SUBJ/NOTICE OF CONVENING FY-09 OFFICER CONTINUATION BOARDS AND
ANNOUNCEMENT OF CONTINUATION POLICY//
RMKS/1. ACTIVE-DUTY OFFICER CONTINUATION BOARDS WILL CONVENE WHEN
REQUIRED, IMMEDIATELY FOLLOWING CORRESPONDING FY-09 PROMOTION BOARDS.
ELIGIBLE OFFICERS ON THE ACTIVE-DUTY LIST WHO ARE FULLY QUALIFIED TO
REMAIN ON ACTIVE-DUTY AND MEET THE REQUIREMENTS IN PARAS 2 THROUGH 5
WILL BE CONSIDERED FOR CONTINUATION. WHERE APPLICABLE, CONTINUATION
PERIOD IS BASED ON YEARS OF ACTIVE SERVICE (YOAS) CALCULATED FROM
THE ACTIVE-DUTY BASE DATE TO APPROXIMATELY SEVEN MONTHS AFTER
APPROVAL OF THE PROMOTION BOARD RESULTS.
2. LIEUTENANT COMMANDER UNRESTRICTED LINE, RESTRICTED LINE, AND
STAFF CORPS (LIMITED DUTY OFFICERS DISCUSSED IN PARA 3).
A. 2XFOS LCDRS WITH 14-18 YOAS. OFFICERS SELECTED FOR
CONTINUATION CAN CONTINUE UNTIL ELIGIBLE FOR RETIREMENT AT THE
COMPLETION OF 20 YOAS.
B. 2XFOS LCDRS WITH LESS THAN 14 YOAS. OFFICERS SELECTED FOR
CONTINUATION CAN CONTINUE IN THREE YEAR INCREMENTS OR UNTIL
RETIREMENT ELIGIBLE AT THE COMPLETION OF 20 YOAS.
C. 2XFOS LCDRS WITH 18 OR MORE YOAS, AS PROVIDED BY LAW, WILL
NOT BE CONSIDERED FOR CONTINUATION, BUT WILL BE RETAINED ON ACTIVE
DUTY UNTIL RETIREMENT ELIGIBLE AT 20 YOAS.
3. COMMANDER, LIEUTENANT COMMANDER, AND LIEUTENANT LIMITED DUTY
OFFICERS (LDO).
A. ALL PERMANENT LDOS SELECTED FOR PROMOTION IN FY-09 WHO ARE
SUBJECT TO STATUTORY RETIREMENT FOR YOAS PRIOR TO THEIR SCHEDULED
PROMOTION DATES AND/OR PRIOR TO COMPLETING THE TIME-IN-GRADE
NECESSARY TO RETIRE IN THE NEXT HIGHER GRADE AFTER PROMOTION WILL BE
CONSIDERED FOR CONTINUATION. THESE OFFICERS WILL BE CONTINUED FOR A
PERIOD SUFFICIENT TO ALLOW THEM TO ACCEPT PROMOTION AND, AS REQUIRED,
ATTAIN SUFFICIENT TIME-IN-GRADE TO RETIRE AT THE HIGHER GRADE.
B. ALL PERMANENT LDOS WHO ARE IN-ZONE FOR PROMOTION AND WHO ARE
SUBJECT TO STATUTORY RETIREMENT FOR YOAS PRIOR TO THE END OF FY-08,
WILL BE OFFERED CONTINUATION FOR A PERIOD SUFFICIENT TO ALLOW THEM
TO ACCEPT PROMOTION AND, AS REQUIRED, ATTAIN SUFFICIENT TIME-IN-
GRADE TO RETIRE AT THE HIGHER GRADE (IF SELECTED FOR PROMOTION) OR
UNTIL 30 SEPTEMBER 2008 (IF NOT SELECTED FOR PROMOTION).
C. 2XFOS LDO LCDRS SELECTED FOR CONTINUATION WILL BE CONTINUED
TO RETIREMENT ELIGIBILITY AT THE COMPLETION OF 20 YOAS.
4. LIEUTENANT CHAPLAIN CORPS. 2XFOS OFFICERS SELECTED FOR
CONTINUATION CAN BE CONTINUED FOR AN INCREMENT OF THREE YEARS.
5. CHIEF WARRANT OFFICERS (CWO)
A. ALL CWOS SELECTED FOR PROMOTION IN FY-09 WHO ARE SUBJECT TO
STATUTORY RETIREMENT FOR YOAS PRIOR TO THEIR SCHEDULED PROMOTION
DATES AND/OR PRIOR TO COMPLETING THE TIME-IN-GRADE NECESSARY TO
RETIRE IN THE NEXT HIGHER GRADE AFTER PROMOTION WILL BE CONSIDERED
FOR CONTINUATION. THESE OFFICERS WILL BE CONTINUED FOR A PERIOD
SUFFICIENT TO ALLOW THEM TO ACCEPT PROMOTION AND, AS REQUIRED,
ATTAIN SUFFICIENT TIME-IN-GRADE TO RETIRE AT THE HIGHER GRADE.
B. ALL CWOS WHO ARE IN-ZONE FOR PROMOTION AND WHO ARE SUBJECT

CONTINUATION FOR A PERIOD OF TWO YEARS PAST THEIR PROMOTION DATE IN
ORDER TO SERVE A TOUR AS A CWO5.
6. OFFICERS SELECTED FOR CONTINUATION MAY REMAIN ON ACTIVE-DUTY FOR
THE PERIODS SPECIFIED IN THE PRECEDING PARAGRAPHS UNLESS REACHING 62
YEARS OF AGE, AS STIPULATED BY LAW.
7. OFFICERS ON THE ACTIVE-DUTY LIST WHO MEET ANY OF THE CRITERIA IN
PARAS 2 THROUGH 5 SHALL CHECK BUPERS ONLINE, WWW.BOL.NAVY.MIL, AFTER
RELEASE OF THE RESPECTIVE SELECTION ALNAV MESSAGE, TO DETERMINE IF
THEY WERE SELECTED FOR CONTINUATION. ONCE LOGGED INTO BUPERS ONLINE,
CLICK ON ADVANCEMENT, AND THEN ON THE APPROPRIATE OFFICER
(SELECTION/CONTINUATION) BOARD TO DETERMINE THEIR RESULTS.
8. FY-09 PROMOTION BOARD MEMBERS ARE ALSO THE CONTINUATION BOARD
MEMBERS. PROMOTION BOARD CONVENING DATES ARE AS FOLLOWS:
A. ACTIVE O6 LINE PROMOTION BOARD CONVENES 15 JANUARY 2008.
THE ACTIVE O5 LDO LINE CONTINUATION BOARD WILL FOLLOW THIS BOARD.
B. ACTIVE O6 STAFF CORPS PROMOTION BOARD CONVENES 5 FEBRUARY
2008. THE ACTIVE O5 LDO STAFF CONTINUATION BOARD WILL FOLLOW THIS
BOARD.
C. ACTIVE O5 LINE PROMOTION BOARD CONVENES 12 FEBRUARY 2008.
THE ACTIVE O4 LINE CONTINUATION BOARD WILL FOLLOW THIS BOARD.

F. ACTIVE O4 STAFF CORPS PROMOTION BOARD CONVENES 13 MAY 2008.
THE ACTIVE O3 LDO STAFF AND CHAPLAIN CORPS CONTINUATION BOARDS WILL
FOLLOW THIS BOARD.
G. ACTIVE CWO3/4/5 PROMOTION BOARDS CONVENE 17 JUNE 2008. THE
ACTIVE CWO2/3/4 CONTINUATION BOARD WILL FOLLOW THESE BOARDS.
9. CORRESPONDENCE ADDRESSED TO THE PROMOTION BOARD WILL NOT BE
FORWARDED TO A SUBSEQUENT CONTINUATION BOARD FOR CONSIDERATION.
OFFICERS MUST COMMUNICATE WITH EACH BOARD SEPARATELY.
