THAT SUPPORTS NAVY PROCEEDING WITH FORTHCOMING DOD POLICY REVISIONS FOR
FAP INCIDENT STATUS DETERMINATIONS AND CASE REVIEW COMMITTEE (CRC)
PROCEDURES.
RMKS/1. THIS NAVADMIN ANNOUNCES REVISIONS TO THE FAMILY ADVOCACY
PROGRAM (FAP) CASE REVIEW COMMITTEE (CRC) PROCESS (AS OUTLINED IN REF
A) AND ALIGNS NAVY WITH DOD PROPOSED POLICY (IAW REF B). THESE
REVISIONS WILL ENSURE STANDARDIZATION AND ACCURACY OF INCIDENT STATUS
DETERMINATIONS. THESE CHANGES ARE EFFECTIVE IMMEDIATELY. A REVISION
TO REF A WILL FOLLOW.
2. FAP IS A LINE-MANAGED, MULTI-DISCIPLINARY PROGRAM IMPLEMENTED BY
COMMANDER, NAVY INSTALLATIONS COMMAND (CNIC). CNIC IS COMPLETING THE
TRAINING OF INSTALLATION AND REGIONAL FAMILY ADVOCACY REPRESENTATIVES
(FARS) ON THE NEW DOD CRITERIA FOR REVIEWING SPOUSE/INTIMATE PARTNER
AND CHILD ABUSE ALLEGATIONS.
3. A DECISION TREE WAS DEVELOPED TO ASSIST WITH APPLYING THE NEW
CRITERIA TO CASES BEING REVIEWED FOR INCIDENT STATUS DETERMINATIONS.
FAP INCIDENT STATUS DETERMINATIONS WILL BE RECORDED IN CRC MINUTES AND
REFLECTED ON DD FORM 2486 AS EITHER:
A. MEETS CRITERIA - A SUBSTANTIATED INCIDENT
B. DOES NOT MEET CRITERIA - AN UNSUBSTANTIATED INCIDENT THE CRC
WILL DETERMINE WHETHER THE INCIDENT IS UNRESOLVED, OR DID NOT OCCUR,
FOR EVERY UNSUBSTANTIATED INCIDENT. CRC DETERMINATION LETTERS WILL
REFLECT COMPLETE INCIDENT STATUS DETERMINATION RESULTS.
4. CRC MINUTES WILL NO LONGER INDICATE HOW EACH CRC MEMBER VOTED.
INSTEAD, MINUTES WILL ONLY REFLECT THE DECISION ON EACH OF THE
FOLLOWING CRITERIA FOR INCIDENTS OF MALTREATMENT UNDER REVIEW: ACT;
IMPACT; EXCLUSION(S); AND, FINAL DETERMINATION.
5. INSTALLATION FARS (TRAINED BY CNIC STAFF USING A TRAIN-THE-TRAINER
MODEL) WILL PROVIDE THE REQUIRED NEW CRITERIA TRAINING (DEVELOPED BY
CNIC) TO RESPECTIVE INSTALLATION CRC MEMBERS, FAP CLINICAL STAFF, AND
COMMAND REPRESENTATIVES. CRC MEMBERS WHO HAVE NOT COMPLETED THE
REQUIRED TRAINING WILL NOT BE ALLOWED TO VOTE AT CRC MEETINGS. CNIC
STAFF WILL ALSO PROVIDE TRAINING FOR HEADQUARTERS REVIEW TEAM (HRT)
MEMBERS.
6. INSTALLATION CRCS AND FAP HRT WILL BEGIN USING THIS NEW CRITERIA
AND DECISION TREE TO MAKE INCIDENT STATUS DETERMINATIONS FOR ALL
SPOUSE/INTIMATE PARTNER OR CHILD ABUSE INCIDENTS NO LATER THAN 90 DAYS
AFTER COMPLETING CNIC-SPONSORED TRAINING.
7. ADDITIONALLY, USE OF THE FAMILY IN NEED OF SERVICES (FINS) CATEGORY
WILL CEASE IMMEDIATELY FOLLOWING COMPLETED TRAINING OF FAP CLINICAL
STAFF AND WILL BE ENTIRELY PHASED OUT NO LATER THAN 30 SEPTEMBER 2010.
8. REVISION TO THE CRC PROCESS USING THE NEW CRITERIA FOR INCIDENT
STATUS DETERMINATION, FOR ALL SPOUSE/INTIMATE PARTNER AND CHILD ABUSE
CASES WILL BE EFFECTIVE NAVY-WIDE NO LATER THAN 30 SEPTEMBER 2010.
NAVY WILL CONTINUE TO REVIEW CHILD SEXUAL ABUSE CASES FOR DETERMINATION
BY THE FAMILY ADVOCACY CRC, REGARDLESS OF THE CARETAKER STATUS OF THE
ALLEGED OFFENDER(S).
