REF/B/DOC/OPNAVINST/4JUN09//
NARR/REF A IS UNDER SECRETARY OF DEFENSE (PERSONNEL AND READINESS) MEMORANDUM
UPDATE TO THE DEPARTMENT OF DEFENSE DRUG TESTING PANEL.
REF B IS OPNAVINST 5350.4D, NAVY ALCOHOL AND DRUG ABUSE PREVENTION AND
CONTROL.//

RMKS/1. Per ref (a), this NAVADMIN announces navy drug screening labs (NDSL)
will add synthetic cannabinoids (SC), also referred to as "spice", "K-2", or
"herbal incense", to the standard testing panel for urinalysis samples
submitted for testing. Samples submitted to NDSLS for regular urinalysis
testing will be tested for SC. Any Sailor whose urinalysis sample is
determined to be positive for SC may be considered in violation of the
Uniform Code of Military Justice, Article 112A For Drug Misuse/Abuse and
subject to administrative and disciplinary actions. Those Sailors found to
be drug dependent will be offered treatment prior to their separation, if
eligible.

2. Probable cause and command-directed premise code testing, as defined in
ref (b), still require authorization from Navy Alcohol and Drug Abuse
Prevention Office (OPNAV N170A) before submitting urinalysis samples to Armed
Forces Medical Examiner Services. Guidance for authorization testing is
available in the Synthetic Drug Urinalysis Operating Guide at
www.nadap.navy.mil.
