RMKS/1.  This NAVADMIN announces discontinuation of the Navy Military Equal 
Opportunity Network (MEONET) Online.  Refs (a) and (b) are hereby canceled.  
Paragraph 8 of ref (c) is no longer valid.

2.  Upon receipt of a formal discrimination or sexual harassment (SH) 
complaint, commanders shall ensure a copy of the Naval Equal Opportunity 
Formal Complaint Form (NAVPERS 5354/2), with sections 1-3 completed, is 
forwarded to the Navy Sexual Harassment Prevention and Equal Opportunity 
Office (OPNAV N173).  This may be accomplished via e-mail at 
mill_navyeoadvice@navy.mil or via fax at (901) 874-2617/DSN 882.  
Commanders shall also submit operational reports (OPREPs) for formal 
discrimination or SH complaints, per ref (d).

3.  Per ref (b), commands shall continue to report these hazing incidents via 
OPREPs and ensure their respective command climate specialist (CCS), equal 
opportunity (EO) program manager or command managed equal opportunity (CMEO) 
program manager is tracking all alleged incidents.

4.  To centralize access to pertinent EO program records, CCS, EO Program 
Managers and CMEO Program Managers are required to maintain an EO program 
binder to record all significant EO events for the command and subordinate 
commands to include training either attended or provided by command members, 
command policies, and completed command climate assessments.  Additionally, a 
memorandum for the record shall be used to document all informal SH/EO 
complaints and any general assistance provided by a CCS, EO program manager 
or CMEO program manager.
