GENTEXT/REMARKS/1. THIS NAVADMIN ANNOUNCES REVISIONS TO THE PROCEDURES
FOR REPORTING ORDINARY LEAVE TO DEFENSE FINANCE AND ACCOUNTING SERVICE,
CLEVELAND, OH. EFFECTIVE IMMEDIATELY, ALL PERIODS OF ORDINARY LEAVE
WILL BE REPORTED UPON COMMENCEMENT OF THE LEAVE PERIOD.
2. SINCE THE IMPLEMENTATION OF THE DEFENSE JOINT MILITARY PAY SYSTEM,
NUMEROUS PROCESSES HAVE BEEN EVALUATED AND ADJUSTED TO ENSURE PROPER
APPLICATION OF PAY AND PERSONNEL INFORMATION TO SAILORS ACCOUNTS.
CURRENT LEAVE PROCESSING HAS RESULTED IN DEGRADATION OF LEAVE
ACCOUNTING, AND MOST IMPORTANTLY, IMPACTED SAILORS PAY DUE TO UNTIMELY
REPORTING.
3. REPORTING LEAVE UPON COMMENCEMENT OF THE LEAVE PERIOD ENSURES LEAVE
IS REPORTED ON TIME, ELIMINATES LATE PAYMENT OF LEAVE RATIONS, AND
ELIMINATES OVERPAYMENTS/UNDERPAYMENTS OF ACCRUED LEAVE ENTITLEMENTS UPON
SEPARATION/RETIREMENT.
4. IT IS IMPERATIVE THAT ALL COMMANDS COMPLY WITH THE PROVISIONS OF REF
C AND FORWARD LEAVE PAPERS TO THEIR PERSONNEL OFFICE/PERSONNEL SUPPORT
DETACHMENTS (PSD) UPON COMMENCEMENT OF LEAVE. ADJUSTMENTS TO THE LEAVE
PERIOD IN THE EVENT OF A MEMBERS EARLY RETURN OR EXTENSION WILL BE THE
RESPONSIBILITY OF THE COMMAND, AND WILL BE REPORTED UPON THE MEMBERS
RETURN. COMMANDING OFFICERS WILL AGGRESSIVELY TRACK THE TIMELY
REPORTING OF LEAVE IN ORDER TO MEET THE CURRENT SECRETARY OF DEFENSE
SUBMISSION GOALS OF 95 PERCENT, WITH FUTURE GOALS OF 97 PERCENT BY 30
SEP 07, AND
99 PERCENT BY 30 SEP 08.
5. DFAS WILL PROVIDE DETAILED INSTRUCTIONS ON COMMAND RESPONSIBILITIES
AND MILPERS PROCEDURES BY CHANGE TO REF D TO PAY/PERSONNEL ACTIVITIES.
