RMKS/1.  THIS NAVADMIN ANNOUNCES A CHANGE TO OBLIGATED SERVICE
(OBLISERV) REQUIREMENTS TO RECEIVE SUBPAY WHILE ON NON-SUBMARINE OR SHORE DUTY 
ASSIGNMENT.  THE OBJECTIVE OF THIS CHANGE IS TO IMPROVE AT-SEA MANNING 
STABILITY BY LENGTHENING THE TIME PERSONNEL WHO OBLIGATE THEIR SERVICE 
(OBLISERV) FOR SUBPAY WILL BE ONBOARD AND QUALIFIED AFTER RETURNING TO SEA.  
THIS CHANGE IS EFFECTIVE 1 APRIL 2011.

2.  REF A ESTABLISHES ELIGIBILITY REQUIREMENTS FOR ENLISTED SUBMARINE SAILORS 
TO RECEIVE CONTINUOUS SUBPAY (CONSUBPAY) ASHORE.
CURRENT POLICY REQUIRES A SAILOR TO COMMIT TO A MINIMUM OF 14 MONTHS OBLIGATED 
SERVICE BEYOND THE SAILORS PROJECTED ROTATION DATE (PRD) FROM NON-SUBMARINE OR 
SHORE DUTY ASSIGNMENT.

3.  EFFECTIVE 1 APRIL 2011, THE OBLIGATED SERVICE REQUIREMENT IS CHANGED TO 18 
MONTHS.  PERSONNEL WITH A REPORT DATE TO NON-SUBMARINE OR SHORE DUTY COMMANDS 
OF 1 APRIL 2011 OR LATER MUST OBLIGATE FOR 18 MONTHS BEYOND PRD TO BE ELIGIBLE 
FOR CONSUBPAY.  FOR SAILORS CURRENTLY ASSIGNED OR EXECUTING ORDERS TO TRANSFER 
TO NON-SUBMARINE OR SHORE DUTY COMMANDS PRIOR TO 1 APRIL 2011, THE OBLIGATED 
SERVICE REQUIREMENT FOR CONSUBPAY WILL REMAIN AT 14 MONTHS.
