RMKS/1.  THIS NAVADMIN ANNOUNCES THE FY-08 CIVIL ENGINEER CORPS OFFICER 
CRITICAL SKILLS RETENTION BONUS (CEC CSRB) FOR QUALIFIED CEC OFFICERS.  
THIS IS AN INTEGRAL PART OF THE NAVY?S OVERARCHING EFFORT TO SIZE, 
SHAPE, AND STABILIZE THE FORCE WHILE ENCOURAGING OFFICERS TO STAY NAVY 
AND MEET CURRENT AND FUTURE PERSONNEL READINESS REQUIREMENTS.
2.  PROGRAM OVERVIEW.  THE CEC CSRB IS TARGETED TO CEC JUNIOR OFFICERS 
(DESIGNATOR 510X) PERMANENTLY APPOINTED TO THE RANK OF LIEUTENANT, 
SERVING ON THE ACTIVE DUTY LIST (ADL), WHO HAVE FULFILLED THEIR MINIMUM 
SERVICE REQUIREMENT (MSR) FROM COMMISSIONING.
    A.  QUALIFIED CEC OFFICERS MAY RECEIVE UP TO 50,000 DOLLARS IN 
EXCHANGE FOR ACTIVE DUTY SERVICE OBLIGATION OF UP TO FIVE YEARS. 
    B.  FOR INITIAL IMPLEMENTATION IN FY-08, THIS PROGRAM WILL TARGET 
OFFICERS IN COMMISSIONING YEAR GROUPS 2003 AND 2004, AND SUBSEQUENT 
PROGRAM YEARS WILL TARGET OFFICERS SERVING IN THEIR FOURTH YEAR OF 
COMMISSIONED SERVICE.
3.  QUOTA LIMITATIONS, COMMANDING OFFICER?S ENDORSEMENT, AND PROGRAM 
DELEGATION:
    A.  ANNUAL CSRB CONTRACT QUOTAS WILL BE ALLOCATED BY YEAR GROUP, 
BASED ON CEC LIEUTENANT COMMANDER ZONE REQUIREMENTS.
    B.  COMMANDING OFFICERS SHALL ENCOURAGE QUALIFIED CEC OFFICERS TO 
SUBMIT APPLICATIONS FOR A CEC CSRB AND MUST ENDORSE ALL REQUESTS IN 
WRITING.  COMMANDS MUST ENSURE APPLICATIONS ARE ACCURATE AND VERIFY 
APPLICANTS MEET THE ELIGIBILITY REQUIREMENTS, AND HAVE NO PENDING 
ACTIONS, WHICH MAY RENDER AN APPLICANT INELIGIBLE FOR A CEC CSRB.  
APPLICATION DELAYS INCREASE THE LIKELIHOOD THAT COMMUNITY QUOTAS WILL 
BE FILLED BEFORE AN OFFICER?S APPLICATION IS RECEIVED.
    C.  CEC COMMUNITY MANAGEMENT BRANCH (BUPERS 314E) IS DESIGNATED AS 
THE CEC CSRB PROGRAM MANAGER AND IS DELEGATED THE AUTHORITY TO:
        (1) EVALUATE THE ELIGIBILITY OF CEC OFFICERS APPLYING FOR CEC 
CSRB;
        (2) ACCEPT CEC OFFICER AGREEMENT TO REMAIN ON ACTIVE DUTY FOR 
THE STATED PERIOD IN EXCHANGE FOR A CEC CSRB; AND
        (3) ADMINISTER THE CEC CSRB PROGRAM PER APPLICABLE LAWS, DOD 
DIRECTIVES/INSTRUCTIONS, AND THIS NAVADMIN.
4.  ELIGIBILITY.  APPLICANTS MUST BE CEC OFFICERS AND MEET THE 
FOLLOWING ELIGIBILITY CRITERIA:
    A.  QUALIFIED AND SERVING AS A NAVY CEC OFFICER (DESIGNATOR 510X) 
ON THE ACTIVE DUTY LIST;
    B.  FREE OF ACTIVE OBLIGATED SERVICE INCURRED THROUGH ORIGINAL 
COMMISSIONING PROGRAMS;
    C.  PERMANENTLY APPOINTED TO THE GRADE OF LIEUTENANT;
    D.  MEDICALLY AND PHYSICALLY QUALIFIED FOR ASSIGNMENT TO SEA OR 
FIELD DUTY;
    E.  ABLE TO COMPLETE THE CSRB CONTRACT WITHOUT EXCEEDING 25 YEARS 
OF ACTIVE SERVICE;
    F.  ABLE TO COMPLETE THE FULL PERIOD OF CEC CSRB OBLIGATION IN A 
CEC OFFICER COMMUNITY CAREER FIELD ASSIGNMENT.  APPLICATIONS ACCEPTED 
FOR CEC CSRB ARE CONTRACTUAL AGREEMENTS AND REQUIRE CEC OFFICERS TO 
FULFILL THE FULL TERM OF THE STATED SERVICE OBLIGATION.
    G.  HAVE THE COMMANDING OFFICER?S FAVORABLE RECOMMENDATION FOR 
RECEIPT OF CEC CSRB.

    D.  GENERAL NOTES:
      (1) INITIAL PROGRAM YEAR.  CEC OFFICERS IN YEAR GROUPS
2003 AND 2004 SHOULD SUBMIT THEIR APPLICATIONS IMMEDIATELY TO ENSURE 
CONSIDERATION WHILE THE FULL COMPLEMENT OF QUOTAS ARE AVAILABLE.
      (2) SUBSEQUENT PROGRAM YEARS.  IN EACH YEAR AS THIS PROGRAM 
CONTINUES, OFFICERS IN THEIR FOURTH YEAR OF COMMISSIONED SERVICE WILL 
BE ELIGIBLE TO APPLY FOR A CEC CSRB FOR CONTRACT LENGTHS OF THREE OR 
FIVE YEARS.
      (3) APPLICATIONS WILL BE HELD UNTIL PAYMENT ELIGIBILITY DATE.
      (4) APPLICATIONS WILL BE BINDING UPON THE DATE OF APPROVAL.
      (5) CEC CSRB AGREEMENTS WILL BE EFFECTIVE THE DATE THE 
APPLICATION IS APPROVED, OR AS SOON AS THE OFFICER COMPLETES HIS/HER 
MINIMUM SERVICE REQUIREMENT, WHICHEVER IS LATER, AT WHICH TIME THE 
AMOUNT OF THE BONUS BECOMES FIXED.  ALL CONTRACTS TERMINATE AFTER 
COMPLETION OF THE YEARS OF OBLIGATED SERVICE INCURRED BY ACCEPTANCE OF 
THE SPECIFIC CEC CSRB AGREEMENT.
        (6) CEC CSRB AGREEMENT OBLIGATIONS WILL RUN CONCURRENTLY WITH 
ANY OBLIGATED SERVICE THE OFFICER HAS INCURRED (OTHER THAN OBLIGATION 
REMAINING FROM THE OFFICER?S ORIGINAL COMMISSIONING PROGRAM).
6.  PAYMENT. THE FIRST BONUS INSTALLMENT IS PAYABLE ON THE FIRST DAY OF 
THE MONTH FOLLOWING THE ANNIVERSARY OF COMMISSIONING. 
FOR INITIAL IMPLEMENTATION IN FY-08, THIS WILL BE THE BEGINNING OF YCS 
FIVE (YG 2004) OR SIX (YG 2003); OR THE FIRST DAY OF THE MONTH 
FOLLOWING APPROVAL OF THE APPLICATION IF THE COMMISSIONING ANNIVERSARY 
FOR FY-08 HAS ALEADY PASSED.  FOR SUBSEQUENT PROGRAM YEARS, THIS WILL 
BE THE BEGINNING OF YCS FIVE. REMAINING INSTALLMENTS ARE PAYABLE ON THE 
SUBSEQUENT ANNIVERSARIES OF COMMISSIONING.  PAYMENT SCHEMES FOR 
APPROVED CONTRACTS:
    A.  OPTION 1:  OFFICERS IN THE FOURTH YEAR OF COMMISSIONED SERVICE 
MAY ELECT A FIVE YEAR AGREEMENT FOR A 50,000 DOLLARS CEC

7.  RECOUPMENT AND REPAYMENT POLICY
    A.  CEC CSRB PAYMENTS WILL STOP FOR OFFICERS WHO BECOME INELIGIBLE 
FOR THIS INCENTIVE OR WHO VOLUNTARILY OR BY THEIR OWN MISCONDUCT FAIL 
TO COMPLETE THE FULL PERIOD OF ADDITIONAL OBLIGATED SERVICE.  OFFICERS 
WILL BE REQUIRED TO REPAY THE UNITED STATES THE PERCENTAGE OF THE BONUS 
REPRESENTING THE UNEXPIRED PORTION OF THE OBLIGATED SERVICE UNDER THE 
CEC CSRB.  SITUATIONS REQUIRING RECOUPMENT INCLUDE, BUT ARE NOT LIMITED 
TO:
        (1) APPROVED REQUEST FOR VOLUNTARY RELEASE FROM WRITTEN 
AGREEMENT IF, DUE TO UNUSUAL CIRCUMSTANCES, IT IS DETERMINED BY BUPERS 
314 SUCH RELEASE WOULD BE CLEARLY IN THE BEST INTERESTS OF BOTH THE 
NAVY AND THE OFFICER CONCERNED;
        (2) APPROVED VOLUNTARY REQUEST FOR RELIEF FROM AN
            ASSIGNMENT;
        (3) REFUSAL TO ACCEPT ORDERS TO A CEC OFFICER BILLET 
COMMENSURATE WITH THE OFFICER?S GRADE AND CAREER PROGRESSION;
        (4) DISABILITY RESULTING FROM MISCONDUCT, WILLFUL NEGLECT, OR 
INCURRED DURING A PERIOD OF UNAUTHORIZED ABSENCE;
        (5) SEPARATION FOR CAUSE, INCLUDING MISCONDUCT;
        (6) APPROVED DETACHMENT FOR CAUSE; AND
        (7) SEPARATION BY REASON OF WEIGHT CONTROL AND/OR PHYSICAL 
READINESS TEST FAILURE.
    B.  IF AN OFFICER BECOMES INELIGIBLE FOR CEC CSRB FOR ANY OF THE 
REASONS BELOW, NO FURTHER PAYMENTS WILL BE MADE, BUT RECOUPMENT OF 
PAYMENTS ALREADY RECEIVED WILL NOT BE REQUIRED:  
        (1) DISABILITY, INJURY, OR ILLNESS NOT THE RESULT OF MISCONDUCT 
OR WILLFUL NEGLECT, OR NOT INCURRED DURING A PERIOD OF UNAUTHORIZED 
ABSENCE.
        (2) SEPARATION FROM NAVAL SERVICE BY OPERATION OF LAWS OR 
REGULATIONS INDEPENDENT OF MISCONDUCT.
        (3) DEATH (SEE SUBPARA 7C BELOW).
        (4) WHERE SECNAV DETERMINES REPAYMENT WOULD BE AGAINST EQUITY 
AND GOOD CONSCIENCE, OR WOULD BE CONTRARY TO THE BEST INTERESTS OF THE 
UNITED STATES.
    C.  FOR OFFICERS WHO DIE WHILE SERVING UNDER A CEC CSRB SERVICE 
AGREEMENT, THE REMAINING CEC CSRB BALANCE WILL BE PAID AS A LUMP SUM AS 
PART OF THE SETTLEMENT OF THE OFFICER?S FINAL MILITARY PAY ACCOUNT. 8.  
LATERAL TRANSFER/REDESIGNATION FROM CEC.
OFFICERS RECEIVING A CEC CSRB ARE NOT ELIGIBLE TO TRANSFER FROM THE CEC 
COMMUNITY TO ANOTHER STAFF CORPS, UNRESTRICTED LINE, OR RESTRICTED LINE 
COMMUNITY (INCLUDING FTS) UNTIL THE ENTIRE OBLIGATED SERVICE INCURRED 
UNDER THE SPECIFIC CEC CSRB CONTRACT IS COMPLETED.  AN OFFICER MAY 
APPLY AND BE ACCEPTED FOR LATERAL TRANSFER WHEN WITHIN 12 MONTHS OF 
FULFILLING THE CSRB CONTRACT REQUIREMENTS.  LATERAL TRANSFER WILL NOT 
TAKE EFFECT UNTIL COMPLETION OF THE CSRB CONTRACTUAL OBLIGATION.
