PROGRAM AWARD MULTIPLES PUBLISHED IN REF A. SEE REF A FOR ESRP ELIGIBILITY
REQUIREMENTS AND PROGRAM ADMINISTRATION GUIDELINES.
2. POLICY UPDATES CONTAINED IN THIS NAVADMIN PROVIDE GUIDANCE REGARDING
UPCOMING CHANGES TO THE ESRP ANNIVERSARY PAYMENT POLICY IN ADVANCE OF A
PENDING UPDATE TO REF B. SPECIFICALLY, ALL SAILORS WHO REENLISTED AND
RECEIVED THEIR INITIAL ESRP PAYMENT ON OR AFTER 1 OCTOBER 2012 WILL RECEIVE
ANNUAL ESRP INSTALLMENTS DURING THE ANNIVERSARY MONTH OF THEIR REENLISTMENT
DATE (E.G., SAILORS REENLISTING IN DECEMBER 2012, WILL RECEIVE THEIR INITIAL
ESRP PAYMENT UPON REENLISTMENT, THEIR NEXT ANNUAL INSTALLMENT IN DECEMBER
2013, AND ALL SUBSEQUENT INSTALLMENTS ANNUALLY IN DECEMBER UNTIL THE FULL
CONTRACTED DISBURSEMENT HAS BEEN REACHED). SAILORS UNDER CURRENT ESRP
CONTRACTS, AS WELL AS THOSE WHO REENLISTED PRIOR TO 1 OCTOBER 2012, WILL BE
GRANDFATHERED UNDER THE ESRP ANNIVERSARY PAYMENT POLICY STATED IN PARA
5.E.(1).(B) OF REF B, AND CONTINUE TO RECEIVE ANNIVERSARY PAYMENTS
ANNUALLY IN OCTOBER UNTIL THE FULL CONTRACTED DISBURSEMENT HAS BEEN REACHED.
3. THE ESRP AWARD MULTIPLES PROVIDED IN THIS MESSAGE ARE EFFECTIVE 30 DAYS
FOLLOWING RELEASE OF THIS MESSAGE.
4. SAILORS APPROVED FOR ESRP REENLISTMENT PRIOR TO THE EFFECTIVE DATE OF THE
NEW MULTIPLES REMAIN ELIGIBLE FOR PREVIOUS MULTIPLES IF NEW MULTIPLES LOWERED.
5. ESRP PROGRAM MANAGER WILL REAPPROVE ALL REENLISTMENTS IN RATINGS IMPACTED
BY A MULTIPLE INCREASE. NO ACTION IS REQUIRED BY SAILORS WITH PENDING
REQUESTS.
6. NEW ESRP AWARD MULTIPLES. A "+" OR "-" SYMBOL PRECEDING AN AWARD MULTIPLE

WILL BE PERMITTED TO REENLIST AT THE AWARD MULTIPLE SPECIFIED FOR THE LAST
ACTIVE SUPERVISOR NEC HELD.
7. RECOUPMENT. THE FOLLOWING IS IN ACCORDANCE WITH THE LATEST OSD GUIDELINES
ESTABLISHED IN REF C AND PROVIDES ADDITIONAL GUIDANCE ON RECOUPMENT POLICY NOT
SPECIFICALLY COVERED IN PARA 5.(k) OF REF B. AN INDIVIDUAL WHO IS PAID A
BONUS, OR SPECIAL OR INCENTIVE PAY, THE RECEIPT OF WHICH IS CONTINGENT UPON
THE INDIVIDUAL FULFILLING SPECIFIED CONDITIONS OF ELIGIBILITY, SERVICE, OR
ASSIGNMENT, SHALL REPAY THE UNITED STATES NAVY ANY UNEARNED PORTION OF THE
BONUS, OR SPECIAL OR INCENTIVE PAY IF THE INDIVIDUAL FAILS TO FULFILL THE
CONDITIONS OF
ELIGIBILITY, SERVICE, OR ASSIGNMENT AND MAY NOT RECEIVE ANY UNPAID AMOUNT OF
THE BONUS OR SPECIAL OR INCENTIVE PAY AFTER FAILING TO FULFILL SUCH SPECIFIED
CONDITIONS. SITUATIONS REQUIRING REPAYMENT INCLUDE, BUT ARE NOT LIMITED TO:

B. APPROVED VOLUNTARY SEPARATION FROM THE NAVAL SERVICE, OR FROM ACTIVE
DUTY IN THE NAVAL SERVICE, OR RELEASE FROM AN ACTIVE STATUS IN THE NAVY
RESERVE PRIOR TO FULFILLMENT OF THE TERMS AND CONDITIONS SUCH AS THE PERIOD OF
SERVICE OBLIGATION REQUIRED FOR RECEIPT OF THE ESRP BONUS;
C. APPROVED VOLUNTARY REQUEST FOR RELIEF FROM AN ASSIGNMENT;
D. FAILURE TO EXECUTE ORDERS TO A BILLET COMMENSURATE WITH THE SAILOR'S

WILLFUL NEGLECT, OR INCURRED DURING A PERIOD OF UNAUTHORIZED ABSENCE;
