REF B IS NAVADMIN 386/11, GENERAL MILITARY TRAINING.//
RMKS/1. THIS NAVADMIN ANNOUNCES THE LAUNCH OF THE MILITARY EQUAL OPPORTUNITY
NETWORK (MEONET) ON 1 OCTOBER 2012. PERSONNEL CURRENTLY SERVING AS A CMEO
PROGRAM MANAGER ARE REQUIRED TO COMPLETE USER TRAINING FROM THEIR ASSOCIATED
EOA NO LATER THAN 28 SEPTEMBER 2012. ADDITIONALLY, ALL EOAS AND CMEO PROGRAM
MANAGERS ARE REQUIRED TO ESTABLISH A MEONET ACCOUNT.
2. THE MEONET ASSISTS EQUAL OPPORTUNITY ADVISORS; COMMAND MANAGED EQUAL
OPPORTUNITY (CMEO) PROGRAM MANAGERS, AND OTHER MILITARY EQUAL OPPORTUNITY
PROFESSIONALS IN THE PERFORMANCE OF DUTIES. MEONET STANDARDIZES, MANAGES,
TRACKS, AND REPORTS MUCH OF THE DATA THAT EO PROFESSIONALS MAINTAIN.
INFORMATION MAINTAINED ON THE MEONET INCLUDES TRACKING OF BOTH FORMAL AND
INFORMAL COMPLAINTS, GENERAL ASSISTANCE PROVIDED TO MILITARY MEMBERS, AND
TRAINING CONDUCTED. USE OF THE MEONET DOES NOT ALLEVIATE INSTRUCTIONAL
REPORTING REQUIREMENTS FOR PERSONNEL INCIDENTS AS OUTLINED IN REF A OR
MANDATORY GMT TRAINING DOCUMENTATION OUTLINED IN REF B.
3. MEONET IS AN ADDITIONAL TOOL TO BE UTILIZED DURING A COMMAND CLIMATE
ASSESSMENT. IT PROVIDES THE CAPABILITY TO GENERATE REPORTS SUMMARIZING ALL
FORMAL EQUAL OPPORTUNITY (EO) COMPLAINTS AS WELL AS EO TRAINING CONDUCTED AT A
COMMAND. THE MEONET ALSO PROVIDES COMMANDS THE ABILITY TO IDENTIFY TRENDS AND
IMPLEMENT CORRECTIVE ACTIONS.
4. EOA ACCOUNTS WILL BE CREATED BY THE NAVY EO OFFICE. CMEO PROGRAM MANAGER
ACCOUNTS WILL BE CREATED BY THEIR SERVICING EOA. IF A CMEO PROGRAM MANAGER
DOES NOT HAVE A SERVICING EOA, CONTACT THE NAVY EO OFFICE TO REQUEST AN
ACCOUNT AND RECEIVE TRAINING.
