RMKS/1.  This NAVADMIN provides guidance for eligibility and communication to 
the boards for the Fiscal Year (FY) 2026 Reserve Enlisted Advancement 
Selection Boards for Command Master Chief (CMDCM), Master Chief Petty Officer 
(E9) and Senior Chief Petty Officer (E8) (Cycle 265).  The boards will 
consider Training and Administration of the Reserve (TAR) and Selected 
Reserve (SELRES) Sailors.  Mobilized Individual Ready Reserve (IRR) personnel 
are considered under the SELRES requirements for advancement.

2.  Examination Status Verification Reports (ESVR) will be available on the 
Navy Enlisted Advancement System (NEAS) website 
https://neas.ncdc.navy.mil/Login
or via MyNavy Portal (MNP) at https://mn3p.navy.mil/
.  Select "Advancement Profile Sheet - ESO" under "NEAS Resources".

3.  Command Senior Chief (CMDCS) Candidates for CMDCM Timeline:
    a.  26 January 2025, 2359 CST.  Letter to the Board (LTB) deadline.
    b.  6 February 2025.  Board convenes.
    c.  7 February 2025.  Board adjourns.

4.  E8 and E9 (In rate) Timeline:
    a.  10 February 2025.  Change of rating deadline.
    b.  10 February 2025.  Chief Petty Officer Leader Development Course 
(CPO-LDC) deadline.
    c.  10 February 2025.  Senior Enlisted Academy (SEA) deadline for E9 
candidates.
    d.  27 February 2025, 2359 CST.  LTB deadline.
    e.  10 March 2025.  Board convenes.
    f.  21 March 2025.  Board adjourns.

5.  Eligibility Criteria.  Candidates must meet and maintain the eligibility 
requirements outlined in chapters 2 and 11 of reference
(a) and this NAVADMIN prior to the board convening date through the 
adjournment of the board.  Enlisted Master File and Navy Standard Integrated 
Personnel System (NSIPS) (SELRES) are the authoritative sources.  Refer to 
paragraph 616 of reference (a) for candidate validation procedures.  
Eligibility requirements include:
    a.  The name of the candidate appears on the selection board eligibility 
list in the correct competitive group on their profile sheet.  Sailor access 
to profile sheets are available via MNP at https://mn3p.navy.mil/
.  Select "Advancement Profile Sheet - Individual"
under "NEAS Resources".  Candidates should register for e-mail notification 
for profile sheet updates via MNP.  Select "Advancement Profile Sheet - 
Individual email notification" under "NEAS Resources".  Information may 
change on a weekly basis and both commands and Sailors should continue to 
verify.
    b.  Enlisted Leader Development course completion is a required 
prerequisite to be eligible for selection to E8 in line with reference (b).  
E8 candidates must complete the CPO-LDC.  Sailors who have completed the 
course should verify their Electronic Service Record (ESR) has been updated 
with the 8LDC Navy Enlisted Classification (NEC).  If ESR does not reflect 
8LDC NEC, submit certification of completion via LTB.
    c.  Terminal eligibility date: 1 October 2025.
    d.  Time-In-Rate date
        (1) for E8:  On or before 1 September 2022.
        (2) for E9:  On or before 1 July 2022.
    e.  High Year Tenure (HYT).
        (1) In line with reference (c), HYT Plus remains available to all 
SELRES paygrades with the exception of SELRES CMDCMs and SELRES CMDCSs as 
well as TAR E9s and CMDCSs.
        (2) HYT date or approved HYT waivers for SELRES CMDCMs and CMDCSs as 
well as TAR E9s and CMDCSs is 1 July 2025 or later.
        (3) Reference (c) should be read in its entirety.
    f.  Sailors with an approved or disapproved Fleet Reserve or retirement 
request prior to the board convene date will need to closely monitor 
eligibility.  Commands and candidates must request revalidation based on 
request adjudication by sending an e-mail with the reason for revalidation to 
Selection Board Eligibility Branch (PERS-802).
    g.  Security clearance requirements (if required).  Refer to chapter 2 of 
reference (a).  Ratings requiring a security clearance are AC, AE, AG, AO, 
AT, AWF, AWO, AWR, AWS, AZ, CTI, CTR, CTT, CWT, EOD, ET, ETV, FC, FCA, GM, 
HT, IS, IT, ITR, ITN, LN, MA, MC, MMA, MN, ND, OS, QM, SB, SO, STG, STS, and 
YN.
    h.  Rate specific and competitive group eligibility requirements.  
Candidates must meet special requirements for certain ratings, as outlined in 
paragraph 203 of reference (a).
    i.  Refer to reference (d) for non-nuclear submarine Sailors designations 
for advancement eligibility.
    j.  SEA course completion is a required prerequisite to be eligible for 
selection to E9 in line with reference (e).  Sailors who have completed the 
course should verify their ESR has been updated with the 8SEA NEC.  If ESR 
does not reflect 8SEA NEC, submit certificate of completion via LTB.

6.  Competitive Groups.  The below listed rating is separated into 
competitive groups for candidates in the TAR component:
         NC (TAR):  Career Recruiter - Group 1, Fleet - Group 2.

7.  For record review and communication with selection board, refer to 
reference (f).  Board numbers are: 212 (SELRES CMDCM), 213 (TAR CMDCM), 205 
(SELRES E8 and E9) and 206 (TAR E8 and E9).  LTBs should be submitted via the 
Electronic Submission of Selection Board Documents (ESSBD).  If unable to use

8.  Board results will be posted via BUPERS Online and released by subsequent

websites within 30 days of selection board results being released.
