCE.
6. PAYMENT. OFFICERS WHOSE APPLICATIONS ARE ACCEPTED BY NAVPERSCOM
(PERS-42) PRIOR TO
THE END OF THEIR EXISTING SERVICE OBLIGATION SHALL BE PAID A NUMBER OF
EQUAL INSTALLMENTS EQUAL TO THE NUMBER OF YEARS COVERED BY THE
AGREEMENT, UPON EXPIRATION OF THEIR EXISTING SERVICE OBLIGATION, THE
FIRST PAYMENT AT THE START OF THE CORRESPONDING CSRB SERVICE
OBLIGATION AND THE REMAINING PAYMENTS ANNUALLY THEREAFTER. OFFICERS
WHOSE APPLICATIONS ARE ACCEPTED BY NAVPERSCOM (PERS-42) AFTER THE
EXPIRATION OF ANY EXISTING SERVICE OBLIGATION WILL BE PAID IN A NUMBER
OF EQUAL ANNUAL INSTALLMENTS EQUAL TO THE NUMBER OF YEARS COVERED BY
THE CONTRACT. THE FIRST PAYMENT WILL BE MADE AT THE START OF THE
CORRESPONDING SERVICE OBLIGATION AND THE REMAINING PAYMENTS ANNUALLY
THEREAFTER. IN NO CASE SHALL THE OFFICER RECEIVE OVER $200,000 IN
CRITICAL SKILLS RETENTION BONUS (CSRB) PAYMENTS IN HIS/HER OFFICER
CAREER.
7. RATE.
A. THE RATE OF SSIP PAYMENTS IS $15,000 DOLLARS FOR A ONE-YEAR
CONTRACT, $20,000 QQQQ DOLLARS ANNUALLY FOR A TWO-YEAR AGREEMENT, AND
$25,000 DOLLARS ANNUALLY FOR THREE-YEAR AGREEMENT.
B. THERE IS NO PROVISION FOR A LUMP SUM PAYMENT.
C. SHOULD THE AMOUNT PAID TO OFFICERS WHO APPLY FOR SSIP BE
INCREASED, OFFICERS WITH AN AGREEMENT IN EFFECT AT A LOWER RATE MAY
REQUEST TERMINATION OF THAT CONTRACT TO ENTER INTO A NEW SSIP CONTRACT
WITH A LONGER SERVICE OBLIGATION IN ORDER TO EXECUTE A NEW AGREEMENT
AT THE NEW HIGHER RATE. IN NO CASE SHALL THE PERIOD OF OBLIGATED
SERVICE EXTEND BEYOND THE END OF 25 YEARS OF COMMISSIONED SERVICE.
UPON ACCEPTANCE OF A NEW SSIP CONTRACT, THE EXISTING SSIP CONTRACT
WILL BE CANCELLED, EFFECTIVE ON THE DAY BEFORE THE ANNIVERSARY DATE
AFTER THE DATE ON WHICH THE SSIP AMOUNT IS INCREASED.
D. ADDITIONALLY, ELIGIBLE OFFICERS WHO SIGN UP FOR A MULTI-YEAR
SSIP CONTRACT MAY RENEGOTIATE A NEW SSIP CONTRACT AT THE SAME OR HIGHER
RATE, AS LONG AS IT OBLIGATES THE OFFICER FOR AT LEAST ONE ADDITIONAL
YEAR OF SERVICE BEYOND THE ORIGINAL CONTRACT. FOR EXAMPLE, AN OFFICER
SERVING IN A THREE YEAR SSIP CONTRACT CAN SIGN UP FOR A SUBSEQUENT
THREE YEAR CONTRACT (MINIMUM), RESULTING IN A TOTAL OF FOUR YEARS ON
AN SSIP CONTRACT.
UPON ACCEPTANCE OF A NEW SSIP CONTRACT, THE EXISTING SSIP CONTRACT
WILL BE CANCELLED, EFFECTIVE ON THE DAY BEFORE THE NEXT ANNIVERSARY
DATE.
8. OBLIGATION. UPON ACCEPTANCE OF AN SSIP APPLICATION, OFFICERS
SHALL INCUR A ONE, TWO, OR THREE YEAR SERVICE OBLIGATION.
A. THE SERVICE OBLIGATION FOR OFFICERS WHOSE APPLICATIONS ARE
ACCEPTED BY NAVPERSCOM (PERS-42) PRIOR TO THE END OF THEIR EXISTING
SERVICE OBLIGATION SHALL RUN FROM THE EXPIRATION OF THEIR EXISTING
SERVICE OBLIGATION.
B. THE SERVICE OBLIGATION FOR OFFICERS WHOSE APPLICATIONS ARE
ACCEPTED BY NAVPERSCOM
(PERS-42) AFTER THE EXPIRATION OF ANY EXISTING SERVICE OBLIGATION
SHALL RUN FROM THE DATE OF ACCEPTANCE BY NAVPERSCOM (PERS-42).
9. ASSIGNMENT: OFFICERS WHO RECEIVE SSIP WILL BE ASSIGNED ACCORDING
TO THE NEEDS OF THE SUBMARINE FORCE (FOR OFFICERS OF THEIR
QUALIFICATION AND EXPERIENCE) WITHOUT AFFECTING THEIR ELIGIBILITY FOR
RECEIPT OF THIS SPECIAL PAY.
10. RECOUPMENT: REPAYMENT GUIDANCE WILL BE IN ACCORDANCE WITH TITLE
37 UNITED STATES
CODE, SECTION 373, DODFMR, VOLUME 7A, CHAPTER 2, AND THE FOLLOWING
PROGRAM SPECIFIC GUIDANCE.
A. IN THE EVENT AN OFFICER WHO HAS RECEIVED SSIP FAILS TO
MAINTAIN ELIGIBILITY AS SET FORTH IN PARA 4, OR FAILS TO COMPLETE THE
TOTAL PERIOD OF ACTIVE DUTY SPECIFIED IN THE AGREEMENT, NO FURTHER
ANNUAL PAYMENTS WILL BE MADE, AND RECOUPMENT OF UNEARNED PORTIONS OF
THE SSIP WILL BE REQUIRED ON A PRO-RATA BASIS. THE UNEARNED PORTION
WILL BE REPAID AT THE RATE CORRESPONDING TO THE ACTUAL NUMBER OF YEARS
SERVED RELATIVE TO THE ORIGINAL CONTRACT. FOR EXAMPLE, AN OFFICER ON
A THREE YEAR SSIP CONTRACT ($25,000 DOLLAR RATE) WHO REQUESTS TO BE
RELEASED FROM THE CONTRACT AFTER ONLY ONE YEAR WILL HAVE EARNED THE
BONUS AT THE $15,000 RATE VICE THE $25,000 DOLLAR RATE, AND $10,000
DOLLARS WILL BE RECOUPED FROM THE MEMBER. EXAMPLES OF SUCH SITUATIONS
REQUIRING RECOUPMENT ARE:
(1) APPROVED REQUEST FOR VOLUNTARY RELEASE FROM THE WRITTEN
AGREEMENT IF, DUE TO UNUSUAL CIRCUMSTANCES, IT IS DETERMINED BY
COMNAVPERSCOM (PERS-42) THAT SUCH RELEASE WOULD BE CLEARLY IN THE BEST
INTERESTS OF BOTH THE UNITED STATES AND THE OFFICER CONCERNED.
(2) APPROVED VOLUNTARY REQUEST FOR RELIEF FROM CURRENT
ASSIGNMENT.
(3) REFUSAL TO ACCEPT ORDERS.
(4) DISABILITY OR DEATH RESULTING FROM MISCONDUCT OR WILLFUL
NEGLECT, OR INCURRED DURING A PERIOD OF UNAUTHORIZED ABSENCE.
(5) MISCONDUCT.
(6) APPROVED DETACHMENT FOR CAUSE.
(7) SELECTION FOR AND ASSUMPTION OF PAY GRADE O-7 (INCLUDING
FROCKING TO O-7).
(8) SELECTION FOR LATERAL TRANSFER INTO ANOTHER COMMUNITY,
INCLUDING THE PERMANENT MILITARY PROFESSOR PROGRAM.
(9) SEPARATION BY REASON OF WEIGHT CONTROL AND/OR PHYSICAL
READINESS TEST FAILURE.
B. IF, FOR ANY OF THE FOLLOWING REASONS, THE OFFICER FAILS TO
MAINTAIN ELIGIBILITY FOR SSIP, AS SET FORTH IN PARA 4 ABOVE, OR FAILS
TO COMPLETE THE FULL PERIOD OF ADDITIONAL OBLIGATED SERVICE, NO
FURTHER PAYMENTS WILL BE MADE AND RECOUPMENT OF UNEARNED PORTIONS OF
THE INCENTIVE ALREADY MADE WILL NOT BE REQUIRED.
(1) SEPARATION FROM THE NAVAL SERVICE BY OPERATION OF LAWS
INDEPENDENT OF MISCONDUCT.
(2) WHERE NAVPERSCOM (PERS-42), HEREBY DELEGATED WAIVERING
AUTHORITY, DETERMINES THAT WAIVING THE REQUIREMENT TO RECOUP PAYMENTS
IS CLEARLY IN THE BEST INTERESTS OF THE UNITED STATES.
(3) SEPARATION FROM THE NAVAL SERVICE UNDER A HARDSHIP
SEPARATION OR SOLE SURVIVOR DISCHARGE AS DEFINED UNDER SECTION
303A(E)(2)(B) OR SECTION
373(B)(3)(B) OF TITLE 37, U.S.

C. IF, FOR ANY OF THE FOLLOWING REASONS, THE OFFICER FAILS TO
MAINTAIN ELIGIBILITY FOR SSIP AS SET FORTH IN PARA 4 ABOVE, RECOUPMENT
OF THE UNEARNED PORTIONS OF INCENTIVE WILL NOT BE SOUGHT AND ANY
REMAINING UNPAID PORTIONS OF SSIP DUE THE MEMBER SHALL BE PAID.
(1) DEATH. IN THE EVENT AN OFFICER SERVING UNDER AN SSIP
CONTRACT DIES (NOT AS THE RESULT OF MISCONDUCT OR WILLFUL NEGLECT)
BEFORE RECEIVING THE FULL AMOUNT OF THE BONUS DUE, THE REMAINING
UNPAID INSTALLMENTS ARE PAYABLE AS A LUMP SUM FOR INCLUSION IN THE
SETTLEMENT OF THE DECEASED OFFICER'S FINAL MILITARY PAY ACCOUNT.
(2) DISABILITY NOT THE RESULT OF MISCONDUCT OR WILLFUL
NEGLECT, AND NOT INCURRED DURING A PERIOD OF UNAUTHORIZED ABSENCE. IN
THE CASE WHERE INJURY OR ILLNESS, THROUGH NO MISCONDUCT OF THE MEMBER,
RESULTS IN THE MEMBER BEING SEPARATED OR RETIRED FOR DISABILITY, THEN
ANY UNPAID INSTALLMENTS WILL BE PAID TO THE MEMBER UPON SEPARATION.
11. SUBMISSION OF APPLICATIONS:
A. COMMANDING OFFICERS WILL FORWARD SSIP APPLICATIONS TO
NAVPERSCOM (PERS-42) ALONG WITH THEIR RECOMMENDATIONS.
B. COMMANDING OFFICERS WILL ENSURE CORRECT PROCEDURES FOR
SUBSTANTIATION AND RECORD ENTRIES ARE USED. COMMANDING OFFICERS MUST
CONSIDER ANY PENDING CIRCUMSTANCES THAT COULD RESULT IN INELIGIBILITY
PRIOR TO ACTUAL PAYMENT, SUCH AS ACCEPTANCE FOR LATERAL TRANSFER,
PENDING MEDICAL DISQUALIFICATION, AND ONGOING DISCIPLINARY
INVESTIGATIONS.
C. ELIGIBLE OFFICERS MAY SUBMIT APPLICATIONS TO NAVPERSCOM
