COMMANDERS AND ALL REGIONAL COMMANDERS SHALL ENSURE WIDEST
DISSEMINATION TO ALL SUBORDINATE AND TENANT COMMANDS AND DETACHMENTS
FOR ACTION UPON RECEIPT.
2. REF A OUTLINES CNO'S EFFORTS TO ENSURE THE NAVY'S TOTAL WORKFORCE IS
WELL PROTECTED AND CONTINUES TO ACCOMPLISH OUR MISSION DURING THE H1N1
PANDEMIC FLU SEASON.
3. PURSUANT TO REF A, H1N1 VACCINATION REPORTING WILL BE CONDUCTED VIA
THE NAVY FAMILY ACCOUNTABILITY AND ASSESSMENT SYSTEM (NFAAS) AT
HTTPS://NAVYFAMILY.NAVY.MIL STARTING 08 DEC 09. PRIOR TO 08 DEC,
REPORTING WILL CONTINUE BY EMAIL AS DIRECTED IN REF A.
4. ALL COMMANDS ARE TO CANVAS THEIR PERSONNEL IN A MANNER CONSISTENT
WITH THE PRIVACY ACT TO DETERMINE AN ACCURATE STATUS OF H1N1
VACCINATIONS RECEIVED BY THEIR PERSONNEL. COMMAND CO REPRESENTATIVES
(CORS) ARE TO REPORT THE FOLLOWING INFORMATION WITHIN NFAAS:
A. TOTAL NUMBER OF PERSONNEL ON BOARD
B. NUMBER OF PERSONNEL VACCINATED IN THE FOLLOWING CATEGORIES:
(1) ACTIVE DUTY PERSONNEL
(2) RESERVE COMPONENT PERSONNEL
(3) DON CIVILIAN EMPLOYEES
(4) CONTRACT EMPLOYEES:
NOTE - DON CIVILIAN AND CONTRACT EMPLOYEES ARE NOT REQUIRED TO REPORT
VACCINATION STATUS BUT ARE ENCOURAGED TO DO SO. IT IS VOLUNTARY
REPORTING ONLY. AN OPTION WILL BE AVAILABLE WITHIN NFAAS TO INDICATE
THE TOTAL NUMBER OF EMPLOYEES WHO DECLINED TO REPORT. EMPLOYEES SHOULD
BE ASSURED THAT NO NEGATIVE REPRISAL WILL COME FROM DECLINING TO REPORT.
C. STATUS OF COMMAND VACCINATION. DROP-DOWN MENUS ARE AVAILABLE TO
INDICATE STATUS OF COMMAND VACCINATIONS. REPORT WHEN SCHEDULED TO
RECEIVE. IF NOT YET SCHEDULED TO RECEIVE VACCINATION, SELECT THE MOST
APPROPRIATE DESCRIPTION (E.G., LACK OF VACCINE, LACK OF MEDICAL
RESOURCES, ETC).
5. THE NFAAS SYSTEM WILL BE AVAILABLE FOR REPORTING STARTING 07 DEC AND
COMMANDS SHOULD CONTINUE TO REPORT UNTIL VACCINATIONS ARE COMPLETE. THE
ADMINISTRATIVE CHAIN OF COMMAND (ADCON) SHALL BE UTILIZED TO ENSURE
COMPLIANCE. THIS REPORTING REQUIREMENT (USE OF NFAAS) REPLACES THAT
DIRECTED BY REF A, HOWEVER, IT DOES NOT SUPERCEDE OR REPLACE OTHER
EXISTING REPORTING REQUIREMENTS AS DEFINED IN REFS D THRU F. NFAAS
REPORTING SHALL BE UPDATED CONTINUALLY AS NEW INFORMATION IS AVAILABLE.
6. DO NOT DELAY REPORTING ON PERSONNEL UNTIL ALL INFORMATION IS
COMPLETE. REPORT AND ACCOUNT FOR VACCINATIONS WHEN INFORMATION IS
AVAILABLE BUT NO LESS FREQUENT THAN WEEKLY AND NO LATER THAN 2200Z ON
EACH TUESDAY.
7. THE REQUIREMENTS OF THE HEALTH INSURANCE PORTABILITY AND
ACCOUNTABILITY ACT OF 1996 DO NOT APPLY TO COLLECTION OF VACCINATION
STATUS AS DESCRIBED IN THIS MESSAGE. THE INFORMATION REPORTED IN NFAAS
WILL NOT BE LINKED TO ANY PERSONALLY IDENTIFYABLE INFORMATION AND IS
THEREFORE NOT SUBJECT TO THE PRIVACY ACT. ONLY COMMAND TOTALS WILL BE
REPORTED.
8. A SLIDE PRESENTATION TUTORIAL FOR CORS WILL BE POSTED ON NFAAS BY 04
DEC TO TRAIN COMMAND PERSONNEL ON THIS NEW NFAAS FUNCTIONALITY.
