RMKS/1.  THIS NAVADMIN ANNOUNCES CHANGES TO ELIGIBILITY FOR TRAVEL TO 
BURIAL CEREMONIES FOR DECEASED SERVICEMEMBERS.  THE CARE OF FALLEN 
SAILORS AND THEIR FAMILIES REQUIRE EACH ORGANIZATION TO BE THOROUGHLY 
FAMILIAR WITH THESE BENEFITS.  ALL COMMANDS SHALL ENSURE THIS 
INFORMATION IS READILY AVAILABLE TO ALL HANDS AND THE OFFICIAL MILITARY 
PERSONNEL FILE (OMPF) IS UPDATED.  EFFICIENT PROCESSING OF INFORMATION 
ASSISTS NAVY CASUALTY IN PROMPTLY LOCATING ELIGIBLE TRAVELERS AND 
PROCESSING REQUESTS FOR FUNERAL TRAVEL.
2.  REF A CHANGED THE LIST OF ELIGIBLE TRAVELERS TO BURIAL CEREMONIES.  
THE FOLLOWING INDIVIDUALS ARE ELIGIBLE FOR TRAVEL AND TRANSPORTATION 
ALLOWANCES:
    A.  SURVIVING SPOUSE, INCLUDING A SURVIVING SPOUSE
(WIDOW/WIDOWER) WHO HAS REMARRIED SINCE THE SERVICEMEMBER'S DEATH.
    B.  CHILDREN OF THE DECEASED MEMBER (INCLUDING STEPCHILDREN, 
ADOPTED CHILDREN, AND ILLEGITIMATE CHILDREN).
    C.  PARENT(S).
    D.  SIBLING(S).
    E.  PERSON AUTHORIZED TO DIRECT DISPOSITION (PADD) OF REMAINS.
3.  IF NONE OF THE RELATIVES DESCRIBED IN PARA 2 ARE PROVIDED 
ALLOWANCES FOR TRAVEL AND TRANSPORTATION, ALLOWANCES MAY BE PROVIDED
TO:
    A.  PADD.
    B.  UP TO TWO ADDITIONAL PERSONS CLOSELY RELATED TO THE DECEASED 
MEMBER WHO ARE SELECTED BY THE PADD.
4.  TRAVEL AND TRANSPORTATION ALLOWANCES ARE LIMITED TO ROUNDTRIP 
TRAVEL AND PER DIEM.  PER DIEM MAY NOT BE PAID FOR MORE THAN TWO DAYS 
PLUS THE TIME NECESSARY TO TRAVEL TO AND FROM THE BURIAL LOCATION.
5.  IN ORDER TO DETERMINE ELIGIBILITY FOR TRAVEL TO BURIAL CEREMONIES, 
NAVPERS 1070/602, DEPENDENCY APPLICATION/RECORD OF EMERGENCY DATA, WILL 
CONTAIN SIBLING IDENTIFICATION.  THE SIBLING(S) INFORMATION WILL BE 
ENTERED IN REMARKS, BLOCK 78, IN THE FOLLOWING
FORMAT:
    A.  NAME (LAST, FIRST MI)
    B.  RELATIONSHIP
    C.  ADDRESS WITH ZIP CODE
    D.  PHONE NUMBER
6.  FORWARD A COPY OF COMPLETED NAVPERS 1070/602 TO NPC PERS-312 FOR 
OMPF ENTRY AT NEXT TIME REQUIRED TO UPDATE OR VERIFY RECORD OF 
EMERGENCY DATA (E.G., CHANGE IN DEPENDENT STATUS, CHANGE IN DUTY 
STATION, PREDEPLOYMENT) IAW STANDARD SUBMISSION PROCEDURES AS STATED IN 
MILPERSMAN ART 1070-270.
7.  CHANGES ARE EFFECTIVE NOW AND ARE SCHEDULED TO APPEAR IN THE JOINT
