RMKS/1. THIS NAVADMIN PROVIDES UPDATED GUIDANCE FOR DELIVERY OF THE SAPR-F
TRAINING AS DIRECTED IN REFS A AND B, AND PROVIDES REVISED REQUIREMENTS FOR
COMPLETION AND DOCUMENTATION DIRECTED IN REF C.
2. THE NAVY HAS MADE A CONCERTED EFFORT TO RAISE AWARENESS OF THE IMPACT OF
SEXUAL ASSAULT ACROSS OUR FORCE. THIS IS AN ALL HANDS EFFORT. THE NEXT STEP
IN THE NAVY'S CONTINUUM OF SEXUAL ASSAULT PREVENTION TRAINING IS THE ROLL OUT
OF SAPR-F TRAINING FOR ALL ACTIVE AND RESERVE MID-GRADE AND JUNIOR ENLISTED
PERSONNEL (E6 AND BELOW).
THIS TRAINING WILL FOCUS ON THE IMPACTS OF SEXUAL ASSAULT AND BYSTANDER
INTERVENTION AND SHIPMATE RESPONSIBILITY.
3. SAPR-F TRAINING WILL BE INTRODUCED BY A MEMBER OF THE COMMAND LEADERSHIP
TRIAD AND FACILITATED BY A HANDPICKED, TWO-PERSON, MID-LEVEL LEADERSHIP
TRAINING TEAM. THIS TEAM WILL CONSIST OF AN EXEMPLARY AND DYNAMIC MID-GRADE
OFFICER (O3/O4) AND CHIEF PETTY OFFICER (E7/E8) WHO HAVE THE ABILITY TO
ACTIVELY ENGAGE SAILORS AND DELIVER THE INTERACTIVE VIDEO AND FACILITATED
FACE-TO-FACE DISCUSSIONS THAT COMPRISE SAPR-F TRAINING. THE INTENT IS TO HAVE
EXPERIENCED MID-LEVEL LEADERSHIP, CLOSER TO THE AGE OF MOST E6 AND BELOW,
DELIVER THE TRAINING AS MENTORS/FACILITATORS. THE MEMBERS OF EACH MID-LEVEL
LEADERSHIP TRAINING TEAM WILL RECEIVE FACILITATOR TRAINING FROM A MASTER
MOBILE TRAINING TEAM (MMTT) CERTIFIED BY THE CENTER FOR PERSONAL AND
PROFESSIONAL DEVELOPMENT (CPPD) PRIOR TO CONDUCTING SAPR-F TRAINING AS
PROMULGATED IN REFERENCE B (VCNO PERSONAL FOR).
4. IN THE INTEREST OF PROVIDING MAXIMUM SUPPORT TO BOTH THE FACILITATORS AND
THE PARTICIPANTS, ALL TRAINING MUST BE CONDUCTED WITH EITHER A SEXUAL ASSAULT
RESPONSE COORDINATOR (SARC), UNIT VICTIM ADVOCATE, CHAPLAIN, OR HEALTH CARE
PERSONNEL IN ATTENDANCE; THEIR CHARGE IS TO NON-OBTRUSIVELY IDENTIFY
INDIVIDUALS WHO MAY BE STRUGGLING WITH THE MATERIAL, SHOW SIGNS OF DISTRESS,
OR WHO DEPART THE TRAINING, AND TO PROVIDE SUPPORT, REFERRAL, OR COUNSELING AS
NECESSARY.
5. DOCUMENTATION. COMPLETION OF ALL TRAINING WILL BE REPORTED USING THE
FLEET TRAINING MANAGEMENT PLANNING SYSTEM (FLTMPS).
ADDITIONAL GUIDANCE ON FLTMPS REPORTING IS PROVIDED IN REF C.
6. TRAINING COMPLETION DATE. TO ALLOW AMPLE TIME FOR SAPR-F TRAINING TO BE
COMPLETED AND DOCUMENTED IN FLTMPS, THE DEADLINE FOR ACTIVE AND RESERVE E6 AND
BELOW COMPLETION OF SAPR-F HAS BEEN EXTENDED UNTIL 31 MARCH 2013.
7. RESOURCES. ALL SAPR-F RESOURCES, INCLUDING THE VIDEO, COURSE FACILITATION
GUIDE, AND REFERENCE MATERIAL, WILL BE SHIPPED DIRECTLY TO THE COMMANDING
OFFICER OR OFFICER IN CHARGE. IN THE EVENT A COMMAND HAS NOT RECEIVED THE DVD
BY 30 NOVEMBER 2012, CONTACT THE SAPR-F LOGISTICS POINT OF CONTACT LISTED IN
PARA 9.
COMMANDS MAY ALSO ACCESS NAVY SAPR-F TRAINING INFORMATION VIA THE SAPR L/F
TRAINING LINK ON THE SEXUAL ASSAULT PREVENTION AND RESPONSE WEBPAGE
(WWW.SAPR.NAVY.MIL). THE SAPR L/F TRAINING WEBPAGE WILL CONTAIN POLICY
INFORMATION, TRAINING MATERIALS, FLTMPS REPORTING INSTRUCTIONS, AND A LINK TO
DOWNLOAD THE REQUIRED VIDEO CLIPS.
8. ADDITIONAL GUIDANCE.
A. ONLY MID-LEVEL COMMAND LEADERSHIP TRAINING TEAMS WHO HAVE COMPLETED
SAPR-F PREPARATION TRAINING PROVIDED BY A CPPD CERTIFIED MMTT WILL DELIVER
SAPR-F TRAINING.
B. SAPR-F TRAINING IS REQUIRED FOR UNIFORMED PERSONNEL ONLY.
C. SAPR-F TRAINING MATERIAL WILL NOT BE MODIFIED BY SUBORDINATE COMMANDS.
D. JOINT COMMANDS SHALL ENSURE THE NAVY ELEMENT COMMANDER CONTACTS THE
POINT OF CONTACT IN PARA 8 FOR GUIDANCE AND DIRECTION.
E. SAILORS ASSIGNED TO MARINE CORPS (USMC) UNITS ARE ENCOURAGED TO ATTEND
SAPR-F TRAINING BUT MAY ALSO DOCUMENT SAPR-F COMPLETION AFTER ATTENDING USMC
ALL HANDS TRAINING AND TAKE A STAND (E4/5) (AS APPLICABLE).
F. GUIDANCE FOR SAILORS ASSIGNED TO OPERATIONAL UNITS THAT ARE UNABLE TO
COMPLETE THE TRAINING SUCH AS THOSE WHO ARE CURRENTLY ON AN INDIVIDUAL
AUGMENTEE ASSIGNMENT OR IN-TRANSIT PCS WILL BE ADDRESSED VIA SEPCOR.
