RMKS/1. THIS NAVADMIN PROVIDES ADDITIONAL GUIDANCE FOR THE NAVY COUNSELORS
ASSOCIATION (NCA) 24TH ANNUAL PROFESSIONAL DEVELOPMENT AND TRAINING SYMPOSIUM
BEING HELD AT THE COOK CONVENTION CENTER IN MEMPHIS, TN FROM 24-27 SEPTEMBER
2012.
2. OSD HAS GIVEN APPROVAL FOR NAVY TO PARTICIPATE IN THE 2012 NCA CONFERENCE;
GUIDANCE BELOW GOVERNS PARTICIPATION AND FUNDING FOR NAVY PERSONNEL.
3. COMMANDING OFFICERS ARE AUTHORIZED TO SUPPORT ATTENDANCE, AND MAY ISSUE
ORDERS FOR ATTENDANCE AT GOVERNMENT EXPENSE AFTER DETERMINING THERE IS A
LEGITIMATE FEDERAL GOVERNMENT PURPOSE, AND IN ACCORDANCE WITH THE FOLLOWING
GUIDELINES:
A. ATTENDEES WILL BE REIMBURSED AT A REGULAR PER DIEM RATE.
B. NO MORE THAN FOUR DAYS OF LODGING WILL BE AUTHORIZED FOR ATTENDEES IN
A TAD STATUS.
C. RENTAL CARS ARE NOT AUTHORIZED.
D. THE BANQUET SCHEDULED FOR WEDNESDAY 26 SEPTEMBER 2012 IS OPTIONAL FOR
GOVERNMENT ATTENDEES. COST OF THE BANQUET IS $30 AND IS THE ATTENDEE'S
PERSONAL RESPONSIBILITY.
4. ATTENDEES AND TRAVEL AUTHORIZING OFFICIALS MUST BE MINDFUL OF THE NEED TO
BE GOOD STEWARDS OF TAXPAYER DOLLARS IN ATTENDING THIS EVENT.
5. COMMANDING OFFICERS SHOULD ENSURE THE OBJECTIVES TO BE ACHIEVED JUSTIFY
THE EXPENSES (INCLUDING FEES, TRAVEL COSTS, AND OTHER COSTS ATTRIBUTABLE TO
PARTICIPATION). COMMANDING OFFICERS ARE DIRECTED TO FOLLOW THE GUIDANCE IN
REFS B AND C WHEN MAKING THIS DETERMINATION.
PER JFTR AND JTR, TAD ORDERS MAY COVER EXPENSES INCIDENT TO ATTENDANCE AND
PARTICIPATION IN THE CONFERENCE INCLUDING TRANSPORTATION, PER DIEM, AND
REGISTRATION FEES. IF FUNDS ARE NOT AVAILABLE, PERMISSIVE TAD ORDERS MAY BE
ISSUED. PER REF D, SELECTED RESERVE PERSONNEL ARE AUTHORIZED TO PARTICIPATE
AT THE NCA CONFERENCE IN A PAID DRILL STATUS.
