NAVADMIN UPDATES EXISTING REGA GUIDANCE IN REF A AND PROVIDES AN 
OVERVIEW OF FORTHCOMING CHANGES TO THE RATING ENTRY PROCESS FOR NON-
DESIGNATED SAILORS INCLUDING EXPANSION OF SAILOR DESIGNATION AUTHORITY 
CONTAINED IN MILPERSMAN 1440-050. 
2.  TO SUPPORT SAILOR PREPARATION FOR THE MARCH 2009 NAVY WIDE 
ADVANCEMENT EXAM (NWAE), RATING ENTRY PROCEDURES, RATING ELIGIBILITY 
REQUIREMENTS, AND RATING ENTRY SPECIFIC NOTES FOR NON-DESIGNATED 
SAILORS CONTAINED IN REF A REMAIN IN EFFECT WITH THE FOLLOWING 
MODIFICATIONS:
       A.  APPLICATIONS FOR APPROVAL REQUIRED RATINGS MUST BE SUBMITTED 
BY 15 FEB 09. 
       B.  SAILORS REQUESTING ENTRY INTO THE MC RATING MUST HAVE A 
COMMAND ENDORSED NAVPERS 1306/7, SUBMIT PUBLISHED ARTICLES AND PHOTOS, 
AND HAVE AN MC E-7 OR ABOVE ENDORSEMENT.
       C.  ENTRY INTO USN AVIATION RATINGS IS RESTRICTED TO GENERAL 
DETAIL (GENDET) AIRMEN AND A-PACT SAILORS ONLY.  ASVAB WAIVERS FOR 
RATING ELIGIBILITY WILL BE CONSIDERED ON A CASE-BY-CASE BASIS.  
3.  COMMANDS ARE REQUIRED TO USE THE FLEET RATING IDENTIFICATION ENGINE 
(FLEET RIDE) AT HTTPS://FLEETRIDE.SSCNO.NMCI.NAVY.MIL TO VALIDATE 
QUALIFICATIONS FOR THE DESIRED RATING.  TO EXECUTE A SUCCESSFUL CAREER 
STRATEGY FOR OUR NON-DESIGNATED SAILORS, IT IS CRITICAL THAT COUNSELORS 
COMPLY WITH RATING ENTRY REQUIREMENTS AVAILABLE IN FLEET RIDE WHILE 
DETERMINING BEST CAREER OPTIONS WITH THE SAILOR.  ADDITIONALLY, RECENT 
NWAE RATING ENTRY SUCCESS PERCENTAGES FOR NON-DESIGNATED SAILORS ARE 
AVAILABLE IN FLEET RIDE AS A RESOURCE DURING CAREER PLANNING.  POINT OF

4.  RATING ENTRY REQUIREMENTS.  COMMANDS SHALL USE ASVAB CRITERIA 
CONTAINED IN NAVADMIN 344/06 AND THE ELIGIBILITY CRITERIA IN MILPERSMAN 
1306-618 FOR RATING ENTRY.  WAIVERS BEYOND THESE LIMITS WILL BE 
SUBMITTED TO THE COGNIZANT ENLISTED COMMUNITY MANAGER.
5.  AS PART OF AN EFFORT TO ENSURE THAT OUR BEST UNRATED SAILORS ARE 
VECTORED EXPEDITIOUSLY TO UNDERMANNED RATINGS, A RATING/YEAR GROUP 
BASED QUOTA SYSTEM WILL BE IMPLEMENTED THIS YEAR.  IN THE PLANNED 
CONSTRUCT, COMMANDING OFFICERS WILL RECOMMEND DIRECT DESIGNATION OF TOP 
PERFORMERS, WHO HAVE AT LEAST ONE YEAR ONBOARD, INTO OPEN RATINGS THAT 
DO NOT REQUIRE "A" SCHOOL, REGARDLESS OF CURRENT PAYGRADE OR TIME-IN-
RATE.  AVAILABLE QUOTAS WILL BE PUBLISHED MONTHLY AND ECM QUOTA 
APPROVAL DECISIONS WILL BE COMMUNICATED BACK TO THE COMMAND VIA FLEET 
RIDE AND POSTED ON THE BUPERS WEBSITE.
