LANGUAGE PROFICIENCY BONUS PROGRAM INSTRUCTION.  REF C IS THE NAVY FOREIGN 
LANGUAGE TESTING PROGRAM.//

RMKS/1.  LANGUAGE TESTING IS CRITICAL TO NAVY'S ABILITY TO CAPTURE THE 
LANGUAGE CAPBILITIES OF OUR SAILORS.  THEREFORE, IN ACCORDANCE WITH REF A NAVY 
HAS BEEN AUTHORIZED TO ADMINISTER SEVERAL NATIONAL SECURITY AGENCY/CENTRAL 
SECURITY SERVICE (NSA/CSS) LISTENING AND READING EXAMINATIONS FOR CERTIFICATON 
OF LANGUAGE PROFICIENCY.

2.  EFFECTIVE IMMEDIATELY, THE FOLLOWING LISTENING (L) AND READING
 (R) TESTS
MAY BE ADMINISTERED TO ASSESS PROFICIENCY AT THE DESIGNATED INTERAGENCY 
LANGUAGE ROUNDTABLE LEVELS:
AMHARIC - L2, AND L3
BALUCHI - L2/R2
GA - L2/R2
IBO - L2/R2
SINDHI - L2/R2, AND L3/R3
TURKMEN - L2/R2, AND L3/R3
TWI - L2/R3

3.  THESE NSA/CSS TESTS ARE AUTHORIZED FOR PROFICIENCY TESTING PURPOSES UNTIL 
A DEFENSE LANGUAGE PROFICIENCY TEST IS DEVELOPED IN A SPECIFIC LANGUAGE, OR 
UNTIL THE TEST HAS BEEN REVISED BY NSA/CSS.  4.  FOR EACH OF THE SEVEN 
LANGUAGES STATED ABOVE, THE ORAL PROFICIENCY INTERVIEW REMAINS THE OFFICIAL 
TEST FOR MEASURING SPEAKING PROFICIENCY.

5.  ADDITIONALLY, PROVIDED ALL OTHER CRITERIA ESTABLISHED IN REFS B AND C HAVE 
BEEN MET, THESE TESTS MEET TEST CERTIFICATION REQUIREMENTS FOR PAYMENT OF THE 
FOREIGN LANGUAGE PROFICIENCY BONUS.

6.  THESE TESTS WILL NOT BE AVAILABLE ON THE DMDC AUTHORIZATIONS AND REPORTING 
WEBSITE; THEY WILL BE AVAILABLE IN ELECTRONIC FORMAT AND DELIVERED VIA 
ENCRYPTED EMAIL.  TEST CONTROL OFFICERS WISHING TO SCHEDULE NSA/CSS TESTS FOR 
THEIR SAILORS MUST CONTACT THE NAVY FOREIGN LANGUAGE TESTING OFFICE WITH THE 
SAILOR'S FULL NAME, RANK OR RATE, FULL SOCIAL SECURITY NUMBER, AND THE TEST 
LANGUAGE.
