RMKS/1. THE SURFACE NAVY ASSOCIATION (SNA) WILL HOLD ITS 21ST ANNUAL
NATIONAL SYMPOSIUM IN ARLINGTON, VA AT THE HYATT REGENCY CRYSTAL CITY
FROM 13 - 15 JANUARY 2009. THIS YEAR'S THEME IS "SURFACE
WARFARE: CORE CAPABILITIES TO MEET THE NATION'S STRATEGY."
2. SNA MEMBERSHIP, NEARLY 5,500 STRONG, INCLUDES OVER 3,700 ACTIVE DUTY
AND FORMER MILITARY MEMBERS DEDICATED TO THE GOAL OF ENHANCING
PROFESSIONALISM IN THE SURFACE NAVY. THE SNA ANNUAL NATIONAL SYMPOSIUM
PROVIDES THE OPPORTUNITY FOR ARMED FORCES-WIDE DISCUSSIONS ON A BROAD
RANGE OF PROFESSIONAL AND CAREER ISSUES OF INTEREST TO ITS DIVERSE
MEMBERSHIP. THIS IS A FORUM WHERE MEMBERS CAN ADDRESS AND WORK TOWARDS
INNOVATIVE SOLUTIONS TO TODAY'S ISSUES AND TOMORROW'S SURFACE WARFARE
CHALLENGES.
3. PER REFS A AND B, COMMANDING OFFICERS MAY ISSUE ORDERS FOR
ATTENDANCE AT GOVERNMENT EXPENSE AFTER DETERMINING THE OBJECTIVES TO BE
ACHIEVED JUSTIFY THE EXPENSES (INCLUDING FEES, TRAVEL COSTS, AND OTHER
COSTS ATTRIBUTABLE TO PARTICIPATION). COMMANDING OFFICERS ARE DIRECTED
TO FOLLOW THE GUIDANCE IN REFS A AND B WHEN MAKING THIS DETERMINATION.
GOVERNMENT EXPENSE SHOULD BE MINIMIZED BY DESIGNATING THE MINIMUM
NUMBER OF PARTICIPANTS NECESSARY TO ACQUIRE AND RELATE INFORMATION FROM
THE MEETING TO OTHER MEMBERS OF THEIR CHAPTER ORGANIZATIONS. TAD
ORDERS MAY COVER EXPENSES INCIDENT TO ATTENDANCE AND PARTICIPATION IN
THE CONFERENCE INCLUDING TRANSPORTATION, PER DIEM, AND REGISTRATION
FEES PER JFTR AND JTR. IF FUNDS ARE NOT AVAILABLE, PERMISSIVE TAD
ORDERS MAY BE ISSUED. USE OF AVAILABLE GOVERNMENT TRANSPORTATION IS
ENCOURAGED TO ENHANCE CONFERENCE PARTICIPATION AND DEFRAY TRAVEL
EXPENSES.
4. IN ORDER TO ACHIEVE THE MOST COST-EFFECTIVE TRANSPORTATION AVAILABLE,
AGGREGATION OF SYMPOSIUM TRANSPORTATION REQUIREMENTS IS ENCOURAGED.
USE OF NAVY OPERATIONAL SUPPORT AIRLIFT (OSA) AND NAVY UNIQUE FLEET
ESSENTIAL AIRCRAFT (NUFEA) IS THEREFORE AUTHORIZED, SUBJECT TO THE
FOLLOWING GUIDELINES:
A. AIRLIFT IS NOT TO INTERFERE WITH FLEET REQUIREMENTS OR OTHER HIGHER
PRIORITIES, B. AIRLIFT WILL BE SCHEDULED PER APPROPRIATE INSTRUCTIONS
REGARDING NUMBER OF PASSENGERS ON FUNDED ORDERS. REMAINING SEATS MAY
BE USED BY OTHER ATTENDEES ON A SPACE AVAILABLE BASIS, C. SPACE
AVAILABLE FOR SNA ATTENDEES SHOULD BE RESTRICTED TO NAVY, MARINE CORPS,
AND COAST GUARD PERSONNEL (IN UNIFORM) WHO WILL ATTEND AND ACTIVELY
PARTICIPATE IN THE SYMPOSIUM.
5. PER REF B, SELECTED RESERVE PERSONNEL ARE AUTHORIZED TO PARTICIPATE
AT THE SNA SYMPOSIUM IN A PAID DRILL STATUS.
