THIS NAVADMIN ANNOUNCES CHANGES TO THE ENLISTED SUPERVISOR RETENTION PAY (ESRP) PROGRAM. EFFECTIVE 1 JANUARY 2012, REFS B AND C ARE CANCELLED. ALL CHANGES ANNOUNCED IN THIS NAVADMIN WILL BE EFFECTIVE ON 1 JANUARY 2012. ESRP-ELIGIBLE SAILORS AND COMMAND CAREER COUNSELORS SHOULD REVIEW REF A, WHICH PROVIDES FURTHER PROGRAM DETAILS. TO ENCOURAGE SERVICE IN THE NUCLEAR ENLISTED COMMUNITY'S MOST CHALLENGING BILLETS AND TO PROVIDE INCENTIVES THAT PROMOTE CAREER LONGEVITY, THE CHIEF OF NAVAL PERSONNEL HAS RESTRUCTURED ESRP TO BE AVAILABLE FROM 10 THROUGH 23 YEARS OF SERVICE. THIS CHANGE INVOLVES RESTRUCTURING ZONES C AND D TO CREATE ZONES 1, 2, AND 3. ELIGIBILITY REQUIREMENTS FOR THESE NEW ZONES ARE DETAILED IN PARAGRAPHS 6, 7 AND 8 BELOW. THESE NEW ZONES AND ELIGIBILITY REQUIREMENTS ESTABLISH A CLEAR CAREER PATH FOR NUCLEAR SAILORS TO ACHIEVE THE PINNACLE OF NUCLEAR SERVICE: DUTY AS A SUBMARINE ENGINEERING DEPARTMENT MASTER CHIEF (EDMC), CVN DIVISION LEADING CHIEF PETTY OFFICER (LCPO), OR CVN REACTOR DEPARTMENT MASTER CHIEF (RDMC). 3. ESRP PROGRAM MANAGER. DEPUTY CHIEF OF NAVAL OPERATIONS, (MANPOWER, PERSONNEL, TRAINING AND EDUCATION) POLICY DIVISION (N133D) IS DESIGNATED AS THE ESRP PROGRAM MANAGER. 4. ALL ESRP REENLISTMENT REQUESTS FOR 1 JANUARY 2012 OR LATER WILL BE PROCESSED UNDER THE RESTRUCTURED PROGRAM. ANY ESRP REQUESTS ENTERED IN THE OFFICER PERSONNEL INFORMATION SYSTEM (OPINS) PRIOR TO 1 JANUARY 2012 FOR A REENLISTMENT ON OR AFTER 1 JANUARY 2012 WILL NOT BE PROCESSED UNTIL THE ESRP PROGRAM MANAGER MANUALLY CHANGES THE REQUEST TO THE NEW PROGRAM FORMAT. 5. PROGRAM OVERVIEW. ESRP USES THE CRITICAL SKILLS RETENTION BONUS (CSRB) LEGISLATIVE AUTHORITY TO PROVIDE A RETENTION INCENTIVE FOR MEMBERS ASSIGNED TO NUCLEAR NAVY ENLISTED CLASSIFICATION (NEC) CODES. A. ESRP PROGRAM EXECUTION WILL BE SIMILAR TO THE SELECTIVE REENLISTMENT BONUS (SRB) PROGRAM. B. THE ESRP PAYMENT STRUCTURE IS IDENTICAL TO THE SRB PROGRAM, IN WHICH 50 PERCENT OF THE CONTRACT IS PAID UPON CONTRACT EXECUTION AND THE REMAINDER IS PAID IN EQUAL INSTALLMENTS ON 1 OCTOBER FOR EACH REMAINING YEAR OF THE ESRP REENLISTMENT CONTRACT. C. INDIVIDUAL ESRP REENLISTMENT CONTRACTS ARE LIMITED TO 100K. D. SAILORS IN ZONES A AND B ARE NOT ELIGIBLE FOR ESRP, BUT CONTINUE TO BE ELIGIBLE FOR REENLISTMENT INCENTIVES UNDER THE SRB PROGRAM. SAILORS WHO ARE CURRENTLY IN ZONE B AND WITHIN 120 DAYS OF ENTERING ZONE 1 ARE ELIGIBLE TO REQUEST ZONE 1 ESRP FOR A PENDING ZONE 1 REENLISTMENT. E. ESRP REQUESTS FOR PERSONNEL BEING PROCESSED FOR NEC REMOVAL OR RESTORATION WILL BE HELD IN ABEYANCE PENDING FINAL RESOLUTION. 6. ESRP ZONE 1 ELIGIBILITY REQUIREMENTS ARE IN ADDITION TO THE REQUIREMENTS OF PARAGRAPH 5 OF REF A. A. COMPLETION OF 10 YEARS OF SERVICE THROUGH COMPLETION OF 14 YEARS OF SERVICE. B. ADDITIONAL OBLIGATED SERVICE (AOS) THROUGH COMPLETION OF 16 YEARS OF SERVICE MAY BE USED IN THE AWARD CALCULATION. 7. APPLICATION PROCESS: ESRP REENLISTMENT REQUESTS WILL BE SUBMITTED 35-120 DAYS IN ADVANCE OF THE MEMBER'S DESIRED REENLISTMENT DATE TO ENSURE THE APPROVAL MESSAGE CAN BE RELEASED IN A TIMELY MANNER. EXCEPTIONS TO THIS POLICY WILL BE APPROVED BY THE ESRP PROGRAM MANAGER ON AN INDIVIDUAL BASIS. A. OPINS FORCE MANAGEMENT SYSTEM (FORMAN) IS PROGRAMMED TO PROCESS ESRP REENLISTMENT REQUESTS AND EMPLOYS THE SAME PROCESS USED TO REQUEST AND APPROVE SRB REENLISTMENT REQUESTS. CAREER COUNSELORS AND PERSONNEL SUPPORT DETACHMENTS ARE FAMILIAR WITH THIS PROGRAM AND SHOULD USE IT AS THE PRIMARY METHOD OF ESRP REQUEST SUBMISSION. THE ESRP REQUEST TYPE IS 3AA FOR SAILORS ON ACTIVE DUTY AND 3BB FOR BROKEN SERVICE REQUESTS. B. IN THE EVENT OPINS IS NOT AVAILABLE, THE COMMAND CAN FAX, EMAIL (SCANNED COPY OF REQUEST), OR MAIL THE REQUEST DIRECTLY TO THE ESRP PROGRAM MANAGER UTILIZING THE FORMAT FOUND IN THE ESRP POLICY MEMORANDUM (REF A). IF OPERATIONAL COMMITMENTS LIMIT THE ABILITY TO SUBMIT ESRP APPLICATIONS VIA THIS MANNER, COMMANDS SHOULD SUBMIT THE ESRP REQUEST VIA MESSAGE TO THEIR IMMEDIATE SUPERIOR IN CHARGE (ISIC), WHO CAN SUBMIT THE OPINS REQUEST. ESRP REQUESTS SENT DIRECTLY TO THE ESRP PROGRAM MANAGER BY MESSAGE OR MAIL MAY RESULT IN A PROCESSING DELAY. C. ZONE 1 SAILORS MUST HAVE A VALID APPLICATION ENTERED IN THE PERFORM TO SERVE (PTS) SYSTEM TO BE ELIGIBLE TO REENLIST. PTS SUBMISSION CAN BE MADE IN PARALLEL WITH THE OPINS REQUEST FOR ESRP. D. A SAILOR MUST BE PREAPPROVED FOR AN ESRP REENLISTMENT. ESRP APPROVAL WILL NOT CURRENTLY NOTIFY THE DEFENSE JOINT MILITARY PAY SYSTEM (DJMS) OF THE SAILOR'S INTENT TO REENLIST. UNTIL DJMS CAN BE PROGRAMMED TO ACCEPT ESRP REENLISTMENT PAYMENTS, MANUAL PROCESSING IS REQUIRED. PAYMENTS SHOULD POST TO THE SAILOR'S ACCOUNT WITHIN 14 DAYS FOLLOWING THE DAY THE ESRP PROGRAM MANAGER RECEIVES NOTIFICATION OF REENLISTMENT. INITIAL PAYMENT WILL BE AUTHORIZED AS SOON AS THE CONTRACT EXECUTION IS REFLECTED IN THE ENLISTED MASTER FILE (EMF). IN ORDER TO ENSURE PROMPT PAYMENT, NEW CONTRACTS MUST BE POSTED TO THE EMF IN A TIMELY MANNER. E. PERSONNEL SUPPORT DETACHMENTS AND COMMANDS SHOULD CONTACT THE ESRP PROGRAM MANAGER (N133D) VICE DFAS TO RESOLVE ANY PAYMENT ISSUES. F. A SAILOR WITH AN APPROVED PRE-CERTIFICATION, WHO DOES NOT REENLIST ON THE DATE SPECIFIED IN THE PRE-CERTIFICATION MESSAGE, MUST RESUBMIT A REQUEST TO REVISE THE REENLISTMENT DATE AND ESRP AWARD AMOUNT. 11.
