RMKS/1. THIS NAVADMIN INFORMS ALL COMMANDS THAT SEVERAL DEFENSE EQUAL
OPPORTUNITY MANAGEMENT INSTITUTE (DEOMI) SYSTEMS ARE CURRENTLY INOPERATIVE.
THE DEOMI SURVEY INSTRUMENTS INCLUDING THE DEOMI ORGANIZATIONAL CLIMATE SURVEY
(DEOCS), FEDERAL ORGANIZATIONAL CLIMATE SURVEY (FEOCS), AND DEFENSE DIVERSITY
MANAGEMENT CLIMATE SURVEY (DDMCS) WENT OFF-LINE AT MIDNIGHT ON 19 SEPTEMBER
2012. THIS OUTAGE ALSO IMPACTS THE MILITARY EQUAL OPPORTUNITY NETWORK
(MEONET) AND DEOMI'S ONLINE COURSES. RESTORATION TIMELINE OF SERVICE IS
UNKNOWN AT THIS TIME. THE OUTAGE HAS AFFECTED APPROXIMATELY 1,000 UNIT
COMMAND CLIMATE SURVEYS ACROSS DOD AND UNFORTUNATELY, DUE TO THE COMPLEX
NATURE OF MANY OF THE SURVEYS, THEY CANNOT BE COMPLETED MANUALLY.
2. THE MEONET WAS DUE TO ACTIVATE 1 OCTOBER 2012 AS DESCRIBED BY REF A. AS
THIS SYSTEM IS UNAVAILABLE DUE TO THE DEOMI SYSTEM OUTAGE, COMMANDS ARE TO
KEEP A RECORD OF ALL INFORMAL AND FORMAL EQUAL OPPORTUNITY AND SEXUAL
HARRASSMENT COMPLAINTS AND ENTER THEM INTO THE MEONET ONCE THE SYSTEM IS
ONLINE.
3. DEOMI WILL NOTIFY THE FLEET AS SOON AS THE SYSTEMS ARE AGAIN AVAILABLE FOR
