RMKS/1.  THIS NAVADMIN IS TO 
SOLICIT THE 2008 LANGUAGE PROFESSIONAL OF THE YEAR NOMINATIONS, 
ANNOUNCED PER REF A.
2.  EACH YEAR, THE DEPARTMENT OF DEFENSE (DOD), THROUGH THE DEFENSE 
LANGUAGE INSTITUTE/FOREIGN LANGUAGE CENTER (DLI/FLC), RECOGNIZES THE 
MOST OUTSTANDING MILITARY LANGUAGE PROFESSIONALS AND THEIR 
ACCOMPLISHMENTS, AS WELL AS, THE CRITICAL ROLE OF MILITARY LINGUISTS IN 
SUPPORT OF WARFIGHTER MISSIONS.  
3.  PER REF A, THE NAVY MAY ONLY SUBMIT ONE CANDIDATE FOR CONSIDERATION, 
THEREFORE ONLY ECHELON II COMMANDS MAY SUBMIT NOMINATIONS TO THE NAVY 
FOREIGN LANGUAGE OFFICE (OPNAV N13F).  
IT IS REQUESTED THAT ECHELON II COMMANDS SUBMIT THEIR SINGLE BEST 
CANDIDATE.  
4.  ALL NOMINATIONS MUST BE SUBMITTED TO OPNAV N13F, NO LATER THAN 1 
DECEMBER 2008.  
5.  NOMINATION CRITERIA:
    A.  E-6 OR BELOW
    B.  ACTIVE-DUTY OR RESERVE COMPONENT.
    C.  MUST HAVE A CURRENT L2/R2 ON THE DEFENSE LANGUAGE PROFICIENCY 
TEST (DLPT), OR LEVEL 2 ON AN ORAL PROFICIENCY INTERVIEW (OPI) IN THEIR 
PRIMARY LANGUAGE.
    D.  MUST MEET PHYSICAL READINESS STANDARDS PER REF B.
6.  NOMINATION PACKAGE REQUIREMENTS:
    A.  COMMANDING OFFICER'S NOMINATION LETTER, INCLUDING SUBSEQUENT 
ENDORSEMENTS, DETAILING THE SAILOR'S MISSION ACCOMPLISHMENTS, 
CONTRIBUTION TO LANGUAGE TRAINING, AND PERSONAL SELF-IMPROVEMENT.
    B.  AN 8X10 HEAD AND SHOULDERS PHOTO OF NOMINEE.
    C.  COPY OF NOMINEE'S CURRENT OFFICIAL SCORE REPORT OF DLPT RESULTS 
FOR EACH LANGUAGE TESTED.
    D.  AN ESSAY WRITTEN BY THE NOMINEE, NOT TO EXCEED FIVE DOUBLE-
SPACED TYPEWRITTEN PAGES ADDRESSING THE FOLLOWING TOPIC:  
"DESCRIBE THE RESOURCES AVAILABLE TO PROFESSIONAL LINGUISTS TO IMPROVE 
THE PROFICIENCY TO 2+/2+/2 AND A RECOMMENDED TRAINING PLAN THAT CAN BE 
USED BY ALL.  INCLUDE RESOURCES THAT YOU WOULD LIKE TO SEE (THINK WEB 
BASED, DISTANCE LEARNING AND RESIDENT COURSES) AND THE RESOURCES 
CURRENTLY AVAILABLE PROVIDING INCREASED LANGUAGE TRAINING ENHANCEMENT."
7.  NAVY NOMINEE WILL BE ELIGIBLE TO ATTEND THE 2009 DLI/FLC COMMAND 
LANGUAGE PROGRAM MANAGER (CLPM) SEMINAR IN MONTEREY, CA TO RECEIVE 
AWARD.
