RMKS/1. DUE TO HIGH RETENTION AND LOW ATTRITION IN THE ENLISTED RANKS,
A TIME-IN-GRADE (TIG) WAIVER FOR SAILORS WHO ARE RETIREMENT ELIGIBLE IN
PAY GRADES E7 THROUGH E9 FROM TWO YEARS TO ONE YEAR IS AUTHORIZED.
EFFECTIVE IMMEDIATELY, RETIREMENT ELIGIBLE CHIEF, SENIOR CHIEF, AND
MASTER CHIEF PETTY OFFICERS WITH NOT LESS THAN ONE YEAR TIG MAY REQUEST
A TIG WAIVER AND VOLUNTARY RETIREMENT IN GRADE. THIS AUTHORITY APPLIES
TO ALL RETIREMENT ELIGIBLE USN, FULL TIME SUPPORT (FTS) AND SELECTED
RESERVE (SELRES) PERSONNEL AND DOES NOT AFFECT THE PAY COMPUTATION OF
THE RETIRING SAILOR.
2. TIG WAIVER REQUESTS WILL NOT BE APPROVED FOR SAILORS:
A. WITH PENDING/EXISTING PERMANENT CHANGE OF STATION (PCS) ORDERS.
B. WHO HAVE BEEN IDENTIFIED TO FILL A GLOBAL WAR ON TERRORISM
SUPPORT ASSIGNMENT (GSA).
C. IN NUCLEAR RATINGS.
D. IN THE SEAL/SWCC/EOD/DIVER PROGRAMS.
E. WHO ARE ASSIGNED TO A DEPARTMENT OF DEFENSE (DOD) AREA TOUR AND
WHO HAVE NOT COMPLETED THE DOD TOUR REQUIREMENT, INCLUDING OVERSEAS
TOUR EXTENSION INCENTIVE PROGRAM (OTEIP) EXTENSIONS FOR WHICH A BENEFIT
HAS BEEN RECEIVED.
3. USN AND FTS SAILORS WILL CONTINUE TO REQUEST RETIREMENT THROUGH
COMNAVPERSCOM (PERS-822). SELRES ENLISTED SAILORS WILL CONTINUE TO
REQUEST RETIREMENT THROUGH COMNAVPERSCOM (PERS-912). APPROVAL
RECOMMENDATIONS, ESPECIALLY FOR SAILORS WHO POSSESS A CRITICAL NAVY
ENLISTED CLASSIFICATION (NEC) AS LISTED IN THE MOST RECENT CAREER
REENLISTMENT OBJECTIVES (CREO) NAVADMIN, WILL BE BASED ON INDIVIDUAL
COMMUNITY REQUIREMENTS. COMNAVPERSCOM (PERS-822) IS THE FINAL WAIVER
APPROVAL AUTHORITY FOR USN AND FTS PERSONNEL. COMNAVPERSCOM (PERS-913)
IS THE FINAL WAIVER APPROVAL AUTHORITY FOR SELECTED RESERVE PERSONNEL.
4. ADDITIONALLY, THOSE E7-E9 RETIREMENT ELIGIBLE SAILORS WHOSE
EAOS/SEAOS/HYT DATE DOES NOT SUPPORT A FOLLOW-ON ASSIGNMENT (I.E., 12
MONTHS RETAINABILITY FOR SEA DUTY; 24 MONTHS FOR SHORE DUTY;
36 MONTHS FOR SPECIAL PROGRAMS) ARE HIGHLY ENCOURAGED TO REQUEST
RETIREMENT/TRANSFER TO THE FLEET RESERVE AT THEIR CURRENT PROJECTED
ROTATION DATE (PRD). THESE REQUESTS SHOULD BE SUBMITTED AT LEAST 12
BUT NOT LESS THAN NINE MONTHS PRIOR TO THEIR PRD.
5. THIS POLICY WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE.
