RMKS/1. THIS NAVADMIN ANNOUNCES THAT THE DEFENSE EQUAL OPPORTUNITY MANAGEMENT
INSTITUTE (DEOMI) ORGANIZATIONAL CLIMATE SURVEY (DEOCS) SYSTEM HAS BEEN
RESTORED AND IS AVAILABLE FOR COMMANDS TO UTILIZE IN CONDUCTING THEIR COMMAND
CLIMATE ASSESSMENT AS REQUIRED IN REF A AND REINFORCED BY REF B. REF C
ANNOUNCED THE OUTAGE OF DEOMI SYSTEMS INCLUDING THE DEOCS.
2. PER REF A, ACTIVE AND RESERVE COMMANDERS, COMMANDING OFFICERS AND OFFICERS
IN CHARGE ARE REQUIRED TO CONDUCT COMMAND CLIMATE ASSESSMENTS 90 DAYS AFTER
ASSUMING COMMAND, WITH ANNUAL FOLLOW-UP ASSESSMENTS DURING THEIR COMMAND
TENURE.
3. DEOCS RECORDS INDICATE NAVY SURVEYS WERE IN PROGRESS WHEN THE OUTAGE
OCCURRED. COMMANDERS OF THOSE UNITS HAVE THE OPTION TO EITHER FINISH THEIR
PENDING SURVEYS OR INITIATE AND COMPLETE A NEW DEOCS AS DIRECTED BY PARAGRAPH
FOUR OF THIS MESSAGE. COMMANDS WITH REQUIRED SURVEYS THAT WERE NOT COMPLETED
IN FY-12 MUST BE COMPLETED BY 31 MAY 2013 IN ORDER TO BE CONSIDERED COMPLIANT
WITH THE ASSUMPTION OF COMMAND AND ANNUAL REQUIREMENT.
4. COMMANDS UNABLE TO COMPLETE THE ASSUMPTION OF COMMAND OR ANNUAL DEOCS
SURVEY REQUIREMENT IN FY-13 DUE TO THE DEOCS OUTAGE SHALL ADHERE TO THE
FOLLOWING SCHEDULE:
A. COMMANDS DUE TO CONDUCT A FY-13 ANNUAL OR FOLLOW-UP ASSESSMENT BETWEEN
1 OCTOBER 2012 AND 31 MARCH 2013 SHALL COMPLETE THEIR DEOCS BY 30 JUNE 2013.
B. COMMANDS DUE TO CONDUCT A FY-13 ANNUAL OR FOLLOW-UP ASSESSMENT AFTER 1
APRIL 2013 SHALL COMPLETE THEIR DEOCS BY 30 SEPTEMBER 2013 PER REF A.
5. DEOMI WILL ASSIST SURVEY ADMINISTRATORS WITH COMPLETING PENDING FY-12
DEOCS, OBTAINING SURVEY RESULTS, AND STARTING NEW SURVEYS.
6. ECHELON II COMMANDS ARE HIGHLY ENCOURAGED TO LEVERAGE THEIR EQUAL
OPPORTUNITY ADVISOR OR EQUAL OPPORTUNITY PROGRAM MANAGER TO PROVIDE OVERSIGHT
IN THE TRACKING AND RESCHEDULING DUE TO OPERATIONAL COMMITMENTS OF THE COMMAND
CLIMATE ASSESSMENT PROCESS FOR SUBORDINATE COMMANDS.
